To compare earthquake risk between two properties, assess four things separately: the shaking each location could experience, how local ground conditions may affect that shaking, how the building is constructed and maintained, and what a damaging event could cost you. A fault-distance figure or hazard-map color cannot tell you whether a particular home will be damaged. Use maps to screen locations, records and qualified advice to investigate buildings, and insurance terms to compare your financial exposure.
Compare the same four kinds of risk for each property
Keep regional hazard, site conditions, building vulnerability and financial exposure in separate columns. They answer different questions: how much shaking may occur, how the ground could affect it, how the structure may perform, and how much loss you could bear. Combining them into a single score can conceal important differences unless the scoring method and assumptions are explicit.

1. Screen both locations with the same official hazard information
In the United States, start with the U.S. Geological Survey’s National Seismic Hazard Model and relevant state earthquake information. The USGS’s 2023 50-State update estimates potential shaking across the conterminous United States, Alaska and Hawaii. Its models inform building-code provisions, insurance rates, risk assessments and public policy, and are updated periodically.
For a fair comparison, use the same shaking measure and model vintage for both addresses. Record the map or model and its date rather than comparing different map versions or relying on a color without its legend. State information can add local context, but a national map remains a regional screening tool.

Read a hazard map as a shaking estimate, not a damage prediction
USGS explains that earthquake risk is not simply a matter of finding the nearest fault: shaking and damage depend on multiple factors. A map value describes potential ground motion under the model’s assumptions; it does not establish the probability that a particular home will be damaged.
For example, the USGS map described as showing a 2% probability of exceedance in 50 years refers to a ground-motion level under specified reference conditions, including a firm-rock reference site condition. It is not a 2% chance that a particular house will be damaged in 50 years. The mapped measure, its probability statement and reference conditions belong together; do not treat the number as a property-specific risk rating.

2. Check what local ground conditions could change
Regional hazard maps are generalized. Local geology can amplify motion beyond what a national map shows, so look for available local soil or geology information and note where the map’s scale or reference conditions limit what it can say about a parcel. A slope or ground-condition question that matters to your decision may require local expertise rather than an inference from the national map.
USGS says each property combines unique geologic and structural factors, and that a site-specific study is necessary to evaluate an individual site. The agency provides information for readers and their professional representatives but does not advise on individual property issues. A map is useful for deciding what to investigate; it is not a substitute for a property-specific assessment.

3. Investigate the building, not just the address
For each candidate, collect the same basic facts: construction year, structural materials and system, number of stories, foundation type, visible irregularities or potentially vulnerable configurations, and documented seismic retrofit work. These are screening questions, not a way to determine structural safety by appearance.
If you are buying
- Ask for permits, retrofit records and prior engineering reports where available; check whether the documents identify the property and work being considered.
- Ask what is known about the foundation and structural system, and whether any visible feature or record raises an unanswered question.
- Where uncertainty could change your decision, seek a qualified local structural or seismic professional. A general hazard map cannot assess a specific building.
California’s Department of Insurance says a home is more likely to have earthquake damage if it is older, made of brick or masonry, or multistory. Those are reasons to ask for evidence and advice, not proof that an individual home is unsafe. The department also notes that insurance cost can vary with construction, soil and code status.

If you are renting
- Ask management or the owner about the building’s age, structural system and any completed seismic retrofit work.
- For an apartment or condo, ask whether the building or homeowners association has earthquake coverage and what that coverage applies to; it may not insure your belongings or temporary housing.
- Consider whether your own earthquake coverage is available for belongings and temporary living expenses, and compare its written terms.
4. Treat disclosures and records as evidence with limits
Disclosure requirements vary by jurisdiction. In California, the Seismic Safety Commission guide says sellers of homes built before 1960 must provide a Residential Earthquake Risk Disclosure Statement and answer to the best of their knowledge. The guide says the disclosure process does not require the seller to hire an inspector, uncover concealed conditions or retrofit before sale. A completed form records known conditions; it is not an engineering certification.
Outside California, check the rules that apply where the property is located. In any jurisdiction, distinguish what a disclosure says from what permits, retrofit documents, inspections or engineering reports establish. Missing documentation does not by itself prove either safety or danger; it leaves a question unresolved.

5. Compare the financial consequences separately
Do not assume a standard homeowners, renters or condominium policy covers earthquake damage. Coverage depends on location and policy wording. In California, the Department of Insurance says ordinary homeowners, renters and condominium policies generally exclude earthquake damage, with fire caused by or following an earthquake an exception under California law. Separate earthquake coverage may protect a homeowner’s dwelling, a renter’s belongings and temporary living expenses, or a condominium unit’s interior and belongings.
For each property and the coverage available to you, compare the premium, deductible, covered property, limits, exclusions and additional living expenses or other temporary-housing protection. For a condo, also ask about possible exposure to damage in common areas and what the association’s policy covers; do not assume association coverage eliminates your own exposure. Confirm eligibility and details with the insurer and read the actual policy, because terms vary.
California homeowners’ insurers must offer earthquake coverage every other year, with written terms including limits, deductible and premium, according to the Department of Insurance. Verify current eligibility, terms and deadlines directly. This California requirement should not be assumed to apply elsewhere. Renters can ask specifically whether a policy covers personal property and loss of use or temporary living costs.
