You can make the area around a garage feel like an outdoor room with shade, seating, dining, plants, lighting, and a clear path to the yard. That is different from converting the garage interior into habitable space: the latter can involve building, trade, safety, energy, parking, and zoning requirements that vary by location. The ideas below range from simple outdoor refreshes to substantial construction; check local rules before starting permanent work.
First, decide what “converting your garage” means
An open-air patio beside or in front of a garage may be a landscaping or accessory-structure project. Turning the garage interior into a conditioned room changes the building’s use and is a different scope of work. Local authorities set the applicable permit and code requirements.
For example, Elk Grove, Kirkland, and Portland require permits for garage-to-living-space conversions in their jurisdictions. Kirkland’s guidance also discusses parking, life-safety, energy, structural, and drawing requirements; Portland notes that detached garages may need structural review and that exterior walls within three feet of a property line need fire-rated construction. Those details apply to the locations named, not everywhere. Read the relevant local guidance: Elk Grove residential garage conversions, Kirkland garage conversions, and Portland attic, basement, or garage conversions.
Outdoor features can also be subject to review. Raleigh lists pergolas and gazebos in its accessory-structure guidance, and Johns Creek includes patio covers, pergolas, and outdoor kitchens in its permit checklist. Shade and shelter

Choose ideas that fit the site and the way you will use it
Start with the activity, then check the physical constraints. A quiet lounge may need little more than comfortable seating and shade; dining or entertaining needs circulation around furniture; gardening depends on light, water, and storage. Permanent structures and utility-connected features need more planning than movable furniture or containers.
- Space: Measure the usable area and keep doors, vehicle access, and walking routes clear.
- Weather: Match shade and shelter to the local sun, rain, and wind exposure.
- Utilities: Lighting, plumbing, and outdoor cooking equipment can affect the project scope and permit review.
- Maintenance: Consider cleaning, plant care, furniture storage, and upkeep of any new surface or structure.
- Parking: If the garage will stop being used for parking, check whether replacement parking rules apply. Check permits before building
Permit rules depend on where the property is and what is being built. Municipal guidance illustrates why it is worth checking both the feature and the scope: Raleigh’s page, updated July 13, 2026, covers accessory structures and additions, while Johns Creek’s checklist includes patio covers, pergolas, and outdoor kitchens. A garage-to-habitable-space conversion can trigger separate building and trade permit checks. Contact the local building or planning department with a description or sketch of the proposed work before ordering materials or beginning construction.
