But drought was not the only cause of tree decline, and the council responses reported in May 2024 should not be read as a current or uniform watering policy.
What the rainfall record and council survey showed
PerthNow reported that Perth received 21.8 millimetres of rain from October 2023 through March 2024, its driest October–March period on record at the time. Of 16 metropolitan councils contacted for the 2 May 2024 report, 13 said they had systems to monitor trees and provide extra water when needed. That was a snapshot of the councils surveyed, not a complete census of current practice.
A later figure describes a different period: the Botanic Gardens and Parks Authority recorded 16.6 millimetres from November 2024 through February 2025, approximately 20 per cent of the 10-year average for those months. The periods are not directly comparable. Its 2024–25 annual report also says reduced rainfall and higher temperatures contributed to continued loss of bushland trees and shrubs and limited canopy recovery after the 2023–24 drought. The reported approaches differed by tree age, observed stress and council resources. These examples describe council actions reported in May 2024, not advice for residents or a schedule that applies across Perth.

Not every council increased watering. One said it had not increased its schedule, while Melville said water and labour limits made regular watering of every established street tree impractical. Stirling Mayor Mark Irwin also cautioned that the cause of removals could not be counted precisely: “It is not possible to know precisely how many have died due to a lack of water but given increased temperatures, that is likely a factor.”
Why drought does not explain every declining tree
Councils also named pests and disease. Vincent cited losses associated with polyphagous shot-hole borer (PSHB), while Cottesloe described Neofusicoccum parvum affecting established Norfolk Island pines. A stressed or dying tree may have more than one contributing cause; the 2024 council reports do not establish a Perth-wide count of trees killed specifically by drought.

Pest control is a separate response. In a statement dated 18 March 2026, the City of Perth said two of its trees were removed because of PSHB in 2024–25 and reported an approximately 95 per cent beetle reduction following bifenthrin treatment at identified locations. State canopy target and greening actions
The WA Urban Greening Strategy sets a target to raise tree canopy in Whadjuk (Perth) and Bindjareb (Peel) to 30 per cent by 2040. Its action plan includes planting one million trees by 2035, grants and a Treebate incentive, and promotes locally suitable native species and waterwise practice. The WA Tree Recovery Local Government Grant Program supports replacement planting for trees affected by PSHB and a more diverse future canopy. The program page says its 2026 second round awarded more than $3.3 million to 26 local governments to support more than 10,000 trees. Awards and application periods can change; consult the official program page for current details and recipients.
Climate-ready street-tree trials
In a 29 September 2026 update, the City of South Perth said five species in its participation in WALGA’s six-year Climate Ready Street Tree Trials showed healthy growth at a nine-month check. Named species included Jingymia Mallee, Lemon-flowered Gum, Silver Gimlet and Strickland’s Gum. What residents can take from the reports
- Visible decline is a reason to report a tree to the responsible local council, but not proof that drought is the cause. Councils reported using observation, soil-moisture readings and community reports in different ways.
- Do not assume a watering schedule used by one council is suitable for another tree, street or season. The reported practices varied, and Melville described limits on water and labour.
- For construction or landscaping near established trees, avoid treating drought as the sole risk: the reports also identify pest and disease pressures, while state planning emphasizes locally suitable species and waterwise practice.
