More nuclear construction depends on more than reactor designs or funding: it requires qualified manufacturers, long-lead components, skilled workers, capable regulators and disciplined project delivery. In the United States, federal support is aimed at some of these constraints, but announced financing and targets are not proof that suppliers can deliver faster or projects will finish on schedule.
What the nuclear construction supply chain includes
A commercial nuclear plant is the product of a broad industrial network, not a single jobsite or a single piece of equipment. The U.S. Department of Energy’s Nuclear Energy Supply Chain Deep Dive Assessment describes work spanning design, licensing, planning, construction, operations and eventual decommissioning.
Components, manufacturing and supplier qualification
The chain includes the companies that make and supply plant equipment, materials and specialized components, as well as the quality systems and expertise needed to meet nuclear requirements. A supplier’s existence alone does not establish that it has the qualified capacity, production slots or workforce to fulfill a particular project’s needs. Long-lead nuclear components can require orders well before they are needed at the site, making manufacturing readiness an early schedule concern.
Engineering, trades and oversight
Project delivery also depends on civil and other engineers, welders, pipefitters, electricians, safety managers, radiation technicians, health physicists, quality inspectors and commissioning crews. Licensing and regulatory review, quality assurance, project planning and construction oversight connect these specialties. A shortage in one critical role or a delay in qualifying a supplier can affect work beyond that individual task.

DOE cites an OECD Nuclear Energy Agency and International Atomic Energy Agency estimate of 200,000 labor-years for a new 1 GWe reactor. That estimate covers direct, indirect and induced jobs across construction; operation and maintenance over an assumed 50-year plant life; fuel production; decommissioning; and waste management. It is not a count of construction-site workers or a construction-only labor requirement.
Can long-lead components and financing speed up construction?
They can address important bottlenecks, but neither guarantees a shorter project schedule. On June 23, 2026, DOE announced a conditional loan commitment of $17.5 billion for five eligible projects to finance long-lead nuclear supply-chain items. DOE said the projects are intended to accelerate deployment of 10 large-scale commercial reactors by up to three years. Those figures describe a conditional commitment and the agency’s stated aim, not completed component deliveries or verified schedule savings. DOE’s announcement is therefore evidence of a financing response, not a measured construction outcome.

Financing can help projects place orders and suppliers invest in capacity. The practical effect still depends on whether manufacturers can expand production, secure inputs, qualify products and staff the work—and whether components arrive when project teams can use them. Supplier development, workforce training and project execution take sustained effort; a financing announcement cannot by itself establish that those steps have happened.
Are there enough workers to build new nuclear plants?
Available federal findings identify hiring difficulty, but their percentages come from different survey questions and should not be treated as interchangeable. GAO’s 2026 uranium-supply report cites a 2025 DOE finding that 93 percent of manufacturers of items for nuclear power generation said finding qualified workers was somewhat or very difficult. GAO’s report presents that broader combined response category.

Separately, DOE reported that 63 percent of nuclear power-generation manufacturing employers described hiring as “very difficult.” DOE also reported 67,900 workers in the nuclear sector across fuels and electric power generation in 2024, and surveyed employers forecast a 9.2 percent increase in nuclear construction employment. The employment figure is a reported sector count; the 9.2 percent figure is an employer forecast, not a realized increase. DOE’s workforce summary provides these distinct measures.
Together, the findings indicate a workforce-capacity concern in nuclear manufacturing and employment planning; they do not quantify how many workers a particular new plant can hire or prove that every construction trade is short-staffed. Building the nuclear construction workforce means developing and retaining people across manufacturing, engineering, skilled trades, quality, safety and commissioning—not simply recruiting a temporary site crew.

What nuclear project delays and overruns show—and what they do not
GAO’s February 2026 assessment of the National Nuclear Security Administration’s major construction projects offers a caution about executing complex nuclear work, but it is not a performance measure for commercial power reactors. GAO counted 28 NNSA major construction projects estimated at more than $30 billion. For execution-phase projects, it reported $4.8 billion in cumulative cost overruns and 30 years of cumulative schedule delays as of June 2025. These are figures for the nuclear-security portfolio, not commercial reactor projects. GAO’s NNSA project assessment documents that separate portfolio.
The figures demonstrate substantial cost and schedule challenges in that portfolio; they do not show that all nuclear construction delays are inevitable or explain the causes of any specific commercial project’s performance. They reinforce why project governance, realistic planning, supplier coordination and sustained oversight matter alongside funding and construction capacity.

Why plants take so long: capacity must be built before it can be used
Commercial nuclear construction requires interdependent capabilities to be ready at the right time: qualified suppliers, component production, experienced labor, financing, regulatory resources and project controls. Expanding one part of the system can ease a constraint, but it does not automatically expand the others. The sequence matters: orders need capable manufacturers; manufacturers need workers and qualified processes; sites need crews and coordination; and oversight must keep pace with the work.
Regulator capacity is one adjacent concern, distinct from contractor staffing. GAO reported that the U.S. Nuclear Regulatory Commission lost about 500 staff on net from July 2024 through June 2026. GAO also said that, as of July 2026, the NRC had not set metrics to assess workforce authorities under the ADVANCE Act. These facts concern the regulator’s staffing and assessment, not evidence that NRC staffing caused delays on particular commercial projects. GAO’s NRC workforce report covers that issue.
The construction implication is straightforward: funding can support orders and investment, while lasting delivery capacity depends on a wider system developing in parallel. Announced targets matter as policy signals, but actual speed depends on qualified production, available people, regulatory capability and effective project execution.
