Contact the construction crew or project representative first. Ask when access will be restricted, what safe route is authorized, and whether an alternate entrance or temporary parking is available. If the crew cannot help, contact the road authority or its 311/public-works service. Keep a record of the blockage and your contacts, and do not enter the work zone or move barriers without authorization.
1. Find the project contact and the road authority
Check construction signs and any mailed or posted notices for the contractor, project number, schedule, and contact details. If the notice does not identify who to call, contact your municipality’s 311 or public-works department. For a state-controlled road, contact the state transportation department. The responsible authority matters because reporting routes and permit conditions vary by location. For example, NYC311’s street-construction guidance describes permits and ways to contact the city about street work in New York City.
2. Ask for a specific access plan
Tell the crew or project representative when you need to enter or leave, then ask for the approved route and the expected closure dates and hours. Ask whether the arrangement covers pedestrians as well as vehicles, and who can direct access at the site. Explain time-sensitive needs such as mobility limitations, caregiving, medical appointments, deliveries, or work schedules so the project contact can consider them.
If a route or accommodation is offered, confirm that it is authorized and safe before using it. Ask whether an alternate entrance can remain open, where to park during the closure, and whether temporary parking or another accommodation is available. Get the plan and any changes in writing when possible.

Project arrangements are not universal rules
One Toronto project notice said affected residents would be notified about access restrictions, that one entrance would remain open for properties with two entrances, and that temporary parking permits would be provided where construction restricted driveway access. Those commitments applied to that project; they do not establish what another city or contractor must provide. Read the notice for your own project and ask its contact what applies to your property.
Project documents can also set access conditions. An Illinois DOT project instruction requires the contractor to keep at least half of each driveway open or provide an engineer-approved temporary access, and to coordinate with residents before work stages. That is a project-specific provision, not a statewide or nationwide guarantee. Ask the road authority or project contact about the actual plans and permit conditions for your road.

3. Keep a clear record
- Save notices, emails, and messages about the work or access plan.
- Write down dates, times, names, and what each contact said or agreed to do.
- Photograph the blockage from a safe public location without crossing barriers or entering the work area.
This record can help the project representative or authority understand what happened and when. Documentation is practical advice, not a legal requirement established by the cited agency sources.
4. Escalate a continuing blockage or safety problem
If the crew cannot resolve the issue, contact the road authority, municipal 311 service, or permit office. Give the location, dates and times, contractor or project number if known, and the specific access or safety problem. Ask for the project manager, inspector, or permit office if the first contact cannot address it.

Use the reporting route for the authority that controls the road. Portland’s right-of-way obstruction service accepts reports about construction equipment, fencing, materials, road cuts, and traffic-control equipment, and directs urgent safety hazards to PDX311 Dispatch. NYC311 provides reporting and contact options for street construction in New York City, including concerns about work blocking traffic or lacking a permit. Neither city’s process automatically applies to roads elsewhere.
5. Stay out of the active work zone
Do not move cones, barricades, fencing, or other traffic-control equipment, and do not drive over unfinished pavement, excavations, or an unapproved temporary ramp. Ask the site contact or an authorized traffic controller to guide any access. If emergency responders need to reach your property, alert emergency services promptly and notify the project or road authority. A Toronto notice says emergency-vehicle access would be maintained for that project; that does not guarantee conditions at another site.

What to expect about rights and compensation
Local rules, permits, and project contracts differ. The cited sources do not establish a universal maximum driveway-closure period, guaranteed notice period, automatic right to compensation, or promise of uninterrupted vehicle access.
