Indigo Way in Blacktown is at the centre of a question facing housing planners across Sydney: should governments add social homes by rebuilding existing public-housing sites at higher density, or build on vacant government land and leave current homes intact? Homes NSW proposes replacing 16 freestanding houses on the street with about 134 social homes in two apartment buildings. The proposal is still in planning; the project page says feedback will inform its design before a State Significant Development Application is submitted, planned for late 2026.
What is proposed for Indigo Way?
Homes NSW identifies the site as 5–28 Indigo Way, Blacktown. Its proposal is for approximately 134 social homes across two buildings of four to six storeys, with shared outdoor spaces and a communal room. The agency lists the project status as Planning. The proposed homes are not completed supply, and the project page does not describe the proposal as having final development approval.
A separate NSW Planning Portal record lists demolition documentation for Indigo Way addresses, dated 28 August 2026, with an exhibition period running to 24 September 2026. That record concerns demolition documentation; it should not be read as approval of the full 134-home redevelopment. Homes NSW says it plans to submit an SSDA after considering design feedback, in late 2026. Homes NSW’s Indigo Way project page and the NSW Planning Portal describe distinct parts of the planning picture.
Why residents’ experience is part of the debate
The proposal is not only about the eventual number of homes. It also means existing tenants would need to leave while redevelopment proceeds, raising practical questions about timing, support, nearby accommodation and whether residents can return. In a contemporary report attributed to The Sydney Morning Herald, Indigo Way residents Louise and Gary Marchant described the uncertainty of leaving a long-standing home and a close-knit street. Louise has lived there for decades and cares for her granddaughter. Gary criticised the way the relocation was being handled.

Those accounts are residents’ descriptions of their experience, not a complete record of the relocation arrangements. The available project description does not specify each household’s move date, individual support, accessibility arrangements or return rights. Those details matter because relocation can affect care routines, neighbour support and connections to schools and services, even when a replacement project ultimately adds homes.
Two approaches to adding social housing
The policy dispute presents two broad choices: redevelop existing public-housing land at greater density, or build on suitable vacant government land while retaining existing homes. Each needs to be judged by more than its eventual headline total.

Greens housing spokesperson Jenny Leong argued that delivery could take up to 10 years and that public-housing numbers could fall before replacement homes were ready. That is her assessment, not a confirmed Homes NSW schedule. The available sources do not provide an independent comparison of the two approaches’ costs, net housing yield or tenant outcomes.
Waterloo South shows why totals need context
Waterloo South is a separate and much larger renewal proposal, not an extension of Indigo Way. It illustrates why a total home count and a tenure breakdown should be attributed to the source that gives it, rather than merged into a single supposedly settled figure.

The announcement’s “at least half social or affordable” description and the planning page’s minimum and maximum tenure parameters are different official framings. They should not be treated as an identical final breakdown. The Homes NSW page’s listed categories total 3,300 homes, but it remains a project description within a long staged renewal, not evidence that those homes have been delivered.

For residents and anyone assessing the construction proposal, the next useful information is specific: how feedback changes the design, what the SSDA ultimately proposes, and how relocation and delivery would be staged. Homes NSW says feedback will inform design before its planned late-2026 SSDA submission. The key issues to track include:
- Planning documents: the assessed scope, building form, access, shared spaces and conditions attached to any approval.
- Relocation arrangements: timing, nearby options, accessibility and care needs, support for each household, and whether return rights are clear.
- Construction sequence: when existing homes would be vacated, when demolition and building would occur, and when replacement social homes could actually be occupied.
- Net supply: whether the reported total accounts for existing homes removed and for any period when tenants cannot use the replacement homes.
- Tenure and management: which homes are social housing and who will own and manage them.
These questions distinguish a proposed yield from homes available to tenants, and a design objective from a delivered outcome. Homes NSW describes goals including tenant wellbeing, accessibility, sustainability and a mixed community for Waterloo South; those are stated aims, not proof of results, and do not resolve the specific relocation questions at Indigo Way.
