“Putin’s Palace” is the name commonly given to a Black Sea compound near Gelendzhik described in Alexei Navalny and the Anti-Corruption Foundation’s 19 January 2021 investigation. Navalny and FBK alleged that it was built for Vladimir Putin and funded through a network of associates and companies. The Kremlin denied that Putin owned it. Contemporary reports put the alleged project’s value at roughly $1.35–$1.37 billion, but no audited appraisal or independently verified current ownership establishes that figure as the property’s price.
What “Putin’s Palace” refers to
The phrase comes from Navalny and FBK’s investigation, titled “Putin’s Palace. The Story of the Biggest Bribe,” published on 19 January 2021. It examined a large estate on Russia’s Black Sea coast near Gelendzhik, tracing the land, security arrangements, infrastructure, contractors, legal entities and money flows that the investigators said led toward people in Putin’s inner circle.
“The world’s largest bribe” is the investigation’s framing, not a court finding. Its claims about ownership, financing and intended use remain allegations. The Kremlin rejected the central allegation, and the available reporting does not establish who beneficially owns, controls, occupies or maintains the site today.
Where is the compound and how large is it?
Location and reported dimensions
Meduza’s 2021 account of the investigation described a residence near Gelendzhik covering about 17,700 square metres on a 68-hectare site. Those measurements are figures reported from the investigation, not the result of a current independent survey.

A coordinated estate rather than one building
The reported plan combines a principal residence with transport, security, landscape and service infrastructure. The investigation and contemporary summaries described:
- a helipad and extensive security arrangements;
- an ice arena, church and amphitheater;
- a greenhouse, tea house, bridge and a tunnel through the seaside cliff;
- interior spaces including a swimming pool, spa, cinema, wine cellar, casino and guest bedrooms.
These descriptions should be read as accounts of what the investigation said was designed or built. They are not a current inspection report, and the source set does not verify which facilities operate, remain intact or are accessible now.

What Navalny and FBK alleged about the project
Intended user and concealed benefit
The investigation alleged that the residence was built for Putin and that legal-title and management arrangements were used to hide the ultimate beneficiary. That allegation is different from proving that Putin is the registered owner. A company can hold title, another entity can manage the site, and investigators can still allege that a different person is the intended user or beneficial recipient.
Financing and contractors
Navalny’s account described money flows involving people close to Putin and companies including state-controlled Rosneft and Transneft. The investigation transcript also described 4.3 billion rubles paid over three years into an account of the company it said owned the palace. That payment figure is an allegation from the primary investigation and was not independently verified in the source material reviewed here.

The reported construction story therefore concerns more than a palace shell. It includes land control, restricted access, utilities, security, specialist buildings, landscaping, cliff works and the corporate structures used to procure and operate them. The evidence available does not provide a certified bill of quantities, audited project accounts or an independent cost audit.
How much did “Putin’s Palace” cost?
The title’s $1.4 billion is a rounded rendering of estimates associated with the Navalny investigation. Contemporary reports used slightly different currencies, conversions and descriptions of what was included.

The figures should not be combined into a more precise number. No independent audited appraisal or official statistical series establishing the compound’s construction cost was identified in the available material. The $1.35–$1.37 billion range is best described as a reported estimate linked to the investigation, not a settled market value.

There is no established answer in the available 2021 reporting. Navalny and FBK alleged that Putin was the real owner or intended user and described intermediaries, companies and management structures that they said obscured that relationship. The Kremlin denied that Putin owned a palace there.

Keep the ownership questions separate
- Registered legal title: which entity appears in property records;
- Management and control: who contracts security, maintenance and access;
- Alleged beneficial ownership: who investigators say ultimately benefits from the arrangement;
- Personal use: evidence that a particular person visits or occupies the site.
The source set does not resolve all four questions, and it does not establish the property’s present owner, condition, use or control. Reporting from 2021 should not be treated as proof of the site’s status in 2026.
How did the Kremlin respond?
Kremlin spokesman Dmitry Peskov rejected the allegation. Meduza quoted him saying, “We already explained many years ago that Putin doesn’t have any palaces.” OCCRP reported Peskov characterizing the report as “pure nonsense.” Contemporary reporting also recorded Putin denying that the described property belonged to him.
Those statements are official denials. They establish the Kremlin’s position, but a denial by itself does not settle questions about title, financing, beneficial ownership or physical use.
What can—and cannot—be concluded about the compound
Supported by the contemporary accounts
- A Navalny and FBK investigation was published on 19 January 2021.
- It concerned a large compound near Gelendzhik on Russia’s Black Sea coast.
- Meduza reported a 17,700-square-metre residence on 68 hectares and listed the amenities described above.
- The investigation alleged that Putin was the intended user or real beneficiary and detailed corporate and financial links it said supported that claim.
- Reported estimates associated with the investigation were at least 100 billion rubles, approximately $1.35 billion, and about $1.37 billion.
Still unresolved
- Who beneficially owns or controls the property now;
- whether Putin has ever used the site personally;
- which reported facilities are complete, operational or maintained;
- the independently verified construction, operating or maintenance cost.
The most accurate description is therefore a reported, heavily secured Black Sea estate whose alleged ownership and financing became the subject of a major 2021 investigation, followed by an unequivocal Kremlin denial. Calling it a $1.4 billion compound is shorthand for the investigation’s rounded estimate, not a verified appraisal or a current ownership finding.
