Sometimes—but don’t assume it’s legal. Whether you can shovel snow into the street depends on your municipality and where the snow came from. Cities including Philadelphia, Boston, Spokane, and Scranton prohibit or warn against putting privately cleared snow in streets or public areas. Calgary, by contrast, distinguishes snow cleared from public sidewalks from snow cleared from private driveways and walkways. Check your local rule before choosing a place to pile snow.
Can I shovel snow into the road?
There is no universal rule in the municipal guidance reviewed. In several cities, depositing snow cleared from private property in a street or other public area is prohibited. Some rules also distinguish between snow from private property and snow removed from a public sidewalk or pathway. The place you want to put the snow—and whether it could obstruct people, vehicles, or visibility—can matter too.
For an address-specific answer, check your city or town’s current municipal code or public-works snow-clearing guidance. A rule from another city is an example, not permission for your location.
How rules differ by city

Where should I put snow after shoveling?
Snow from a driveway or other private property
Start with your municipality’s rule. Philadelphia, Boston, Spokane, and Scranton provide examples of prohibitions on putting privately cleared snow in streets or public areas. Calgary tells residents to keep snow from a private driveway or walkway on their own property. A lawn or other spot on your property may be an option where local guidance allows it, but do not treat that as a universal requirement or permission.

Snow from a public sidewalk or pathway
Do not assume that a rule for driveway snow also governs public sidewalk snow—or that a sidewalk exception exists where you live. Calgary allows snow from a public sidewalk or pathway to be moved onto another public property, such as a road. Spokane describes limited placement options for snow from sidewalks and driveway approaches, subject to visibility and traffic-safety conditions. Check your own local rule for the snow’s origin and proposed destination.
Snowbanks, planting strips, and street-plow berms
A planting strip or an existing plow berm is not automatically an authorized dumping place. Spokane’s code gives conditional placement options for certain sidewalk and driveway-approach snow; those conditions include keeping signs visible and avoiding danger or interference with pedestrian and vehicle traffic. Do not apply that exception to another city, or assume it permits moving private driveway snow into the roadway.

Sidewalk deadlines and width rules are separate
A city may require you to clear a sidewalk by a deadline and leave a specified path width, while separately restricting where the removed snow can go. The figures below are examples from city guidance, not general standards:
- Philadelphia: Clear the sidewalk within six hours after snowfall stops and leave a path at least 36 inches wide. The city’s guidance lists a $50 minimum and up to $300 for each uncleared-sidewalk violation.
- Boston: Clear sidewalks and curb ramps within three hours after snowfall stops, or within three hours after sunrise for overnight snowfall, and leave a path at least 42 inches wide. Public Works says violators may be fined.
These are city-specific requirements; confirm current deadlines, dimensions, and penalties with your municipality.

What to check before moving snow
- Identify where the snow came from. Note whether it is from a private driveway or walkway, a public sidewalk or pathway, or a driveway approach.
- Look up the rule for your address. Search your municipality’s current code and public-works guidance for snow placement, street dumping, and sidewalk clearing.
- Check the proposed destination. Confirm whether the rule allows the property, planting strip, berm, roadway, or another location you have in mind.
- Read any conditions. Look for restrictions on signs, visibility, pedestrian access, and vehicle traffic, as well as sidewalk deadlines and required path widths.
- Use the more cautious option if the rule is unclear. Keep privately cleared snow on your property unless local guidance specifically permits another destination.
Moving snow to a permitted storage area
Use a snow shovel to move snow to a location your municipality allows. The guidance covered here calls for shoveling or clearing snow but does not endorse a particular shovel type, brand, or model. A shovel is a practical tool, not a legal requirement established by these city rules.
