Dogen City is a proposed floating-city concept by Japan’s N-Ark, not a documented operating city. A 2023 report described a ring-shaped settlement designed for about 10,000 full-time residents and up to 30,000 visitors at a time. Its design is ambitious, but the report did not establish that it was funded, permitted, engineered in detail or built.
What is Dogen City?
N-Ark’s concept, reported by Adam Williams in New Atlas on June 12, 2023, combines a habitable ring, floating development inside the ring’s sheltered bay and an undersea data center. The data center was intended to use surrounding seawater for cooling and support city-management and medical-research functions.
The proposed ring would have a circumference of about 4 km (2.5 miles). The report said its circular shape was intended to withstand severe weather and tsunamis, but did not provide enough technical detail to establish that resilience independently.
How many people would it accommodate?
The reported capacity of about 40,000 is a combined figure: approximately 10,000 full-time residents plus as many as 30,000 visitors at one time. It does not mean 40,000 permanent residents.

What does “self-sufficient” mean in the reported figures?
New Atlas attributed the following estimates to N-Ark in 2023. The report offered limited implementation detail, so these should be read as company estimates rather than measured performance.
- Water: about 2 million liters consumed per year.
- Waste: 3,288 tons of garbage handled per year.
- Food: almost 7,000 tons produced per year.
- Power: 22,265,000 kW generated. The report gives no clear time basis for this power figure, so it cannot be treated as annual energy production or compared with annual consumption.
The report’s renderings showed solar panels and food-production facilities, but it did not explain in detail how the city would meet its resource needs. The figures alone do not demonstrate a balanced or independently verified system for energy, water, food and waste.

What is known about the schedule, site and feasibility?
The 2023 article did not disclose a location or budget. It described 2030 as an envisioned in-use target at that time; that date is not a verified current delivery schedule. The cited report does not establish current funding, permitting, construction progress or a detailed engineering plan, so Dogen City’s present status remains unverified.
For a proposal of this scale, meaningful feasibility evidence would include demonstrated structural and severe-weather engineering; independently explained resource balances; a defined site, permitting route and emergency access; funding and construction milestones; and credible operators for medical, data-center and transport services. The cited report does not supply those details.
