Choose an Environmental Product Declaration (EPD) that covers the product you intend to use, fits the project’s assessment rules and geography, and reports the life-cycle information the assessment needs. Before comparing results, align the products’ functions, units, product category rules, life-cycle boundaries, scenarios, and impact methods. An EPD is an input to a building assessment—not, by itself, proof that a material is environmentally superior.
What an EPD can—and cannot—tell you
An EPD presents environmental information for a product using life-cycle assessment (LCA) data and specified calculation and reporting rules. For construction products, it can help a project team document material choices and supply data for a building LCA. The German Environment Agency describes construction-product EPDs as including a product description, LCA data, and supporting documentation or test certificates.

The result is conditional on what the declaration covers and how its figures were calculated. An EPD reports potential environmental impacts under declared methods and assumptions; it is not a complete measure of sustainability, a health-safety certification, or a universal ranking of products. ISO 14025:2026 also places social and economic LCA indicators outside its scope, although related information may be reported separately.

Select the EPD as a suitable data source for that assessment, rather than treating its headline numbers as the project result.

This distinction matters when a team is choosing between materials or suppliers. A lower reported value for one indicator does not establish that a product is preferable overall, particularly if the products differ in function, performance, boundary, or assumptions. The EPD gives structured information for a defined product scope; the building assessment determines how that information contributes to the project result.
Start with the project’s rules and purpose
Before collecting declarations, identify the assessment framework and geography governing the project. Project specifications, the building assessment method, applicable program rules, or the client’s requirements may determine which standards, PCR versions, and EPD formats are acceptable. A declaration can be credible yet unsuitable for a particular assessment if its scope or rules do not meet those requirements.
The standards landscape depends on region and program. ISO 14025:2026 is the current general EPD edition shown by ISO: Edition 2, published in June 2026. It specifies principles and requirements for EPD programs and declarations and uses LCA in accordance with ISO 14040 and ISO 14044. Because the edition is recent, do not assume every existing program or project has already transitioned; check the applicable transition provisions.

Its scope includes life-cycle inventory and impact results, stages and modules, scenarios, reporting, core declaration elements, and conditions for comparison. In Europe, EN 15804 is an important construction-product framework; the German Environment Agency discusses it alongside ISO 14025 and ISO 21930. Which framework applies depends on the project’s region, assessment method, and program operator. Confirm the governing requirements instead of assuming one standard applies everywhere.
ISO describes ISO 14025:2026 as specifying “principles and requirements” and providing guidance on EPD programs and their declarations. That general framework does not remove the need to check construction-specific rules or an individual program’s acceptance criteria. For this reason, record both the standard or framework named by the declaration and the requirement that makes it acceptable for the project.
Screen each declaration for applicability
Read the declaration itself, not just a registry entry or a product-page summary. Confirm that its stated coverage matches the material being assessed, the intended use, and the project’s data needs. Similar product names or category labels do not establish that two products serve the same function or are interchangeable for assessment purposes.
A quick first screen can prevent wasted comparison work. Ask whether the declaration covers the actual product or an included product group, whether its production scope and geography fit the project, whether its rules are accepted, and whether its reported stages and indicators can be used in the assessment. If any answer is unclear, check the declaration and applicable operator rules rather than inferring coverage from a short marketing description.

Check the named product or product group, the variants included, and the production scope. Establish whether the declaration covers the specific product under consideration or a broader group, and whether the manufacturing location or region represented is relevant to the project. Geography can affect assumptions such as energy and transport, so a declaration’s scope needs to fit the question being asked.

Do not assume that a declaration for one plant or production scope automatically represents another. Where the declaration covers a group of products or locations, note that coverage and check whether the product being specified is included. The relevant question is not merely whether the material category matches, but whether the declared data represent the product input the building assessment will model.
PCR and program rules
A product category rule (PCR) sets category-specific rules for calculating and reporting LCA-based EPD data. The U.S. Environmental Protection Agency’s 2024 PCR Criteria explain that PCRs define how this information is calculated within product categories and that scope is fundamental to comparability.
Record the PCR’s name, version, and program, then check that it applies to the product category and is accepted by the project or EPD program. Differences in PCR scope or calculation rules can weaken comparisons even when declarations cover similarly named materials. EPA’s criteria also emphasize disclosing limitations to comparability.
Recommended Free Tools
When two declarations cite different PCR versions or programs, treat that as a comparison question, not a clerical detail. Confirm whether the project accepts each rule set and whether the declarations’ scopes and calculation provisions are sufficiently aligned for the intended comparison. A matching product category does not make different PCR requirements interchangeable.
Unit and product performance
Find whether results are reported per a declared unit or a functional unit, and understand what that unit represents. A declared unit provides a quantity basis for reporting; a functional unit expresses a quantified function or performance over a defined basis. The right basis depends on the assessment question. Results stated per different units cannot be compared directly, and matching units alone do not prove functional equivalence.
Check the stated intended use and performance information alongside the unit. A comparison of materials is meaningful only if they provide the same relevant function and meet the performance requirements being assessed. If the declarations do not establish that, do not interpret their impact figures as a like-for-like product comparison.
For a building assessment, also make sure the selected quantity basis can be connected to the quantity recorded in the project model or takeoff. This does not mean changing the EPD’s declared basis casually; it means being explicit about how the assessment represents the product and which unit conversion or functional relationship is being applied. If the declaration and the project quantity basis do not line up, resolve that before treating a reported impact as a building input.
Check the life-cycle boundary, scenarios, and indicators
Look at which life-cycle stages or information modules the declaration includes, omits, or represents through scenarios. A result covering only part of a product’s life cycle is not equivalent to one covering more stages. In a building assessment, make sure the selected data and any separately modeled stages fit the assessment’s boundary and assumptions.

Review scenario assumptions where reported. Transport, installation, use, replacement, and end of life can be represented differently or may not be included in the same way across declarations. These differences can influence results. Do not silently treat a modeled scenario as a measured outcome, or assume that an omitted stage has no impact.
Be especially careful when a comparison combines a declaration with a partial boundary and one that reports a broader set of stages. A number for the overlapping stages may still be informative if the modules and methods align, but it should not be presented as a complete life-cycle comparison. Identify the common boundary first, then make clear which stages are outside it.
Then check the impact indicators and assessment method. Indicator names, definitions, and method versions matter: similar labels do not guarantee that figures mean the same thing. Compare an indicator only when its definition and method are aligned across the declarations and suitable for the project’s assessment.

An EPD can report several impact categories, and focusing on one can obscure trade-offs among indicators. Keep the assessment question in view: if the project needs data for a particular indicator or set of indicators, verify that the declarations provide those results on a compatible basis. Do not infer a broader environmental conclusion from a single figure or from an indicator that is not part of the project’s stated assessment.
Verify the declaration’s review and dates
Record the declaration date, stated validity information, program operator, and verifier statement. The German Environment Agency describes independent third-party review, including review of LCA data, as part of EPD quality assurance. AENOR’s program information likewise describes PCR-based LCA and the use of EN 15804 for construction products in its framework.
These points help establish how a declaration was prepared and reviewed, but they do not replace project-specific acceptance requirements. There is no single expiry period established here for all programs. Read the validity dates and rules printed on the declaration and confirm any transition or acceptance requirements with the relevant operator or assessment framework. For a newly published standard edition, check whether a program has adopted it or has transition provisions before relying on the edition alone.
Verification and validity answer different questions. A verifier statement indicates that the declaration went through a stated review process; the dates and operator rules determine whether it remains usable under the applicable program or project requirements. Neither item, by itself, proves that the EPD covers the exact product or that its results can be directly compared with another declaration.
Use a like-for-like comparison before interpreting results
When reviewing two or more EPDs, compare their underlying scope and assumptions before comparing impact figures. Use this checklist to find mismatches that could make a numerical difference misleading.

| Comparison axis | What to align or inspect | Why it matters |
|---|---|---|
| Product and function | Exact product, intended use, performance, and covered variants | A shared category name does not establish functional equivalence. |
| PCR | Product category rule, version, program, and scope | Different calculation and reporting rules can weaken comparability. |
| Unit | Functional or declared unit and quantity basis | Results per different units cannot be compared directly. |
| Life-cycle boundary | Stages or modules included and omitted | A partial-stage result is not equivalent to one with a broader boundary. |
| Geography and data | Manufacturing site or region, energy assumptions, transport assumptions, and data representativeness | Conditions and data scope can affect reported impacts and project relevance. |
| Scenarios | Transport, installation, use, replacement, and end-of-life assumptions where reported | Scenario differences can drive apparent differences between products. |
| Impact method and indicators | Indicator definitions, method version, and reported categories | Similar labels can have different meanings under different methods. |
| Verification and currency | Independent verification statement, operator, issue date, and validity information | These establish review status and whether the declaration is usable under applicable rules. |
After alignment, interpret only the indicators and boundaries that genuinely match. State any remaining differences that limit the comparison. If products serve different functions, units or methods diverge, or boundaries cover different stages, the figures may still inform separate assessments, but they do not support a direct ranking on those terms.
A useful comparison note is concise but specific: identify the two products and the indicator being considered, name the aligned unit and boundary, and list material differences that remain in PCR, geography, scenarios, or data scope. If a mismatch prevents comparison, say so plainly rather than choosing whichever number appears lower. This makes the decision traceable without overstating what the declarations establish.
Move selected EPD data into the building assessment
Once a declaration passes the applicability screen, use it as product data within the building LCA or other assessment. The building-level calculation must apply project quantities and the assessment’s assumptions for service life, replacements, transport, construction, use, and end of life. Keep the EPD and the assumptions used to represent the product with the assessment record so the source and scope of the input remain clear.
Keep the product-level declaration distinct from the building-level result in reports and decision records. The EPD describes the product within its declared scope; the building assessment combines applicable product data with quantities and project assumptions. A statement about a material’s declared impacts should not be phrased as a whole-building conclusion unless the building assessment supports it.
Where the EPD does not cover a stage needed by the building assessment, do not treat the gap as zero impact. Check how the assessment framework expects that stage or assumption to be represented and document the approach. Similarly, if the EPD’s scenarios differ from the project’s conditions, retain the difference in the assessment record instead of silently presenting the declaration scenario as the project scenario.
- Identify the governing framework. Record the project’s assessment method, geography, and accepted standards, PCRs, and program requirements.
- Define the assessment question. Specify the material function, product type, required performance, and quantity basis you need to represent.
- Collect candidate declarations. For each one, record product coverage, operator, declaration date and validity, PCR and version, unit, geography, life-cycle stages or modules, scenarios, impact indicators and method, and verifier information.
- Screen out mismatches. Exclude declarations that do not cover the product or scope, or do not meet project or program rules. Keep a note of why a candidate was not applicable.
- Compare only aligned data. Align function, performance, units, PCR, boundaries, geography, scenarios, and impact methods before interpreting differences. Note any limitations that remain.
- Document the building-level input. Enter selected product data using the assessment’s quantities and assumptions, then retain the declaration and the assumptions used with the assessment record.
For a working record, keep one row per candidate declaration and fields for the product name and covered variants, production scope, geography, program operator, PCR and version, declared or functional unit, stages or modules, scenarios, indicators and method, verifier, issue date, and validity information. Add a project-specific note on fit and unresolved limitations. This simple record helps reviewers distinguish “not applicable” from “applicable but not directly comparable.”

Frequently asked questions
How do I choose an EPD for a building product?
Start with the project’s assessment framework and geography, then check product identity and production scope, PCR and program acceptance, unit and performance, life-cycle stages, scenarios, indicators, verification, and dates. Choose a declaration that represents the product and data needs of the assessment, and retain its assumptions with the building assessment record.

How do I know if an EPD is valid?
Check the declaration date, its stated validity information, program operator, verifier statement, and the rules of the applicable program and project. There is no single expiry period that applies universally across programs. If a standard edition or program rule has changed, confirm applicable adoption and transition provisions with the operator or assessment framework.
What should I look for in an EPD?
Look for the named product or product group and covered variants, production scope and geography, PCR and version, declared or functional unit, included and omitted life-cycle stages or modules, scenario assumptions, impact indicators and method, program operator, verifier information, and declaration dates. Check whether each item fits the intended building assessment.
Does a lower EPD impact figure mean a product is better?
Not by itself. The figure is conditional on the declaration’s scope, methods, unit, and assumptions, and products must provide an equivalent function for a meaningful comparison. An EPD is not a complete sustainability measure or universal product ranking, and a building-level conclusion requires the quantities and assumptions of the building assessment.
Can an EPD be used directly as the building assessment result?
No. An EPD can provide product data for a building LCA, but the building assessment also applies quantities and project assumptions for service life, replacement, transport, construction, use, and end of life. Keep the declaration and the assumptions used to incorporate it with the assessment record.
