The traditional UK progression runs from Level 0 (largely unmanaged 2D drafting) through Level 2 (managed, federated collaboration) to Level 3 (a connected, whole-life information vision). It remains useful for explaining maturity, but it is not a universal current compliance ladder. UK practice now points to the UK BIM Framework and ISO 19650 for defining information requirements and delivery processes.

This is a practical interpretation of the former UK maturity model, not a current ISO classification. Historical descriptions are set out in the UK government’s Digital Built Britain guidance.
What BIM actually means
Building Information Modelling (BIM) is a process for creating and managing information about a built asset throughout its life. Information can include geometry, specifications, product properties, construction data, commissioning records and maintenance information. NBS explains the life-cycle concept in its BIM overview.
- CAD primarily represents lines, shapes and drawings.
- 3D modelling represents geometry in three dimensions.
- BIM combines geometry with structured information, responsibilities and controlled exchange processes.
- A digital twin is a connected digital representation linked to real-world asset data and operations; creating a BIM model alone does not create one.
BIM Level 0: digital drafting with little information management
Level 0 typically means 2D CAD drawings exchanged as individual files or prints, with limited version control and no shared information-management process. Teams may still use sophisticated software; the defining issue is that coordination depends on manual checking and personal file management.

Typical consequences include duplicated drawings, conflicting revisions, slow responses to design changes and weak handover information.
BIM Level 1: some standards and partial 3D working
Level 1 combines 2D drawings with isolated 3D models. Teams introduce naming, layering or document standards and exchange information electronically, sometimes through a basic CDE. Collaboration remains periodic rather than deeply integrated: an architect, structural engineer and MEP consultant may each work in separate files and exchange updates at agreed intervals.

BIM Level 2: coordinated, federated information
Level 2 is the best-known traditional target for multidisciplinary building projects. Each discipline can retain authorship of its own model; the models are then federated for coordination rather than merged into one editable file.

What a Level 2-style workflow normally includes
- Client or employer information requirements that state what is needed and when.
- A BIM Execution Plan (or equivalent delivery plan) assigning responsibilities and methods.
- A controlled CDE for working, sharing, publishing and archiving information.
- Agreed naming, classification, revision, status and approval rules.
- Model federation, clash detection and issue management.
- Defined exchange formats, checking procedures and handover deliverables.
“Federated” does not mean everyone edits one native model. Separate architectural, structural and services models can remain under their authors’ control while being coordinated through agreed procedures. The historical UK description is documented in the Digital Built Britain guidance.
BIM Level 3: an integrated whole-life vision
Traditional Level 3 descriptions envisage more open interoperability, shared asset information and stronger links between design, construction, operation and maintenance. The idea can include operational systems, sensors and digital-twin capabilities, but none of those is automatic.
Level 3 is better treated as a roadmap than as a universally defined technical product. It does not require one giant model, one software vendor, real-time data on every project or a single global specification. Contracts, data governance, security, interoperability and the owner’s operating systems determine what integration is practical.
Are BIM levels still current?
They are still useful teaching shorthand and appear in older UK tenders and contracts. However, the UK government states that “BIM Level 2” was superseded by the UK BIM Framework in 2018. The framework explains that ISO 19650 removes the maturity-level concept and instead defines structured information management across delivery and operation: government roadmap and UK BIM Framework FAQ.

Its scope is described by ISO and implementation guidance from BSI.
Therefore, “BIM Level 2 compliant” is incomplete unless the project also states its information requirements, roles, deliverables, formats, CDE workflow, approvals and contractual obligations. A current brief may instead reference ISO 19650-1 and -2, project, exchange and asset information requirements, delivery milestones, naming and classification rules, IFC where required, and security controls. Implementation should be proportionate to the asset and procurement route.
BIM levels versus LOD

Autodesk’s commonly used sequence is LOD 100 (conceptual), 200 (approximate), 300 (detailed design), 350 (interfaces), 400 (fabrication/assembly) and 500 (field-verified or as-built): LOD definitions. A project can use LOD 300 elements without operating a complete Level 2-style process. Specify LOD by element, purpose, stage and information need—not as a blanket demand for maximum detail.
Questions to set useful LOD
- Who needs the information and what decision will it support?
- At what stage is it required?
- How accurate and complete must it be?
- Who produces, checks and approves it?
- Which format and classification are required?

- 3D: geometry and spatial coordination.
- 4D: time and construction sequencing.
- 5D: quantities and cost.
- 6D: sustainability, energy or performance analysis.
- 7D: facilities management and operational information.
In short: level = process maturity; dimension = information use; LOD = element development or reliability.
Benefits—and what BIM cannot guarantee
Potential benefits
- Earlier detection of clashes and design conflicts.
- Fewer contradictory documents and better revision control.
- More reliable quantities, sequencing and cost information.
- Predictable exchanges between distributed teams.
- More useful commissioning, handover and maintenance information.
- Reuse of asset data for refurbishment and future decisions.

Limits and failure modes
- BIM does not guarantee lower cost, zero clashes, accurate quantities or a successful digital twin.
- Unreliable object data, informal approvals and late handover requirements undermine a model.
- More detail can increase authoring, checking, file-size and coordination burdens without improving a decision.
- A cloud folder is not automatically a CDE; status, revision, access, approval and exchange rules are needed. See the NBS CDE guidance.
Good BIM objects need dependable data properties, geometry, behaviour and appearance, as described in the NBS BIM Object Standard.
How to choose an appropriate approach
Assess the project and asset
- Size, complexity, number of disciplines and organizations.
- Expected operating life, maintenance needs and future refurbishment.
- Regulatory, safety or security sensitivity.
- Whether the project belongs to a wider portfolio or infrastructure network.
Assess collaboration and contract needs
- Need for model federation, clash detection, fabrication or 4D sequencing.
- Client-mandated standards, CDE, exchange formats or software.
- Who owns, checks, approves and secures information.
- What must be handed over for operations.
Assess capability
- Staff skills, templates, libraries, classification and checking capacity.
- Existing systems’ ability to coordinate models and validate data.
- Suppliers’ ability to provide reliable product information.
A small, single-discipline project may need a controlled Level 1-style workflow. A multidisciplinary building often benefits from a federated process associated with Level 2. Major owners and infrastructure programs should define a life-cycle information strategy aligned with ISO 19650 rather than pursuing “Level 3” as a vague technology target.

A practical BIM implementation roadmap
- Define the business outcome. Start with the decision—design approval, procurement, construction coordination, commissioning, maintenance, energy management or refurbishment—not with software.
- Write information requirements. Specify elements, data properties, documents, dates, responsibilities, review rules, formats, classification, naming and handover needs.
- Establish governance. Assign authoring, checking, approval, ownership, access, revision, issue and security responsibilities.
- Configure the CDE. Provide controlled workflows for working, shared, published and archived information where applicable, rather than a simple shared folder.
- Create project standards. Set templates, coordinates, model breakdown, object parameters, exchange procedures and checking rules.
- Pilot a contained work package. Test federation, clash detection, exchange, naming, revisions, data quality and handover before scaling.
- Measure outcomes. Track coordination issue severity, rejected exchanges, on-time information, checking pass rates, quantity or cost variance and handover completeness.
Software supports BIM; it does not create compliance
Authoring, coordination, checking, CDE and handover tools are enablers. A license alone does not establish information requirements, governance or ISO 19650 compliance.

Common edge cases
A 3D model that is not BIM
Geometry without structured object data, requirements, revision control, responsibilities or exchange procedures is simply a 3D model.
BIM without one shared model
Federated discipline models are valid when coordination, status and exchange are controlled.

Scale the process to risk, complexity and client value; avoid elaborate procedures that deliver no useful outcome.
Existing buildings
Surveys, point clouds and incomplete records create uncertainty. Model accuracy should reflect the evidence rather than presenting uncertain conditions as exact.
Facilities management
A construction model becomes useful operational information only when asset identifiers, maintenance requirements, owner systems and handover processes are defined early.
“BIM certified” claims
Certification may refer to an individual, organization, project, software or standard. Ask: certified against what, by whom, for which scope and geography?

Is BIM Level 2 still used?
Yes, especially in older UK contracts and conversations. For new work, replace the label with explicit information requirements and the applicable UK BIM Framework or ISO 19650 processes.
Is BIM Level 3 a formal international standard?
No. It is best understood as a historical integrated, whole-life vision rather than a universally defined technical or compliance state.
Is Revit the same as BIM?
No. Revit is one authoring platform. BIM also requires information requirements, standards, collaboration, checking, governance and controlled exchanges.
Does BIM require IFC?
Not universally. IFC may be required by a client or project, but exchange quality depends on the specified format, export settings, model content and validation.

It can reduce rework and improve predictability, but savings are potential outcomes dependent on project setup, capability, data quality and disciplined implementation.
What should a BIM Execution Plan contain?
At minimum, define responsibilities, information requirements, delivery milestones, authoring and checking methods, CDE workflow, naming and classification, exchange formats, approvals and handover.

Use Levels 0–3 as a clear learning roadmap, not as a universal modern certification ladder. For live projects, define measurable information requirements, responsibilities, exchanges, approvals and life-cycle outcomes using the applicable national guidance and ISO 19650 principles.
