Cement is suitable for refinery or industrial construction when the selected cement and complete concrete mix meet the structure’s performance needs, placement conditions and specific exposure risks. There is no universal “refinery cement”: sulfate resistance, heat of hydration and contact with process chemicals are separate considerations, and the project specification and adopted code should govern the choice.
Start with the exposure, not a cement label
Before selecting materials, identify the required service life and the concrete’s expected macro- and micro-exposure conditions. For refinery foundations, slabs, equipment supports and drainage structures, consider where concrete may contact soil, groundwater, washdown, heat or process chemicals. Then check the contract specification, locally adopted code and required acceptance tests. ASTM standards include both prescriptive and performance-based approaches, and the edition named in the project documents—not an assumed latest edition—controls.
Which cement properties may matter?
Sulfate resistance
Sulfate exposure is a specific concern, often involving soil or groundwater. ASTM C150/C150M-24 identifies Type II for general use, especially where moderate sulfate resistance is desired, and Type V for high sulfate resistance. These categories address sulfate resistance; they do not establish broad resistance to every chemical found at an industrial site.

ACI describes sulfate attack as chemical or physical reactions involving sulfates and concrete or mortar. Its guidance identifies Type II, Type V, and pozzolans or slag with known sulfate resistance as possible precautions. The project team also needs site sulfate characterization and to meet applicable limits on the water-cementitious materials ratio. A cement designation by itself is not a complete durability specification. See ACI’s sulfate-exposure guidance.
Heat of hydration
Heat of hydration is a separate property to consider when placement geometry and thermal requirements make temperature rise relevant. ASTM C150/C150M-24 identifies Type II(MH) for moderate heat of hydration with moderate sulfate resistance, and Type IV for low heat of hydration. ASTM C595/C595M-26 also includes blended cement categories with moderate- or low-heat properties. The project engineer should determine whether a heat designation is needed for the placement.

Other industrial chemicals
Acids, alkalis, salt solutions and organic chemicals can cause physical or chemical attack. The right response depends on the actual agent and conditions, including concentration, temperature and duration of contact. ACI addresses these exposures and protective treatments separately in its guide to protective treatments for concrete. Do not treat sulfate-resistant cement as a general-purpose chemical barrier; specify any coating or liner for the exposure it must withstand.

Descriptions above reflect the editions cited; confirm the governing edition in the contract documents. ASTM also cautions that cement types may not be stocked in every area, so confirm local availability and supplier submittal data before finalizing the specification.

Why the whole concrete mixture matters
Cement is one binder ingredient, not the finished concrete. Durability also depends on mixture proportions, water-cementitious materials ratio, construction and curing, as well as exposure protection. For sulfate exposure, ACI’s guidance expressly pairs appropriate cementitious materials with mixture limits. For chemical exposure, the specified concrete and any protective system must be suited to the actual contact conditions.
In practice, the specification should tie material requirements to the site investigation and structural details, then set the applicable placement, curing, testing and protection requirements. The cement type alone cannot compensate for unsuitable mixture design or construction.

What to establish before specifying cement
- Site chemistry, including sulfate conditions in soil or groundwater and the identity of any process chemicals that may contact concrete.
- Contact conditions such as concentration, temperature, duration, and whether exposure is continuous or intermittent.
- Structural and placement requirements, including whether early strength or heat-of-hydration control is relevant.
- The adopted code, contract specification, required testing and acceptance criteria.
- Local supply and product submittal information for the cementitious materials under consideration.
Without those project details, naming a final cement type would be premature. The appropriate selection is the one that satisfies the governing requirements for the identified exposures and the concrete placement—not a product described simply as “industrial” or “refinery” cement.
