For many interior furniture and cabinetry projects, a well-documented waterborne finish is a reasonable lower-emissions option to investigate—but “water-based” does not mean harmless, zero-emission, or best for every job. Choose by comparing product-specific emissions information, performance for the intended use, broader environmental attributes, and current certification.
Start with the product’s emissions evidence
Ask the manufacturer for the technical data sheet (TDS) and safety information. Look for the product’s VOC content, how that figure was determined, and any application or ventilation requirements. The U.S. EPA notes that VOC and hazardous air pollutant (HAP) content can be documented through product testing or manufacturer documents. It also cautions that “low-” or “no-VOC/HAP” is not a definitive statement of a coating’s actual pollutant levels: the terms are often used for products that meet applicable limits, rather than to indicate a particular emissions level. That makes broad label language a starting point, not a complete comparison. Check the specific product and the basis for its claims; do not assume two products described as low-VOC have the same formulation or emissions profile.
How waterborne finishes compare
Waterborne coatings are one established category of lower-VOC/HAP coating technology. EPA also identifies UV-cured, high-solids, and powder coatings in this context. Waterborne finishes may be worth investigating for indoor furniture or cabinetry, but the category alone does not establish a product’s actual emissions, overall environmental impact, or suitability for a particular project.

Performance matters too. EPA’s 2000 report examined 25 manufacturing facilities that converted at least one primary coating step to a low-VOC/HAP technology. Its historical furniture-coating cases describe tradeoffs associated with waterborne conversions, including grain raise, changes in appearance, and slower drying. Some facilities addressed grain raise through coating combinations and sanding. Compare finishes against the job
Before selecting a finish, identify what the wood will face and what matters most in use. A finish that performs well on an indoor cabinet may not suit an outdoor surface or a frequently wetted worktop. Evaluate the product’s stated uses and requirements rather than choosing by finish family or marketing language alone.

- Exposure: Is the piece indoors or outdoors? Will it face water, cleaning products, chemicals, or frequent handling?
- Durability and upkeep: What resistance does the project need, and how often can the finish be maintained or renewed?
- Appearance: Will the finish change the wood’s color, sheen, or surface texture? Is grain raise a concern?
- Application: Check drying time, preparation, sanding, ventilation, and other instructions in the product documents.
- Emissions documentation: Compare product-specific VOC information and the stated test or documentation basis—not just “low VOC” or “water-based” wording.
Look beyond VOCs
VOC content is one consideration, not a complete measure of environmental performance. EPA’s greener-coatings guidance also points to reducing toxic ingredients, durability, recycled content, alternative materials, and take-back or recycling options for unused paint. Durability can matter to the choice because the finish must work for the intended service, while ingredient and end-of-use considerations broaden the comparison beyond emissions at application. The available evidence does not establish a universal life-cycle ranking of waterborne finishes against oil, wax, shellac, or other finish families. Avoid treating “natural” or a particular finish type as proof that a product is greener overall.

Use certification as a screening tool
Green Seal’s GS-11 standard covers wood stains, finishes, and sealers. Its current standard page says the revised edition includes PFAS-free formulation criteria; products certified under the prior edition must comply by March 11, 2027. Green Seal GS-11 standard.
Certification can help narrow the options, but verify the exact product in Green Seal’s current product directory and confirm which standard edition applies. A standard covering wood finishes does not mean every finish—or any particular product—is certified.

A practical selection checklist
- Define the use. Note the wood item’s location, exposure to water or chemicals, appearance requirements, and expected maintenance.
- Shortlist suitable products. Check that each manufacturer describes the finish for the project’s use and provides application and safety instructions.
- Compare documentation. Review each TDS for VOC content and the basis of the claim. Treat “low VOC” and “water-based” as prompts to check details, not as a complete environmental verdict.
- Check broader criteria. Consider durability, toxic-ingredient reduction, recycled or alternative materials, and options for unused-product take-back or recycling.
- Verify certification and disposal. Confirm current certification for the specific product, then follow the product label and local rules for leftover finish and containers.
What the evidence can—and cannot—establish
EPA’s coating-conversion report is historical and focused on furniture manufacturing, while its technical demonstration of below 10 g/L VOC concerned particular clear and white-pigmented two-component water-based epoxy topcoats. That figure is specific to those formulations and the report’s conditions; it is not a general value for water-based wood finishes or a statement of current market performance. The available sources do not provide a current, product-by-product comparison or a life-cycle assessment that would establish one finish family as the overall winner.
Product availability and rules also vary by country and application. Use the manufacturer’s current documents and the requirements that apply where the finish will be used.
