Gravel roads can be a practical, lower-initial-cost option for low-volume rural access, but they are not maintenance-free. Paving may reduce some recurring surface and vehicle costs, yet it can require substantial investment in the road base, subgrade, and drainage. The better choice depends on the specific road: its traffic, soils, climate, material supply, service needs, and expected maintenance over time.
How to compare gravel and paved road costs
Compare both options over the same analysis period, and separate costs paid by the road owner or agency from costs borne by road users. An initial construction bid alone does not show what a road will cost to build, maintain, and use over its service life.
Road-owner costs
Include preparation and construction, any necessary base or subgrade work, drainage, aggregate purchase and hauling, equipment and crew time, surface treatments, routine maintenance, and eventual rehabilitation. For gravel, the cost of material is only part of the bill: hauling, grader use, operators, and staff time also matter. An FHWA dust-management handbook uses an Idaho district example to illustrate this fuller accounting. Its figures are case-specific historic estimates, not current bid prices or a general comparison of gravel with pavement.
Road-user costs
Gravel roughness, rolling resistance, traction, and dust can affect fuel use, vehicle operation, tires, repairs, and comfort. FHWA’s 2015 guide to gravel-road paving explains how to include user costs in a pave-or-not decision and provides historical multipliers and an illustrative calculation. Treat those as examples of a method, not present-day estimates for a particular road or vehicle.

The outcome can change with the road’s condition, traffic and heavy-vehicle mix, construction requirements, local material and hauling costs, climate, and the period being considered. The available guidance does not establish a universal traffic threshold or break-even cost for paving.
What maintenance does a gravel road need?
A gravel road needs a planned program, not just occasional grading. The work varies with traffic, weather, material, and existing condition.

Maintain drainage first
Drainage is fundamental to road performance. Ditches, culverts, and the road’s shape need attention so water can move away rather than weaken the road or erode its surface. Grading alone will not fix poor drainage, weak subgrade, unsuitable material, or inadequate road geometry.
Grade and replace surface material
FHWA recommends regular light regrading, alongside less frequent but more intensive regravelling and reshaping. The EPA-hosted gravel-roads manual covers routine maintenance and rehabilitation, drainage, surface gravel, dust control, stabilization, and design. The right combination depends on the road; grading cannot compensate for an unsuitable surface or underlying structure.

Track costs and consider dust control
Dust represents both lost road material and an environmental-management issue. FHWA describes effects on air, soil, water, roadside flora and fauna, as well as surface deterioration and added maintenance. Treatment or stabilization may help retain fines and surface material and may change grading or gravel-replacement needs, but results and recurring costs depend on the treatment, preparation, and local conditions. Keep records of labor, equipment, materials, and treatment costs to judge whether an approach is working.
When does a gravel road make sense?
Unpaved roads commonly serve rural residents, agricultural operations, forestry, and remote destinations. FHWA identifies low traffic and lack of funds for subgrade and base improvements among reasons agencies may leave roads unpaved. Gravel is more plausible when traffic is modest, suitable local materials and maintenance capability are available, and an unpaved service level meets users’ needs.

Consider paving, surface treatment, or stabilization when repeated grading and gravel replacement, road-user impacts, dust, or service expectations justify the additional investment. - Construction: What preparation, base, subgrade, drainage, and surface work does each option require?
- Ongoing agency costs: What will routine maintenance, materials, equipment, labor, treatments, and eventual rehabilitation cost?
- Road use: How much traffic will use the road, and how many vehicles are heavy vehicles?
- User effects: What are the likely consequences for vehicle operation, wear, roughness, dust, and comfort?
- Local conditions: What are the soils, climate, drainage and erosion risks, aggregate availability, and haul distances?
- Service expectations and budget: What level of access and surface condition do users need, and what can the road owner fund over time?
There is no single national figure that can settle the choice. A useful comparison relies on the road’s actual condition, local prices, traffic, construction needs, and expected maintenance—not an old example or a rule of thumb detached from its context.
