A fill valve refills the tank and bowl; a flapper or tower-valve seal controls water leaving the tank. Match the replacement to the existing design rather than relying on “universal” wording.
Identify which part needs replacement
The two parts serve different jobs, so start with the symptom and the hardware you can see inside the tank.
- Fill valve: refills the tank after a flush and supplies water to the bowl through the refill tube. Look here when the refill mechanism is the suspected problem.
- Flapper or flush-valve seal: opens to release tank water for a flush, then closes to hold water in the tank. A worn or leaking seal can allow water to escape into the bowl.
Remove the tank lid and inspect the assembly before shopping. Record the toilet’s make and model, usually found inside the tank or on the toilet, and note whether the flush mechanism is a conventional hinged flapper or a tower/canister. If you cannot identify the model, use the manufacturer’s model lookup or support resources rather than guessing from appearance alone.
Choose a flapper for a conventional flush valve
For a conventional flapper arrangement, first determine whether the flush-valve opening is 2 inches or 3 inches. Korky describes 2-inch flappers as more common and 3-inch flappers as less common; size alone does not establish compatibility. Check the toilet model against the replacement maker’s compatibility list.

Korky’s 3020 Fit-All flapper is designed to convert between 2-inch and 3-inch flush valves, and Korky publishes compatible brands and models. Its convertible design still calls for checking the toilet’s fit before purchase. Fluidmaster’s 513A-016 is a named 3-inch flapper; Fluidmaster lists compatible brands and identifies a constantly running toilet, weak or double flush, and a worn or leaking flapper among relevant symptoms. Treat product fit and warranty details as manufacturer claims, and confirm your exact model against the current listing.
“Universal” does not mean guaranteed to fit every toilet. Flush-valve size, shape, mounting arrangement, and toilet model can affect fit. Korky’s flapper FAQ also distinguishes conventional flappers from tower-style valves, which may use a seal rather than a flapper.

Check for a tower-style valve seal
If the flush mechanism is a tower or canister rather than a hinged flapper, do not buy a conventional flapper by default. Korky’s repair guidance for a constantly running toilet explains that some tower-style flush valves use a replaceable seal. Identify the valve and match the seal to the toilet or valve model; in some cases a seal is the relevant part instead of a complete flush valve.
Choose a replacement fill valve
Compare the existing valve and toilet model with the replacement’s fit guidance, including whether its height adjustment suits the tank. Installation is not simply a matter of dropping in a valve: its position and refill-tube routing affect operation.

For Fluidmaster’s 400CAR3P5 product family, the instructions specify keeping the critical-level mark at least 1 inch above the top of the overflow pipe and attaching the refill tube to a clip at the overflow pipe. They caution against placing the refill tube down the overflow pipe. The instructions also call for roughly half an inch of slack in the flapper chain when the flapper is closed. These are instructions for that product family, not universal settings; follow the manual supplied with the specific replacement. See Fluidmaster’s installation instructions.

A kit can be convenient when both the fill valve and flush component need service, but the availability of a kit is not a reason to replace a part that is working properly. Korky’s 832MP kit combines its QuietFILL Platinum fill valve with a convertible 2-inch/3-inch flapper and publishes a compatibility list. Check that list against your toilet before choosing the kit.

Use this fit checklist before buying
- Mechanism: Is the suspected part a fill valve, a conventional flapper, or a tower-style valve seal?
- Toilet identification: Have you recorded the make and model and checked the replacement maker’s compatibility list?
- Flush-valve fit: For a conventional flapper, have you confirmed 2-inch or 3-inch size and the mounting design?
- Adjustment: For a fill valve, does the replacement adjust to the tank, and do its instructions specify positioning or refill-tube setup?
- Scope and support: Are you buying only the part that needs service, or does a kit contain both needed components? Are instructions and any model-specific seals available?
