Before buying cement, match the product to the project specification and exposure conditions. Then verify its standard and required certification, check the bag or shipment identification and condition, ask about manufacture date and storage, and compare only products that meet the same requirements. Cement types and certification marks vary by jurisdiction, so a brand name or familiar-looking mark alone does not establish suitability.
1. Start with the project specification and exposure
Ask for the written project specification or approved mix-design requirements before ordering. Confirm whether the work calls for Portland cement, blended hydraulic cement, or a specialized product, and identify the required type or class, performance provisions, and exposure conditions. For structural work, if the required cement is unclear, ask the project engineer or follow the project documents and local building requirements rather than selecting a product by brand claim.

General-purpose cement is intended for applications that do not require special properties; it does not override the project specification. For example, the American Cement Association identifies Type II or Type V Portland cement, and blended cement marked MS or HS, as options for sulfate exposure. 2. Check the applicable standard, type and edition
Read the product designation on the packaging and supplier documents, then compare it with the standard named in the project requirements. Standards are not interchangeable across countries or product categories, and the project may specify a particular edition.

- United States examples: ASTM C150/C150M covers Portland cement types. ASTM C595 covers blended hydraulic cements. In the ASTM system, Type I is for general use, Type II is associated with moderate sulfate resistance, and Type V with sulfate resistance. - India: Check the appropriate Indian Standard for the specific cement product and the applicable Bureau of Indian Standards (BIS) certification requirements. 3. Verify the manufacturer, product and conformity marking
Check the bag and supplier paperwork for the manufacturer, product identity, cited standard and the certification or conformity marking required where the cement is being sold. Confirm that licence or certificate details apply to that product, not merely that a logo appears on the package. In India, for example, BIS guidance for IS 18189:2023 describes how the Standard Mark is presented on covered cement packaging; the requirements depend on the product standard and jurisdiction. Also check required package particulars, including net quantity and lot, batch or date information where applicable. Exact marking requirements differ by standard and location, so use the applicable standard and project quality plan as the checklist.
4. Inspect the bags or bulk shipment before acceptance
Bagged cement
Before accepting delivery, check that the bags are intact and legible, the product type and net quantity match the order, and required markings and batch or date details are present. Query or reject bags that are torn, damp, caked, contaminated or otherwise damaged. Appearance is not a definitive quality test: if material is questionable, ask the supplier or project quality-control team to assess it rather than deciding on suitability by sight alone.

Bulk cement
For bulk deliveries, obtain shipment identification and the certification or test documents required by the contract and local standards. Keep delivery records that connect the shipment to the supplier and product batch. There is no single document checklist established for every jurisdiction and contract; follow the project quality plan.
ASTM C150/C150M describes weather-tight storage intended to protect cement from dampness and minimize warehouse set. That makes signs of moisture or poor handling worth investigating before material is incorporated into the work.
5. Ask when it was packed and how it was stored
Ask the supplier for the manufacture or packing date, storage conditions and the manufacturer’s recommendation for that product. Keep cement dry, off damp surfaces and protected from weather and moisture; follow the project’s stock-rotation and quality-control procedures. Do not treat a single age limit as a universal cement expiry rule.

A 2024 BIS cement engineering committee document discusses a suggested best-before period of three months from packing for the specific cement covered by IS 455, and addresses testing older cement. This is product-specific guidance, not a general shelf-life rule for all cement. Check the relevant product standard and manufacturer instructions for the cement you are buying. Compare price and availability only after confirming that each option meets the same project requirements. A lower-cost product that does not match the specified type, standard or performance is not an equivalent offer.

Availability can affect planning: the American Cement Association advises checking locally because some cement types are not available everywhere. Confirm supply before finalizing an order or schedule.
Do not confuse cement age with concrete strength testing
The American Cement Association describes 28 days as standard practice for measuring concrete compressive strength. That is a concrete testing convention; it is not a cement bag’s age, an expiry period or a guarantee of the strength of concrete made with a particular cement.
