Medium-density fiberboard (MDF) is an engineered wood panel made by dry-forming cellulosic fibers into a resin-treated mat and pressing it. It is distinct from particleboard, which is made from larger, discrete particles. MDF is used in products such as furniture and kitchen cabinets, but the right panel depends on the project, its conditions and the manufacturer’s specifications. In the United States, MDF covered by TSCA Title VI must meet federal formaldehyde-emissions requirements.
What MDF is—and how it differs from particleboard
The U.S. Environmental Protection Agency defines MDF as a panel of cellulosic fibers that are dry-formed and pressed as a resin-treated mat. It is not simply a board made from “sawdust”: the defining distinction is that the material is formed from fibers. EPA’s regulated-stakeholder FAQ also distinguishes particleboard, which is made from discrete cellulosic particles pressed with resin.
Because MDF and particleboard are different regulated product types, they have separate formaldehyde-emissions limits. One limit should not be used to describe the other material.
Where MDF is used
Common uses of composite wood products include furniture, kitchen cabinets, flooring, picture frames and wooden children’s toys, according to EPA’s consumer FAQ. Those examples do not mean every MDF panel is suitable for every use. Check the specific panel’s grade, dimensions, performance data and intended application with its supplier.

How to choose an MDF panel
ANSI A208.2, a voluntary North American MDF standard, classifies MDF grades and addresses physical and mechanical properties, dimensional tolerances and emissions limits, according to the Composite Panel Association (CPA). A grade name alone is not a substitute for the panel’s current technical data sheet.
- Match the grade to the application. Check the supplier’s stated physical and mechanical properties against the project’s requirements.
- Confirm the dimensions. Verify thickness, panel size and dimensional tolerances for the job.
- Review emissions documentation. Look for the applicable certification and product labeling rather than assuming all MDF listings carry verified documentation.
- Account for the project conditions. Suitability depends on the particular panel, construction and environment; these sources do not establish a universal rule that MDF is appropriate for every indoor or outdoor application.
The CPA also describes Eco-Certified Composite as a voluntary industry certification covering emissions, carbon footprint, life-cycle inventory and other verifiable environmental practices. Check the label’s scope and the panel’s current certification; it is not a replacement for assessing the product’s specified performance.

Formaldehyde: what U.S. limits mean
Formaldehyde is used in resins for composite wood products. EPA says exposure can cause short- and long-term health effects, including irritation of the skin, eyes, nose and throat; high levels may cause some types of cancer. These statements describe potential effects of exposure, not the exposure level from any particular MDF product. EPA’s consumer FAQ recommends considering certified composite wood products as one way to reduce exposure.

These are product-type-specific limits, not claims that compliant panels emit no formaldehyde. The values are those listed in EPA’s FAQ, accessed in 2026.
What TSCA Title VI compliance and labels tell you
EPA’s standards overview describes TSCA Title VI requirements for covered composite wood panels and products manufactured, imported, supplied or sold in the United States. It also explains the transition from CARB Phase II labeling to TSCA Title VI labeling after March 22, 2019. The requirements and responsibilities can depend on a product and its place in the supply chain, so buyers evaluating a specific product should check its current documentation.

EPA describes testing, third-party certification and labeling requirements. “Compliant” means the product meets the applicable emissions requirements; it does not mean “formaldehyde-free.” The CPA describes no-added-formaldehyde (NAF) and ultra-low-emitting-formaldehyde (ULEF) as product approaches, but neither term should be read as proof of zero emissions. Check the exact product claim and applicable certification.

EPA notes that heat accelerates formaldehyde release and humidity may affect it somewhat. Its guidance recommends considering certified composite wood products to reduce exposure, but this is not a complete indoor-air remediation plan. See EPA’s exposure guidance for its consumer recommendations.
