Compare cement grades only within the same governing standard and test method. ASTM C150 classifies Portland cement by type and specified properties; EN 197-1 uses numeric strength classes based on standardized mortar tests. Neither label is the design strength of the concrete in a structure. Choose cement to meet the project specification, exposure conditions, mix design and verified product documentation.
First identify the governing standard
Cement designations are not universal. The American Cement Association says, “There is no universal international specification for portland cement” (Cement & Concrete FAQ). Start with the country or jurisdiction, adopted code and project specification; then confirm which cement standard and edition they require.
For example, ASTM C150/C150M-24 is an active specification for Portland cement that sets chemical and physical requirements and references multiple test methods (ASTM C150/C150M-24). ASTM C595 covers blended hydraulic cements, while ASTM C1157 covers hydraulic cements; these are separate classifications, not alternate names for C150 types (American Cement Association: Cement Types). Availability of particular cement types can vary by location.

ASTM C150: type and specified properties
ASTM C150 uses cement types and requirements rather than the EN numeric strength-class naming system. The American Cement Association describes Type I as general purpose and Type II as for general use, especially where moderate sulfate resistance is desired (American Cement Association: Cement Types). The type alone does not establish the strength of concrete made with that cement.

EN 197-1: numeric mortar strength classes
An overview of EN 197-1 describes ordinary strength classes 32.5, 42.5 and 52.5, with N and R subdivisions for early strength (Cement Equipment: EN 197-1 cement classes). These designations relate to standardized cement mortar testing under that system. The overview is secondary guidance, so check the applicable official edition and product documentation for exact thresholds and requirements.
Concrete strength: a separate design and test result
Structural concrete strength belongs to the designed concrete mixture, not to the cement class by itself. The American Cement Association identifies 28 days as standard practice for measuring concrete compressive strength (Cement & Concrete FAQ). Concrete test results therefore need to be assessed as concrete results, separately from cement mortar class data.

Compare two products on matching evidence
Use these checks for each candidate product. If the information is missing or based on a different standard or test basis, treat the comparison as unconfirmed rather than inferring equivalence.
- Standard and edition: Confirm whether the specification calls for ASTM C150, ASTM C595, EN 197-1 or a locally adopted equivalent, and verify the edition.
- What the designation classifies: Record whether it is a type/property designation or a numeric strength class.
- Test basis and age: Check specimen, method and test age. Compare strength values only when these match under the applicable standard.
- Early strength and special performance: Check early-strength subdivision, sulfate resistance, heat of hydration or other specified properties only where the standard and product documentation establish them.
- Project acceptance: Confirm local approval and conformity documentation, then assess the product against exposure conditions, placement and curing plan, and the project’s concrete mix design.
- Concrete verification: Review the concrete mixture design and its test results independently of the cement’s mortar class.
Why 42.5 is not directly comparable with Type I
“42.5” is a numeric class in the EN 197-1 system; “Type I” is an ASTM C150 type designation. They describe cement under different classification systems, so the labels alone do not support a one-to-one strength conversion or establish which cement will produce stronger structural concrete. Compare full product documentation against the project’s governing requirements instead.

How to select for a structural project
- Read the structural and materials specifications to identify the required cement standard, edition, properties and local approval conditions.
- Ask the supplier for the product’s conformity documentation and technical data for the exact cement being offered.
- Have the project engineer assess whether that product meets the specified exposure and performance needs.
- Evaluate the proposed concrete mix design and concrete test results against the specified structural strength and construction requirements.
The suitable cement type or class for a particular structure cannot be determined from a grade label alone. It depends on the jurisdiction and adopted code, project specification, exposure, mix design and supplier documentation.
