Empower planned to start construction of its Dubai Science Park district-cooling plant by the end of the first quarter of 2026, but the official updates available through May 2026 do not confirm that work began. The project was still described as a design-contract award in the latest located update, so the announced construction date should not be treated as proof of site progress.
What is confirmed about the project?
Emirates Central Cooling Systems Corporation PJSC (Empower) announced on 18 August 2025 that it had signed a contract to design a district-cooling plant at Dubai Science Park. The project is planned to have production capacity of up to 47,000 refrigeration tons (RT) and serve nearly 80 mixed-use buildings. These are planned project parameters, not commissioned capacity or measured output. Dubai Media Office’s announcement set out those figures.
That announcement said construction was scheduled to begin by the end of Q1 2026. It described a forecast, not confirmation that construction started on that schedule.
What do the later updates say about construction?
The latest located official status reference is a Dubai Media Office update published on 14 May 2026. It still described the Science Park plant as a design contract awarded in 2025, repeating the planned capacity of up to 47,000 RT and service to approximately 80 buildings. It did not say construction had begun, provide a revised schedule, or announce completion or operation. The May 2026 update therefore does not establish the project’s construction status beyond the design-contract stage.

Empower’s 2025 financial and operational results, published in February 2026, also listed the Dubai Science Park plant as a design contract, with around 47,000 RT and nearly 80 buildings planned. That results summary likewise does not confirm a construction start.
What is planned for the plant?
Empower said the planned facility would incorporate thermal energy storage (TES), treated sewage effluent (TSE), and artificial-intelligence applications. The company said TES would reduce peak-load pressure on the state power grid and TSE would reduce freshwater use in district-cooling operations. These are intended technologies and company-stated benefits; the announcements provide no project-specific measured energy, water, or emissions results.

Empower CEO H.E.
