What the Rotorua estimate does—and does not—say
Rotorua Lakes Council relayed government modelling that the number of buildings in Rotorua classified as earthquake prone could decrease from 66 to 40: 26 fewer under the new regime. This is a forecast, not a completed reassessment or a confirmed list of properties that have changed status. In its 21 September 2026 response, the council said it had not reviewed the register building by building for that enquiry and did not identify the properties expected to be affected. Rotorua Lakes Council’s response is the source of the local estimate.
A change in statutory classification is not proof that a building is earthquake-proof or that its physical risk is zero. The reform changes which buildings are managed under the earthquake-prone building (EPB) regime; it does not, by itself, establish the condition or safety of a particular structure.
When the new rules take effect
The Building (Earthquake-prone Buildings) Amendment Act 2026 passed in September 2026. MBIE says the new system starts on 1 July 2027. That is the effective date for the system, not a promise that every affected Rotorua building will automatically be reassessed or reclassified on that day. The building-level reassessment process is to be set out through the new methodology.

How to check a Rotorua building’s current status
- Search MBIE’s Register of earthquake-prone buildings. It records buildings territorial authorities have determined to be earthquake prone.
- Check Rotorua Lakes Council’s earthquake-prone buildings guidance for local information and instructions.
- If you own the building, confirm its assessment and status with the council before relying on the modelled Rotorua-wide reduction. The September 2026 response did not give a property-by-property list.
Owner options for assessment
Rotorua Lakes Council guidance describes two routes for an owner with an existing earthquake-prone evaluation. The appropriate choice depends on the building and the owner’s circumstances; confirm current process details with the council before commissioning work.

Rotorua Lakes Council’s Group Manager – Destination Development, Jean-Paul Gaston, said: “Existing earthquake-prone buildings may be eligible for reassessment under the Government’s new methodology once it is introduced, which could change their status.” Eligibility and the outcome depend on the applicable methodology and an individual building’s assessment; the council’s statement is not confirmation that any named building has changed category.
