“Most ambitious” is an editorial judgment, not a technical ranking. New Atlas’s 28 December 2025 roundup presents ten projects in no particular order, spanning Saudi Arabia, Europe, the United States and Japan—and mixing work underway with more speculative proposals. One project offers a particularly clear measure of ambition delivered: Osaka’s Expo 2025 Grand Ring, officially completed and handed over in February 2025.
What makes an architecture project ambitious?
Scale is only one measure. A project may be ambitious for its structural approach, materials, intended public use or the difficulty of delivering it. Status matters just as much: a proposal is not a construction site, a topped-out building is not necessarily complete, and a projected opening date is not proof that a project opened.
New Atlas’s selection is an inspiration-led roundup rather than a like-for-like comparison. Its page establishes the scope of its own editorial choices, but does not independently verify every project’s status or provide a common set of figures for comparing cost, carbon, schedule or social value. A completed example: Expo 2025’s Grand Ring
Osaka’s Grand Ring shows how a bold architectural idea can also serve a practical role on a live construction site. Conceived by architect and Expo site design producer Sou Fujimoto, the ring was designed as both a route around the Expo venue and shelter from rain, wind and sun. Its design combines modern construction methods with traditional Japanese nuki joints, a technique used in shrine and temple construction.

The Japan Association for the 2025 World Exposition announced completion and handover on 28 February 2025. Construction at the Expo site began on 30 June 2023; the approximately 2 km circumference was completed on 21 August 2024, ahead of the formal handover. How 2025’s completed skyscrapers put scale in context
Architecture ambition is not limited to timber structures or cultural venues. The Council on Vertical Urbanism’s 2026 Trends & Forecasts report says 141 buildings at least 200 metres tall were completed in 2025, 2.2% more than in 2024. The tallest building it identifies as completed that year was New York’s JPMorganChase Tower, at 423.06 metres. The same report records 2,596 completed buildings at least 200 metres tall through 2025, and 393 buildings over 200 metres under construction or topped out. How to read a 2025 project roundup
- Check the status. Look for an official completion or handover announcement before describing a project as built.
- Separate forecasts from outcomes. ArchDaily’s 11 December 2024 preview covered buildings expected to open or complete during 2025, including cultural buildings, airports, station redevelopment and mixed-use projects. A pre-year forecast does not establish that any project ultimately opened on time. [ArchDaily, 11 December 2024]
- Compare on the right criteria. Depending on the reader’s question, relevant measures include verified physical scale, structural or material innovation, public use, environmental claims, status and schedule reliability. The cited sources do not supply a consistent dataset for scoring the projects across all these dimensions.
