The approvals depend on the project’s state and locality, school type and ownership, scope of work, funding pathway, and site conditions. A project may need both state school-facilities review and local approvals, including land-use, building, fire, utility, or environmental sign-offs. Confirm the project’s authorities having jurisdiction (AHJs) and their current requirements before fixing the schedule or starting work.
Start by identifying the approval pathway
Before design is far along, establish who reviews the project and which rules apply. A public school, charter school, private school, higher-education facility, or federally owned or funded project may follow a different pathway. State education or school-facilities agencies may have a role alongside local planning, building, and fire authorities; the responsible agencies vary by jurisdiction.
- Define the project: record the site, owner and school type, work scope (new building, addition, renovation, or demolition), and known funding or state-program involvement.
- Ask the state school-facilities or education authority: confirm whether school-specific planning, funding, plan review, permits, or inspections apply.
- Contact local authorities: ask planning, building, and fire departments which land-use approvals, permits, inspections, and closeout documents they require. Include utility and environmental agencies where relevant.
- Get the requirements in writing: identify the plan and permit submissions, review sequence, inspection assignments, and conditions that must be met before construction or occupancy.
Utah’s State Board of Education states, “School construction, maintenance and operation must comply with all applicable building codes.” Which codes apply and who enforces them depend on the project location.
Screen the site and land use before committing to a schedule
Site constraints can change the design and approvals, so evaluate them early. Check zoning and site-plan requirements, access and traffic, utilities, geologic and flood hazards, and potential historic, wetland, habitat, or other resource concerns. The U.S. Environmental Protection Agency recommends evaluating candidate school sites for onsite and offsite contamination and other environmental or public-health hazards before making a final location decision. State and tribal environmental processes differ.

- Ask the planning authority whether the proposed school use and site layout comply with local land-use rules.
- Determine whether access, traffic, utility connections, grading, or other site work needs separate review or permits.
- Check whether site conditions could trigger environmental review or permits, including for wetlands or other waters, contaminated soil or groundwater, threatened species, or historic resources.
Do not assume that an environmental process is either required or exempt based only on the project type; the site and proposed work determine what must be checked.
Secure school-specific plan approvals and construction permits
Some jurisdictions require school-specific approval before construction, in addition to local permits. The sequence matters: an agency may require planning documents or a letter of intent early, while a building permit may not be issued until final plans and supporting information have been reviewed.

These examples show why a checklist from another state—or even another project type—cannot establish your project’s requirements. For example, New York’s 2026 Manual of Planning Standards calls for a Phase I Environmental Site Assessment for new building construction and additions greater than 10,000 square feet. That threshold is New York-specific, not a nationwide standard.
After confirming the school-specific pathway, ask each relevant authority which permits are needed before work begins. Depending on the project, these may include building, site-development, demolition, grading, utility-connection, fire-protection, street or driveway, and environmental permits. The applicable agencies and permit list depend on location and scope. New York City’s educational and institutional checklist, for example, says project approval is required before work begins and warns against proceeding without a permit.

Determine whether environmental permits or reviews are triggered
Construction stormwater
EPA’s construction stormwater guidance, updated August 10, 2026, says permit coverage generally applies when construction disturbs at least one acre, or disturbs less than one acre as part of a larger common plan that ultimately disturbs at least one acre. Whether coverage is required also depends on the applicable permitting program and discharge circumstances. EPA or an authorized state or tribal agency administers coverage; project operators may need a Stormwater Pollution Prevention Plan under the applicable permit.
Have the project team verify the disturbance area, whether it is part of a larger common plan, the discharge facts, and the current permit program with the relevant agency. Do not treat the threshold alone as a complete determination.

Other site-related processes
Potential effects on wetlands or waters, contaminated soil or groundwater, threatened species, or historic resources may require additional review or permits. State environmental review may also apply. These processes are site- and jurisdiction-specific, so obtain agency direction rather than assuming the project is covered or exempt.

Inspection requirements come from the approved plans, permits, applicable code, and AHJ directions. Build a written inspection schedule before construction and coordinate who requests each inspection, when the work must be ready, and what records must be retained. Do not treat a typical checkpoint list as a universal requirement.

- Building systems and access: possible checkpoints include mechanical, electrical, and plumbing systems, along with accessibility requirements.
- Special inspections: determine from the approved documents and AHJ which special inspections apply, who is responsible for arranging them, and how results must be submitted.
- Final inspections: confirm required building and fire inspections and any other agency sign-offs before closeout or occupancy.
New York City’s registrant checklist illustrates staged coordination of department inspections and special inspections. It is an example of local enforcement, not a nationwide list of mandatory inspection stages.
Complete closeout before occupancy or reopening
Before treating the project as complete, follow the permit and agency requirements for final inspection, sign-off, and occupancy. Assemble the records the responsible authorities require, which may include passed inspection reports, approved change documents, test or commissioning records, as-builts or certifications, fire and life-safety sign-offs, and final building or occupancy documentation. New York’s facilities-planning guide calls for a fire inspection and report at substantial completion for a new building or addition; New York City’s owner checklist says required inspections and sign-offs must be completed to close the permit.
What to give the authorities to get a project-specific checklist
A definitive approval list cannot be determined without the project details. When contacting state and local agencies, provide:
- the site address and parcel, if available;
- the school’s owner and type, such as public, charter, private, or higher education;
- the work scope and approximate project area;
- known funding sources or participation in a state program;
- site conditions or proposed disturbance that may affect environmental review; and
- the anticipated design, construction, and occupancy schedule.
Ask the agencies to identify required submissions, permits, inspections, responsible inspectors, sequencing, and final sign-offs for that specific project. A licensed architect, engineer, or code consultant can help prepare and coordinate submissions, but agency confirmation determines the applicable requirements.
