If the reading changes or the indicator moves, water is passing through the meter. That confirms flow—not the leak’s exact location—so use the building shut-off valve and inspect likely fixtures to narrow it down.
Check the meter when no water should be flowing
- Stop all water use. Turn off faucets and make sure nobody uses water during the test. Account for washing machines, dishwashers, water-connected refrigerators, water heaters, irrigation, hoses, and other outdoor use. Otay Water District specifically advises checking both indoor and outdoor uses, including irrigation and hoses (Otay Water District leak-check guidance).
- Find the meter display or flow indicator. Meter designs vary. Minneapolis says older odometer-style meters may have a flow indicator, while newer digital meters may show movement in the rightmost digits. Follow your utility’s instructions for your meter type (City of Minneapolis water-use guidance).
- Record a starting point and wait. Seattle Public Utilities recommends recording the reading, waiting 30 minutes without using water, and taking another reading. For a very small suspected leak, Otay recommends waiting 2–4 hours. These are utility-specific intervals, not a universal rule; use your local utility’s guidance where available (Seattle Public Utilities leak guidance; Otay Water District leak-check guidance).
- Compare the result. If the meter indicator moves or its reading increases, water passed through the meter during the test. Before concluding there is a leak, confirm that no one used water and that you did not overlook an appliance, irrigation cycle, hose, or other expected use. A meter test can show flow but cannot identify the exact source by itself.
Use the building shut-off valve to narrow the location
If your meter continues to show flow, close the building’s main shut-off valve if you can do so safely, then observe the meter again. Seattle Public Utilities says that if movement stops, the suspected leak is inside the building; if movement continues, the leak may be in the pipe between the meter and the building valve. This interpretation assumes the valve works and fully shuts off the building supply (Seattle Public Utilities leak guidance).
If you cannot locate the valve or are unsure how to operate it safely, ask your water utility or a plumber for guidance rather than forcing it.
Inspect likely sources inside and outside
- Toilets: Check for water silently leaking from the tank into the bowl. For a dye test, put food coloring or a dye tablet in the tank, do not flush, and look for color in the bowl. Otay Water District recommends checking after 10–20 minutes; a U.S. government hearing document gives a 30-minute interval. Follow your local utility’s instructions. Food coloring works as an alternative to a dye tablet (Otay Water District leak-check guidance; U.S. Government Publishing Office hearing document).
- Fixtures and connections: Look for drips at faucets and hose connections, including outdoor taps.
- Water-using appliances: Check around dishwashers, washing machines, water heaters, and refrigerators connected to water. These are among the places San Diego Public Utilities identifies for inspection when a meter has moved (City of San Diego Public Utilities leak guidance).
- Irrigation and yard: Look for broken or disconnected irrigation parts, leaking control valves, and unusually wet areas. A damaged line may leak where it is not immediately visible (Otay Water District leak-check guidance).
When to contact the utility or a plumber
Contact your water utility or a plumbing professional if the meter continues to register unexplained flow after you have checked ordinary fixtures and appliances. A concealed or underground leak may require professional leak-detection services, according to San Diego Public Utilities (City of San Diego Public Utilities leak guidance). If the meter keeps moving after the building shut-off valve is closed, tell the utility that the suspected leak may be in the pipe between the meter and valve.

A consistently saturated meter box can indicate a meter leak, but it does not establish who is responsible for repairs. Responsibility varies by utility and location, so check your local utility’s rules before arranging work on the meter or service line.
