What to Do if a Roofer Failed to Complete the Work in Your Contract

If a roofer left contracted work unfinished, preserve the agreement and evidence, request a completion plan in writing, and check local rules before canceling or hiring a replacement.

If your roofer has left contracted work unfinished, start by checking the agreement, documenting exactly what remains, and sending a written request for a completion plan and date. Keep proof of every payment and contact. If the contractor does not respond or resolve the issue, possible next steps include a consumer-protection or licensing complaint, mediation, legal advice, or a court claim—but your rights depend on your contract and location.

1. Check what the contract requires

Read the signed agreement and any written change orders before deciding what to demand. Identify the work and materials promised, any start or completion dates, the amount and timing of payments, and provisions about delays, warranties, cancellation, refunds, or resolving disputes. Check whether the contract requires notice in a particular way or gives the roofer time to correct unfinished work.

If the agreement was oral or a promise was made outside the written contract, record who said what and when, and look for texts, emails, estimates, or other records that support it. The Georgia Attorney General’s Consumer Ed guidance says an oral agreement may still provide recourse in Georgia, but written records make it easier to establish what was agreed: Georgia Consumer Ed: Roofer never finished repair work.

2. Record what is unfinished and preserve your evidence

Make a dated list of the work that is complete, incomplete, or different from the agreement. Photograph the roof and any resulting damage from safe vantage points. Keep the contract, changes, estimates, invoices, receipts, payment records, emails, texts, and notes of calls—including dates, names, and any promised return visits.

The Iowa Attorney General recommends keeping contracts, payment records, photos, messages, invoices, and a timeline when a contractor does not finish: Iowa Attorney General: Home Improvement & Contractor Tips. Store copies somewhere you can access if you change devices or need to share the file with an agency or lawyer.

3. Send a written request to finish

Contact the roofer first. The Federal Trade Commission says, “First try to resolve it with the contractor. Many disputes can be resolved at this level.” Put your request in writing even if you have already spoken by phone.

State the contract date, identify the unfinished items, describe any damage or immediate concern, and ask the roofer to respond with a realistic plan and completion date. Keep the tone factual and retain a copy. Follow any notice method specified in the contract or applicable law. The FTC recommends following phone calls with a certified letter and return receipt; Georgia Consumer Ed likewise recommends documenting contact attempts and sending certified mail: FTC: How To Avoid a Home Improvement Scam and Georgia Consumer Ed.

There is no single response deadline that applies everywhere. Give a reasonable period in light of the remaining work, the roof’s condition, and any contract or legal notice requirement. Maine’s Attorney General, for example, advises Maine consumers to request a response within 10 days and describes 10–30 days as a reasonable completion period depending on the work left; that is Maine-specific guidance, not a national deadline: Maine Attorney General: Home Construction and Repair.

4. Protect the property if the roof is exposed

If there is an active leak or exposed interior, address the immediate risk while continuing to document the condition. Photograph the problem if it is safe to do so, keep receipts for necessary work, and notify the roofer in writing. Do not delay urgent protection solely to preserve evidence. The right repair depends on the roof and damage, so do not assume a particular temporary fix is suitable for every situation.

5. Choose an escalation path if the roofer does not resolve it

What to do next depends on the amount at stake, evidence, urgency, contract terms, local rules, and whether the roofer is communicating. Possible routes include:

  • Consumer-protection complaint: Contact your state attorney general or consumer-protection office, and ask whether it handles contractor complaints.
  • Licensing or local complaint: Check with the relevant state, county, or city authority. Roofing licensing rules can vary by location; Georgia’s guidance, for example, says the state does not require roofing contractors to hold a state license, while local jurisdictions may require one.
  • Mediation or dispute resolution: Ask a consumer agency or local dispute-resolution program whether mediation is available. It may help the parties reach an agreement, but it does not guarantee a particular outcome.
  • Replacement contractor and a claim: Before hiring someone else, check the contract and local law for notice, termination, and payment consequences. Maine’s Attorney General describes a Maine-specific route to hire another contractor and sue for financial losses after a completion demand is ignored or refused.
  • Legal advice or court: A local attorney can assess your contract, evidence, deadlines, and options. A court claim may be appropriate in some disputes; available procedures and small-claims limits depend on where the property is.

The FTC recommends contacting state or local consumer authorities and considering dispute-resolution programs when direct contact does not resolve a home-improvement dispute. Georgia Consumer Ed also discusses local licensing, mediation, private counsel, and complaints. These are possible avenues, not guaranteed remedies.

Do not assume you can cancel or recover every payment

Cancellation rights, refund rules, required notices, and deadlines are not uniform. Illinois describes a statutory cancellation and refund process for certain cases when work misses the contracted time; it is Illinois-specific and does not establish a nationwide right. Maine and Georgia provide different state-level guidance. Check the law where the property is and the language in your agreement before canceling, withholding payment, or treating the contract as terminated. If the roofer has taken money and disappeared, report the facts to appropriate consumer agencies and consider local legal advice. Describe what happened and share records; do not label it fraud unless the facts and applicable law support that conclusion.
