A toilet can leak from its tank into the bowl without leaving a puddle or making a noticeable sound. Start with a 10-minute dye test; if color reaches the bowl without flushing, check the flapper and flush-valve seal. If the toilet keeps running or your water meter moves while no water is being used, follow the checks below to narrow down the cause.
How to tell whether a toilet is leaking
Use a dye test to find a silent leak
- Remove the tank lid and add a few drops of food coloring or a dye tablet to the tank water.
- Wait 10 minutes without flushing.
- Look in the bowl. Color there means water is leaking from the tank into the bowl.
- Flush promptly after checking so the dye does not stain the toilet.
US EPA WaterSense recommends checking for silent toilet leaks at least once a year. Its home maintenance guidance describes the dye test and advises flushing afterward.
Look for water reaching the overflow tube
With the tank lid off, watch for water continuously entering the tank or flowing over the top of the overflow tube. Check whether the chain is tangled or too tight, since it can keep the flapper from closing. The water level should sit below the top of the overflow tube; EPA WaterSense’s technical guidance specifies setting refill water one inch below it.
Check whether the leak may be elsewhere
Record the water meter reading, avoid using water anywhere in the home for two hours, then check the meter again. A changed reading suggests a leak somewhere in the home, but does not establish that the toilet is the source. Compare bills with the same season where possible, because household water use varies over the year.

What to repair based on what you find
Dye appears in the bowl: inspect the flapper first
Check that the chain moves freely and allows the flapper to seat fully. A worn flapper is a common cause of a tank-to-bowl leak. Replace it with the correct style for your toilet model; flappers are not universally interchangeable. EPA WaterSense recommends replacing flappers at least every five years.
After installing the replacement, flush and let the tank refill. Repeat the dye test; color should not enter the bowl while the toilet is left unflushed. If it does, the flapper seat or flush-valve assembly may be worn, or another fault may be present. EPA’s WaterSense at Work toilet guidance describes checking or replacing the seat and overflow-tube assembly when a leak persists.

Water is too high or runs over the overflow: adjust the float
Lower the float so the tank refills to the appropriate level below the overflow tube. The adjustment method varies by fill-valve design; use the instructions for the installed valve if available. If the toilet still runs after the level is corrected, a failed fill valve may need replacement. Choose a compatible valve rather than buying parts before identifying the failure.
Know when to bring in a plumber
Call a plumber if a compatible new flapper does not stop the leak, the flush-valve assembly needs replacement and you are unsure how to proceed, or the meter test points to a leak but the source is unclear. A water-meter change alone cannot identify the fixture responsible.

How much water might a leak waste?
The amount depends on the leak’s flow rate, how long it continues, and local water rates. EPA WaterSense estimated in a 2020 release that leaks waste more than 10,000 gallons of water annually in the average American home; that is a household-wide estimate, not a toilet-only figure. Its 2020 guidance also explains how to check a meter and test a toilet.
EPA consumer guidance says a family of four using more than 12,000 gallons in a colder month could have a serious leak. Treat that as a screening clue, not a universal threshold: household size, climate, and ordinary use affect monthly totals. In a February 2026 leak-detection guide, EPA described a Pacific Institute case study in which more than 1,000 in-line toilet monitoring devices were installed in a low-income senior housing community. After toilet leaks were identified and fixed, water use fell 25 percent, more than one million gallons were saved, and estimated water-bill savings totaled $10,000. Those are results from that project, not a forecast for an individual home.

If the toilet itself needs replacement, EPA recommends choosing a WaterSense-labeled model. For a repair, match the part to the failure you observed: a flapper for a tank-to-bowl leak, or a compatible fill valve when correcting the float does not stop continuous running. Food coloring works for testing; dye tablets are optional.
