Standards help smart-home products and building systems communicate, but they do not guarantee that a multi-vendor project will work as one coordinated system. Successful automation also depends on collaboration among owners, designers, manufacturers, integrators, installers, commissioning teams, and operators—especially at system boundaries and during handoffs.
Why standards alone do not deliver interoperability
Interoperability has more than one layer. A product may meet a technical standard, yet a project still has to decide which systems connect, how they are configured, what functions are exposed, who verifies performance, and who maintains the integration after installation. Standards establish shared requirements and communication mechanisms; project collaboration turns those mechanisms into a working, supportable installation.
The scope of a standard matters. ISO/IEC 18012-1:2004 provides product-interoperability guidance for home electronic systems; ISO reports it was reviewed and confirmed in 2018 and remains current. IEC 63044-1:2017+AMD1:2021 sets general requirements for home and building electronic systems (HBES) and building automation and control systems (BACS), including safety, environmental conditions, electromagnetic compatibility, installation, and cabling. Neither scope is a substitute for a project-specific integration and operating plan.
What collaboration adds to an automation project
Coordination is needed wherever responsibilities or technologies meet: between the owner’s operational needs and the design, between separate subsystem vendors, and between installation, commissioning, and ongoing operation. The ISA’s ISA111, Unified Automation for Buildings, addresses vendor-neutral communications among automated building subsystems, integration strategies, lifecycle planning, project communications, and chain-of-custody procedures. Its goal is for subsystems to interact so the building appears to users as a coordinated system.

- Define boundaries: Identify the subsystems, devices, functions, and data that must be shared, and clarify what is outside the integration.
- Agree on the integration approach: Decide how systems communicate and whether gateways or bridges are needed, rather than assuming compatible labels mean compatible behavior.
- Plan commissioning and handoffs: Coordinate who tests the integrated functions, records configuration and responsibility, and passes usable documentation to operators.
- Design for the operating life: Include maintenance, changes, and future system additions in the plan, not only initial installation.
For smart-community planning, ISO 37173:2023 provides guidance on developing smart-building information systems as part of smart-community infrastructure. It addresses a broader information-system context than a single device-compatibility decision.
Matter illustrates both the value and limits of a standard
Matter is an IP-based connectivity standard for compatible smart-home devices and systems, not a universal standard for commercial building automation. Google’s Matter primer describes Matter as running over IPv6, using Bluetooth Low Energy for commissioning, supporting multiple ecosystem administrators, and allowing bridges for technologies including Zigbee, Bluetooth Mesh, and Z-Wave.

Native support is different from bridging
A bridge can expose supported devices from another technology to a Matter network, but that does not make those devices natively Matter-compatible. The Connectivity Standards Alliance (CSA) FAQ states that Matter and Zigbee have no native interoperability. Buyers should check that a proposed bridge supports the specific devices and features they need; support through a bridge can vary by product.
A Matter label does not promise identical ecosystem behavior
Multi-admin support lets a Matter device be administered by more than one ecosystem, but it does not establish that every feature is available in every platform. Before choosing a controller or hub, verify the device type, the functions each ecosystem supports, and any controller requirement. The CSA identifies smart speakers and smart-home hubs as examples of internet-connected controllers for Matter-only devices used for in-home control. Its FAQ does not establish that every controller or automation function requires a cloud service, so check the specific product’s local and remote-control requirements.

When comparing a smart-home controller, hub, or bridge, check these points against the devices already installed:
- Ecosystem and controller: Does the controller support the ecosystem you use and the devices you intend to add?
- Device and feature support: Are the required functions—not just basic device discovery—supported on that platform?
- Protocol path: Is the device natively supported, or does it depend on a bridge?
- Control requirements: What does the product specify for in-home control, remote access, and internet connectivity?
- Legacy compatibility: Is the exact legacy device supported by the proposed bridge?

The CSA’s digital media kit attributes this statement to its President and CEO, Tobin Richardson: “With collaboration, inclusiveness, and a deep sense of responsibility to the market and consumers, Matter has the power to create a more connected, safe, and useful Smart Home.” That is an industry representative’s view, not an independent performance assessment.

Commercial buildings need integration across separate systems
Commercial buildings often bring historically separate automation systems together. Owners and operators need those systems to coordinate while still meeting subsystem-specific requirements. NIST’s Smart Building Automation and Control Testbed investigated these integration challenges and supported work on standards, commissioning tools, and building operations. The NIST project page, updated on 2025-03-26, marks the project completed.
NIST’s page says BACnet was adopted by CEN, ISO, and more than 30 countries, and implemented by more than 850 companies, including every major HVAC control-system manufacturer. The page does not state when those figures were published. They describe NIST’s account of BACnet adoption and implementation, not present-day market share, nor proof that every BACnet system will interoperate without configuration or integration work.

Questions to settle before a building automation integration
- Which subsystems and functions must work together, and which are intentionally independent?
- What vendor-neutral communications are needed between those subsystems?
- Who owns the integration strategy, commissioning checks, and project communications?
- What configuration, test results, and responsibility records must be handed to building operators?
- How will the integrated system be maintained as equipment, software, and operational needs change?
These are practical project questions, not a claim that one standard or testbed eliminates integration risk. Standards provide common ground; the design and delivery team still needs to agree how that ground applies to the specific building.
Use standards as a foundation, then coordinate the project
For a home, verify controller, device, feature, bridge, and connectivity support within the ecosystem you plan to use. For a commercial building, define subsystem coverage, integration responsibilities, commissioning evidence, and operator handoffs before systems are treated as complete. In both settings, interoperability depends on matching the standard’s actual scope to the project’s needs and coordinating the work across the full lifecycle.
