What Pagabo’s announcements confirm
Pagabo’s announcements distinguish between frameworks with different scopes and procurement stages. The supplier count for one cannot be used as evidence for another.

Why the 108-supplier claim needs a separate award notice
A supplier count is meaningful only when tied to the exact framework and its award. Pagabo’s 1 October 2026 announcement concerns civil engineering, infrastructure and enabling works; its May announcement concerns a Developer-Led Schemes tender that was inviting bids. The available announcements do not identify a new construction and development framework with 108 appointed suppliers or provide a roster for one.
Pagabo describes YPO as the centralised procurement authority and Pagabo as framework manager for the two cited 2026 frameworks. Those roles do not make the frameworks interchangeable: their scopes and stages differ.

Where construction and development fit in Pagabo’s offer
Pagabo’s procurement portfolio covers construction, infrastructure, consultancy, estates management, and development and investment. Its construction information describes a range of routes, including a Small Works DPS, a Medium Works Framework and a Major Works Framework. Roofing, decoration and fire safety are examples it gives for small works.
Pagabo describes its construction frameworks as free to access. That is a statement about access to those procurement routes; it does not identify which suppliers have been appointed to the framework in the 108-supplier claim.

What suppliers and public bodies should check
- Confirm the framework’s exact name and scope. Civil engineering and enabling works, developer-led schemes, and construction works are distinct categories in the announcements.
- Check the procurement stage. An invitation to bid is not an award notice, and an anticipated framework value is not confirmed spend.
- Use the relevant lot and supplier documents. The announcement of an overall count does not, by itself, show which suppliers are appointed to each lot or what services each lot covers.
- For tender preparation, assess fit before bidding. A third-party guide to Pagabo opportunities discusses bid/no-bid decisions, lot strategy, compliance reviews and developing quality responses; it does not establish a supplier appointment or a formal partnership with Pagabo.
Company context
Pagabo says it works with more than 700 public-sector clients. This is a company-reported figure, not an independent measure of framework participation or supplier numbers. In its 1 October 2026 announcement, Pagabo construction and infrastructure director David Llewellyn said the civil engineering framework offered procurement opportunity for appointed suppliers and public-sector organisations. That comment refers to that framework, not to a verified 108-supplier award.
