A conventional gravity toilet can use water already in its tank, but how many times depends on how full it was and whether water can refill it. For a manual flush, Vermont Department of Health advises quickly pouring about 1–2 gallons into the bowl; that is a practical estimate, not a guarantee for every toilet. Before using water, check whether wastewater must pass through a pump that has lost power.
What determines how many times the toilet will flush?
The first flushes may use water already in a conventional toilet tank. The number depends on the toilet and how much water was in the tank when power failed; official guidance does not establish a universal tank volume or tank-only flush count.
After that stored water is used, the toilet needs a way to refill. Power loss by itself does not mean a gravity toilet or municipal water service has stopped, but local water pressure and service conditions can change during an outage. A toilet that gets water can still be unsafe to use if its wastewater system cannot move sewage away.
How to flush a toilet manually
Pour water into the bowl
Vermont Department of Health advises quickly pouring about 1–2 gallons of water into the bowl all at once to flush it. Treat this as a starting estimate: the amount needed can vary with the toilet and the way the water is poured. Vermont Department of Health: Drought and Your Well.

Refill the tank and use the handle
Virginia Department of Health describes another method: pour a bucketful of water into the tank, then flush with the handle. It also says a bucketful can be poured directly into the bowl. Virginia Department of Health: Before and After the Storm – Private Wells and Onsite Sewage Systems.
What to expect in different home water and waste systems

Why a working toilet can still cause a sewage problem
Some homes rely on electricity to move wastewater through a grinder, STEP tank, or onsite sewage pump. If that pump stops, flushing adds water to a system that may not be able to send it onward. King County advises against flushing for every urination on pump-dependent septic systems during an outage because wastewater continues collecting rather than being pumped to the drainfield. Port St. Lucie Utility Systems warns that grinder or STEP tanks can fill quickly and advises flushing only when absolutely necessary. Follow the instructions for your own system and local utility.

What water is acceptable for toilet flushing?
Water used for flushing does not have to be safe to drink. CDC guidance says water contaminated with germs or chemicals may be used to flush toilets. That does not make it safe for drinking or other uses; follow local emergency guidance, and do not repurpose water containing fuel or toxic chemicals.

If you have no flush water or the sewage system is not working, Washington State Department of Health describes using a toilet lined with a bag and absorbent material as an alternative. Follow local instructions for handling and disposal. During flooding, sewer failure, or a utility warning, local emergency-management directions take precedence over general toilet-flushing advice.
