Once shaking stops, leave a damaged building by a safe route, move well away, and do not go back in until local authorities or qualified professionals say it is safe. If you’re worried about a building’s resistance before an earthquake, arrange a building-specific assessment with a qualified structural engineer or contact your local building department.
These are different situations: immediate safety during or after shaking calls for protective action; concern about future performance calls for professional evaluation. This is general U.S. guidance, not a determination that any particular building is safe.
If shaking starts while you’re inside
Stay indoors until the shaking stops. Running outside during an earthquake can put you in the path of falling glass, masonry, or other debris. Drop to your hands and knees, cover your head and neck, and hold on to sturdy furniture if available. Follow FEMA’s earthquake safety guidance.
- In a high-rise, expect alarms or sprinklers to activate; do not use elevators.
- Do not rush for an exit while objects are falling.
What to do when the shaking stops
Check for injuries and immediate hazards, including fire, possible gas leaks, damaged utilities, and visible building damage. If the building is damaged and you can leave by a safe route, evacuate and move away from it. Avoid nearby walls, facades, and other areas where debris could fall. Follow local emergency alerts and responder instructions.

If an exit is blocked or appears unsafe, do not attempt a dangerous route. Call or text for help if possible and follow emergency responders’ directions. Do not go back inside to retrieve belongings. FEMA’s guidance says, “Do not enter damaged buildings.”
How to handle a damaged building and re-entry
Do not decide that a building is safe based on a quick look, a lack of obvious damage, or a walk-through. Damage can be hidden behind finishes or fireproofing, and a visual assessment is not the same as a comprehensive engineering evaluation. FEMA’s 2025 repair and retrofit guidance distinguishes damage assessment from conclusions about future performance; the absence of identified performance-critical damage does not guarantee how a building will perform in a later earthquake.

Stay out until local authorities or qualified professionals establish that re-entry is safe. Post-earthquake inspection tags and occupancy procedures vary by jurisdiction, so follow the local authority’s current instructions rather than treating a tag or preliminary visual review as a universal guarantee.
Why aftershocks matter
Aftershocks can further damage a structure already weakened by the main earthquake. A 2026 U.S. Geological Survey report describes methods for estimating strong-shaking risk during planned entries into earthquake-damaged buildings. Its probability thresholds and waiting-time examples are analytical tools, not permission for occupants to return; defer to emergency managers and building professionals. If you’re worried about a building before an earthquake
Ask the owner or building manager about the building’s evaluation history, as appropriate, and consult a qualified structural engineer or local building department. The engineer can assess the specific building and advise whether further inspection or retrofit should be considered. - Is the evaluator appropriately qualified and licensed for this work in your jurisdiction?
- What does the assessment cover, and is it a visual review only or does it include plans or structural analysis?
- How will the building’s age, structural system, and site-specific seismic hazards be considered?
- Will you receive written findings and, if warranted, retrofit options?
Do not treat a general checklist or online guidance as a substitute for a building-specific assessment. The appropriate scope depends on the structure and the concern.
