ENERGY STAR did not shut down. The May 2025 headlines followed plans to reorganize EPA offices that administered the program; EPA did not then confirm that the label itself was ending. Congress funded ENERGY STAR for FY2026, and EPA and the Department of Energy are now planning a transfer of leadership and administration to DOE, targeted for completion by July 2027.
What the 2025 shutdown headlines actually meant
In May 2025, EPA reorganization documents put the offices responsible for ENERGY STAR at risk. The coverage described a plan affecting program administration, but EPA did not directly announce that ENERGY STAR itself would end. The distinction matters: a proposal to reorganize the offices running a program is not the same as a completed shutdown.
In written answers during the FY2026 appropriations hearing, EPA Administrator Lee Zeldin said the agency was considering different options, including privatizing the program or moving responsibilities to DOE, and said EPA would follow the law. Those were options under evaluation at the time, not a statement that either option had already been adopted.
What happened after the plan was announced
- February 2026: Congress funded ENERGY STAR in FY2026 legislation signed by President Trump. The Associated Press reported an allocation of $33 million, compared with $32.1 million in 2024, citing the Congressional Research Service for the earlier figure. These are funding figures for the cited periods, not a guarantee of future appropriations.
- March 3, 2026: EPA and DOE signed an agreement to consolidate program leadership and administration at DOE.
- August 28, 2026: EPA and DOE released a transition plan. EPA’s transition page sets July 2027 as the target for completing the transfer, including the program’s IT portfolio and associated databases.
The present status is therefore a funded program in the middle of a planned administrative handoff—not a completed shutdown and not a completed transfer.

What ENERGY STAR does—and what it does not do
ENERGY STAR is a voluntary government labeling program launched in 1992. Its specifications identify products and buildings that meet energy-efficiency criteria; eligible products may carry the familiar label. The program also covers existing and new homes, commercial buildings, and industrial plants.
It is separate from mandatory federal minimum efficiency standards. Those standards determine whether covered products may legally be sold; ENERGY STAR identifies qualifying products above the applicable program criteria. A change in ENERGY STAR administration does not, by itself, make an appliance illegal to sell.

DOE develops product testing procedures, while EPA has set ENERGY STAR performance levels and protected the integrity of the label. The planned DOE transition changes which agency leads and administers the program; the published transition information does not establish all operational details of how that work will proceed.
What the transition means for consumers and construction
For homeowners, builders, and buyers, the label can be a useful way to identify qualifying products such as refrigerators and dishwashers, as well as efficient homes and building-related offerings. The transition does not establish that the label or certifications have stopped.

However, the available agency transition materials do not settle whether consumers will experience any interruption or change in certification, product listings, label continuity, or local utility rebates. Nor do they establish a change in energy bills, product availability, or eligibility for a particular tax credit. Keep ENERGY STAR certification distinct from tax-credit rules: the available information does not show that a specific credit depends on the label.
What remains to be clarified before July 2027
The agencies’ transition plan sets a target, but a target date is not proof that every operational detail is complete. The transition page identifies the IT portfolio and databases as part of the planned transfer. The published materials do not provide a direct, current assurance from an agency official that every certification and label will continue without interruption during the handoff.

For manufacturers, utilities, builders, and consumers, the practical questions are how certification work will be staffed and managed, how data systems will be transferred, and how program integrity and partner services will be maintained. The plan establishes the administrative direction and target, but does not answer each of those implementation questions.

ENERGY STAR reports cumulative program figures of more than $500 billion in cost savings and 4 billion tons of emissions reductions. It also reports that utility rebate programs have reached 95% of American households, and that partners invest $230 for every $1 EPA spends administering the program. These are figures published by ENERGY STAR on its current program page; they should be understood as program-reported cumulative or partner figures, not as independently audited causal estimates.

The FY2026 allocation reported by AP is a separate measure: $33 million for the program, versus $32.1 million in 2024. The funding figure does not answer how the DOE transition will affect future operations or consumer-facing services.
