The refill interval alone does not identify the faulty part. A food-coloring test, followed by a check of the tank’s water level, seal, chain and fill valve, can help pinpoint the cause before more water is wasted.
Why a toilet refills when nobody has flushed
The tank should hold water between flushes. If water leaks past the flapper or flush-valve seal into the bowl, or spills into the overflow, the tank level drops. The fill valve then turns on to replace it. A faulty or obstructed fill valve can also fail to shut off correctly, while a binding lever or chain can hold the seal open.
Those are different problems with different fixes. The first step is to observe where water is going rather than replace parts at random.
Check the tank and test for a leak
- Look at the idle tank. Remove the lid carefully and watch the water level and overflow while the toilet is not being used. Note whether water is running into the overflow or whether the fill valve keeps running after the tank should be full.
- Check whether tank water reaches the bowl. Add one teaspoon of food coloring to the tank. Do not flush. Wait 10–15 minutes, then look in the bowl. If colored water appears, tank water is leaking into the bowl. Color appearing sooner indicates a more significant leak. Dye tablets are another option.
- Inspect the moving parts. Check whether the flapper is warped, damaged, misaligned or held open by a chain or trip lever. Make sure the lever moves freely and the chain does not catch or pull the seal open.
Match the symptom to the likely repair

Repair carefully and use compatible parts
If the dye test points to a seal leak, clean the relevant surfaces and check for damage before deciding whether a flapper or flush-valve component needs replacement. If water is going into the overflow, investigate the float setting and fill-valve shutoff instead. These symptoms can overlap, so confirm the water path before changing parts.

Toilet parts are not universally interchangeable. Identify the toilet’s make and model and match any replacement to its design; KOHLER notes that part numbers vary by toilet model. NYC DEP also cautions that examples on its page are not endorsements. Avoid in-tank chlorine cleaners where they may damage rubber components and contribute to leaks.
Why it is worth acting promptly
A leak can waste substantial water, but published maximums are not estimates of this homeowner’s use or bill. NYC DEP describes an open-fill-valve scenario of three to five gallons per minute and up to 4,000 gallons per day; that upper-bound scenario should not be treated as this toilet’s measured rate. SFPUC’s search-result page gives an upper figure of up to 3,000 gallons in a few days, but the page was unavailable for verification. Neither figure establishes how much water this particular toilet lost.

The actual cost depends on the leak volume and duration, the billing period, and local water and sewer rates. Without those details, a household-specific dollar loss or repair savings cannot be calculated. NYC DEP advises: “If you find a toilet leak or notice a significant increase in your water and sewer bill, don’t wait to have it repaired.”

Try only adjustments and repairs you can perform safely and confidently.
