To make a toilet paper roll wreath, flatten clean, empty cardboard tubes, cut them into loops or petal-shaped pieces, arrange the pieces into a ring, then glue or tape them together. Choose a layered-loop design for an interlocking look or a flower design for distinct blooms. The cardboard is best displayed indoors.
Choose a wreath design
Two common approaches use the same basic material but create different looks. Plan the shape before attaching anything: laying out the pieces first makes it easier to adjust spacing and the wreath’s overall size.

Gather materials
- Clean, empty cardboard toilet paper tubes
- Scissors
- Craft glue, glue dots or tape
- Optional: paperclips to hold glued pieces while they set
- Optional support: a cardboard ring or a paper or foam plate with its center removed
- Optional decorations: paint, ribbon, leaves, flowers or small pom-poms
Use household scraps for decoration if you have them; a kit or purchased embellishments are not necessary.
Make a layered-loop wreath
- Flatten the tubes gently and cut them crosswise into loops about ¼–½ inch wide. That measurement comes from the University of Minnesota Libraries’ 2020 instructions.
- Arrange several loops into a small center and secure the points where they meet with glue or tape. If you use glue, paperclips can help hold the joints as they set.
- Add more loops at an angle around the center, then build additional layers until the wreath has the fullness you want. Dry-fit the pieces before gluing each layer.
- Leave the wreath plain or add lightweight paint, ribbon or other decorations once the joints are secure.
Make a flower-shaped wreath
- Flatten each tube and cut it into short sections. When a flattened section opens, it forms a petal-like shape.
- Arrange six sections edge-to-edge into a flower and glue the touching edges together, following the method described by ThriftyFun in 2016. Make enough flowers to form your intended ring; the number will vary with flower size and spacing.
- Lay the flowers out in a circle before attaching them to one another. If you want more support, glue them to a cardboard ring.
- For a backed variation, cut a hole from a paper or foam plate to leave a rim, then glue the flowers or tube sections around it. Irish American Mom’s version paints the pieces and adds a bow and pom-poms.
Finish and hang it indoors
Let glued joints set before lifting the wreath. Add a ribbon or string for hanging, or attach the finished piece to a lightweight support. Because the cardboard is not waterproof, keep the wreath indoors rather than hanging it outside. If using scissors or hot glue, take ordinary care; supervise children as appropriate for the tools and their experience.
