Singapore is still backing local food production, but vertical farming is no longer framed by the original 30-by-30 goal. The 2019 aspiration to produce 30% of food consumed locally by 2030 was replaced in November 2025 by Singapore Food Story 2, a broader strategy focused on keeping supplies sufficient during disruptions. In October 2026, the government said less than 10% of food consumed in Singapore was produced locally and that it was reviewing how to target local production more effectively.
What happened to Singapore’s 30-by-30 food goal?
It began as an aspiration, not a vertical-farming quota
Singapore launched 30-by-30 in 2019 as an aspiration to produce 30% of the food it consumed locally by 2030. It was part of a wider push to strengthen domestic food production, not a target for vertical farms alone. Local farms, research, infrastructure, technology adoption and demand for local produce all formed part of that effort.
The policy frame changed in 2025
In November 2025, Singapore Food Story 2 replaced the 30-by-30 aspiration with a wider food-resilience approach. The change reflects a shift from a single national production percentage to the broader question of how to maintain sufficient supply when disruptions occur. In an October 2, 2026 parliamentary reply, the Ministry of Sustainability and the Environment (MSE) said less than 10% of all food consumed in Singapore was produced locally and that the government was reviewing local production to address challenges more effectively.
The MSE described 30-by-30 as an aspiration conceived before COVID-19, when business conditions were more favourable. It cited a more uncertain global outlook, high energy costs for alternative proteins and low consumer acceptance of those products among the factors affecting the landscape. That account is about local production and food resilience broadly; it does not establish that vertical farming alone caused the target to be changed or can replace it.

What counts as vertical farming in Singapore?
The Singapore Food Agency (SFA) describes indoor farms as growing produce in enclosed environments. They often use multi-tier or vertical systems, artificial lighting and recirculating hydroponics. SFA says Singapore’s first indoor farm was established in 2014. Vertical farming is one type of local agriculture, not a synonym for every indoor, rooftop or land-based farm.

Stacking growing area is a way to make more productive use of constrained land. It also means the farm depends on engineered growing systems rather than relying only on a plot of land and natural light. SFA publishes technical resources on light-use efficiency and LED grow lights, underscoring that lighting performance is a practical design and operating concern.

Why does vertical farming matter to construction?
A vertical farm is an agricultural operation housed in a controlled environment. Its growing area, lighting and water-delivery approach have to work together inside a building or purpose-built structure. For construction and building-services decisions, that makes the relevant questions broader than how many levels can fit on a site: the facility must accommodate the growing system and its operating requirements, while design choices can affect how efficiently the farm uses space and energy.
The distinction matters because a tall stack of growing trays is not, by itself, evidence of a productive or economical building. A meaningful comparison would need to look at productive area and output, crop mix, energy demand and lighting efficiency, water use, capital and operating costs, and how reliably the farm can supply buyers. The official material cited here does not provide a Singapore-wide comparison of vertical farms’ energy, carbon or unit costs against imports or other farming systems. Nor does it give a vertical-farm-specific national energy bill.

What is the government supporting?
Public support covers the wider agri-food sector, not vertical farming alone. The figures below describe broader funds and research commitments; they should not be read as money awarded exclusively to indoor farms.

In its October 2026 reply, MSE also described support through land and infrastructure, efforts to improve energy efficiency and productivity, and measures to increase demand for local produce. These are components of the broader local-production effort, rather than a guarantee that any particular farm will be commercially successful.

How are farm-land terms changing?
Recent changes to the Singapore Agri-Space Sales programme adjust timelines for successful tenderers, rather than changing every farm lease in Singapore. SFA’s stated terms for successful tenderers in the 2026 programme are:
- The project-completion period was extended from three years to five years.
- The time to reach declared potential production output was extended from five years to eight years.
- From September 1, 2026, farms may apply to diversify across specified key food types to meet declared output on a 1:1 tonnage basis, subject to approval.
These changes give qualifying tenderers more time and, where approved, flexibility in which specified food types they produce. The programme terms do not establish that all farms have the same conditions or that every farm can diversify.

What does a Singapore farm example show—and not show?
At Green Harvest’s official opening on October 24, 2023, Senior Minister of State Dr Koh Poh Koon said the farm’s 2-hectare hydroponic glass greenhouse was projected to produce up to 1,500 tonnes of leafy vegetables a year. That is an announced projection, not independently verified current production. Koh said the farm used a recirculating Mobile Gully System and described it as using less water than traditional methods; that statement concerns this farm and should not be generalized to all vertical farms.
Koh also described the projected yield as around four tonnes per day and more than five times the average productivity of traditional farming methods. The opening speech did not provide the comparison methodology, so those figures are best understood as claims made by the minister at that event, not universal benchmarks for vertical agriculture.
Can vertical farms secure Singapore’s food supply?
They can contribute to local production, but the available figures show why food security cannot be judged by a single national percentage or by one farm’s projected capacity. MSE reported in 2026 that local production supplied more than 30% of local hen-egg consumption and more than 50% of local beansprout consumption, while less than 10% of all food consumed was produced locally. Domestic production shares vary substantially by food type.
Indoor and multi-tier systems offer one response to limited land and can control growing conditions. Whether a particular farm makes a strong contribution to resilience also depends on its actual output, the crops it grows, its operating economics, reliable demand and how it performs when supply is disrupted. The official material cited here does not establish nationwide unit economics, company-level financial results, or whether local vertical produce is cheaper or more resilient than particular imports. A projected production capacity is not proof of realized output or sector-wide commercial viability.
