Breaking Down Barriers to More Housing in Rural America

Rural housing affordability is shaped by more than a lack of new construction: building capacity, infrastructure, financing and home condition all matter.

Rural housing is increasingly difficult to afford, but the reasons vary by place: limited construction capacity, infrastructure costs, financing barriers and homes that need repairs all play a part. Between 2000 and 2023, real rents in rural areas rose 31.2%, while median real income for rural renter households rose 5.5%, according to the Council of Economic Advisers (CEA). Addressing the shortage means looking beyond new construction to the condition and financing of existing homes, and matching solutions to local needs.

How serious is rural housing affordability?

The CEA’s 2025 analysis shows a widening gap between housing costs and incomes. From 2000 to 2023, rural real house prices rose at more than six times the pace of homeowner incomes. Over the same period, homeownership fell by 3.2 percentage points among householders aged 31–35 and 3.8 points among those aged 36–40. These measures describe long-term national trends, not the conditions in every rural county. CEA, The Deterioration of Housing Affordability in Rural America

HUD’s Winter 2026 rural housing overview reports that, in 2021, 44% of rural renter households—5.6 million households—were cost burdened, meaning housing costs took a substantial share of income; 21.5% were severely cost burdened. These figures use 2021 data and should not be read as a 2026 estimate. HUD USER, Rural Housing

Why doesn’t rural construction simply catch up?

Building costs are shaped by more than the price of land. Rural land may be less expensive than urban land, but low-density development can make it difficult to spread fixed costs across enough homes. A project may also need to pay for infrastructure connections, transport materials farther, and recruit workers who must travel or relocate. In places with few local builders or construction workers, capacity itself can constrain how quickly projects move forward. These pressures differ by location; they should not be assumed to affect every rural community equally.

The scale challenge shows up in housing supply data. HUD’s overview reports that rural housing supply grew 1.7% from 2010 to 2020, compared with 12% in suburban areas and 9% nationally. Supply increased in 26 states and decreased in 24, underscoring that “rural America” is not one uniform market.

Why don’t vacant homes solve the shortage?

A vacant-home count does not necessarily represent homes available for year-round residents. HUD reports that roughly 47% of rural vacant homes are seasonal or vacation homes. Their location, intended use, condition or ownership may keep them out of the long-term housing supply, so vacancy rates alone can overstate how much housing is actually available to a household looking to move.

Affordability figures also depend on whether a unit is adequate. In 2023, HUD’s overview estimated 54 affordable units for every 100 extremely low-income rural renter households. When inadequate units were excluded, the ratio fell to 44. In the same year, more than 1.4 million rural homes were classified as inadequate, including 368,000 with severe problems such as deficient plumbing, heating or wiring. A nominally affordable home may not be a safe or workable option if it needs major repairs.

What prevents rural households from financing or repairing homes?

Housing access depends on the condition and financeability of existing homes as well as on construction. HUD identifies several barriers: fewer brick-and-mortar lenders in some places, borrowers with low or no credit scores, and title or physical-condition deficiencies that can make a home ineligible for a mortgage. Even when a home can be repaired, rehabilitation costs may exceed its expected value after the work, making conventional financing difficult to secure.

Manufactured and modular housing can offer another way to add homes, but it is not a plug-in solution. HUD notes zoning restrictions, complicated financing and delivery logistics among the barriers. Its overview says modular housing accounted for less than 4% of U.S. housing in 2023; that is a national figure, not a rural-specific measure.

Which public programs support rural housing?

HUD’s Winter 2026 overview identifies several USDA Rural Development programs that support homeownership, rental housing, farm labor housing and repairs. The appropriate program depends on the project and applicant; names alone do not establish eligibility. Program rules and funding can change, so applicants should confirm current requirements directly with USDA or the relevant administering agency.

HUD also identifies HOME and Community Development Block Grant resources as possible support for state and local repair programs. The Housing Assistance Council’s FY2024 activity summary reports that USDA obligated roughly 49,000 loans, guarantees and grants totaling about $7.7 billion, and provided more than $1.5 billion in rental assistance to approximately 212,000 rural renters. What policy changes are being proposed?

HUD’s state and local best-practices page, following Executive Order 14394 signed March 13, 2026, organizes recommendations around reducing costs, making land available and shortening timelines. Examples include reviewing fees, modernizing permitting, publishing approval requirements, reconsidering restrictions on manufactured or modular housing, and streamlining permit reviews. These are federal recommendations for jurisdictions, not evidence that every locality has adopted them or that the measures have produced results everywhere.

In a May 20, 2026 announcement, HUD Secretary Scott Turner said, “HUD is encouraging our state and local partners to take inventory of their regulations and policies and make changes that will lower the cost to build and enable more efficient housing supply growth.” The announcement expresses the department’s policy position; the effects of any local changes depend on implementation and local conditions. How should communities choose among solutions?

No single intervention addresses every barrier. Communities can compare options by asking what constraint is binding locally: construction cost, delivery time, low-density economics, infrastructure, credit access, housing quality or fit with local demand. Adding new homes may help where supply is tight, while repair and rehabilitation can preserve housing that already exists but is inadequate. Manufactured or modular housing may expand options where zoning, financing, transport and site infrastructure allow it. The strongest approach depends on local evidence about demand, vacancies, income, housing condition and project feasibility—not a broad assumption that every rural market needs the same remedy.
