How to Check Whether Roof Flashing Was Replaced During a Roofing Project

Compare the signed scope with dated photos from before the flashing was covered, then reconcile the records by roof location.

Start with the signed roofing agreement and any approved changes, then compare the promised work with dated photos taken before the flashing was covered. Check each roof location separately—such as a chimney, sidewall, valley, skylight, or pipe penetration—because a finished roof surface usually cannot show whether concealed flashing was replaced. If the records leave a mismatch unresolved, ask the contractor for a written explanation or arrange a qualified independent inspection.

1. Make a location-by-location checklist

“Flashing” can mean different materials and details around different parts of a roof. List the locations relevant to your home and project, using the contract or roof diagram to guide you:

  • Eaves and rakes, including drip edge
  • Valleys
  • Sidewalls and roof-to-wall transitions
  • Chimneys
  • Skylights
  • Vents and pipe penetrations
  • Other details specifically identified in the project documents

These are examples for organizing the review, not a claim that every roof has each feature or that every component must always be replaced. Ask the contractor to identify what was replaced, what was reused, and the reason for any reuse.

2. Establish what the agreement required

Review the signed contract or proposal, specifications, roof diagram, product selections, and approved change orders. Look for language such as “new,” “replace,” “reuse,” “existing,” or an allowance or exclusion. Conditional wording—such as replacement only if deteriorated—also matters.

If an insurance estimate or supplement is part of the project, distinguish what it priced from what the final signed scope required. A general description such as “roof replacement” does not, by itself, establish that every flashing component was to be replaced.

3. Request evidence from before the flashing was covered

The most useful practical evidence is a set of contemporaneous, dated progress photos taken while the flashing was visible. Request original files, if available, with enough context to tie each image to a particular roof plane or feature. A location index plus both overview and close-up images makes the record easier to verify.

  • For each disputed location, ask for the date or project stage and an image showing where the detail is on the building.
  • Ask for close-ups showing the flashing before shingles, panels, siding, or trim concealed it.
  • Ask where any decision to reuse an existing component was recorded.

A photo of the completed roof may show visible edge metal, but it normally cannot establish what happened to concealed step flashing or counterflashing. An undated close-up without a clear location or project context is also limited evidence.

4. Reconcile the project records

Compare the photos with the signed scope and approved changes, then check them against the final itemized invoice and any product or delivery records available. No single closeout document necessarily answers every question about concealed work.

  • Itemized invoice: Check whether the listed work corresponds to the locations and components in the agreed scope.
  • Product or delivery records: Use these as corroboration where available; they do not, by themselves, prove where a material was installed.
  • Permit and inspection records: If a permit was required, request the permit number and inspection status. An inspection record can confirm that an inspection occurred, but what it establishes depends on the inspection’s scope and local process.

Requirements vary by jurisdiction. For example, the City of Bradenton’s roof inspection guidelines include a local photo requirement referring to sidewall flashing. That Bradenton, Florida, example should not be treated as the rule elsewhere. Check the local building department, permit conditions, approved plans, adopted code, and applicable manufacturer instructions for your project; the available guidance does not establish a universal rule requiring every flashing component to be replaced.

5. Ask the contractor to explain any mismatch

If a contract or invoice says flashing was replaced but the available photos appear to show older material—or if work promised in the signed scope is absent from the closeout records—send a concise written request identifying the locations and documents in question. Ask what was installed, what was retained, and whether a change was approved. Keep the reply and original project files with your records.

Consumer guidance from Diamond Certified on verifying a completed roofing project recommends reviewing an itemized invoice and product or parts list and walking through the work with the contractor against the agreement. Those records and explanations can help clarify what was done; they do not determine a particular homeowner’s legal or contractual remedy.

6. Use an independent inspection if the records are inconclusive

When relevant flashing is concealed and project records are missing or contradictory, consider a qualified independent roof inspector or appropriate roofing professional. Ask the inspector to identify each disputed location, explain the inspection method, and distinguish observed conditions from conclusions that cannot be verified without opening the assembly.

Do not climb onto a steep, wet, fragile, icy, or otherwise unsafe roof. Ground-level observations or attic access, when appropriate, may provide clues, but they should not be presented as proof that concealed flashing was replaced.
