Tools and material to consider

In the United States, CPSC guidance says toys intended or designed primarily for children 12 or younger must be third-party tested by a CPSC-accepted laboratory and certified in a Children’s Product Certificate for applicable children’s product rules. CPSC identifies ASTM F963-23 as the toy safety standard version effective April 20, 2024. Its business guidance also discusses stability and overload requirements for ride-on toys. Requirements depend on the product and applicable rules; these sources do not certify an individual homemade build.
