Todd Weaver’s rise began with a construction-site job at age 12 and grew through education, industry experience, a company launch, and a difficult recovery from the 2008 recession. Forbes Europe reported nearly $400 million in revenue for the group in 2025 and estimated it could approach $1 billion in 2026; that 2026 figure is a forecast, not a confirmed result.
How Weaver got his start in construction
In 1984, when Weaver was 12, contractor Bob Clark offered him $4 an hour to weed, pick up trash, and do other odd jobs at a construction site, Forbes Europe reported. Clark also expected him to attend school and complete his homework. Weaver said he wanted to work because his mother was ill: “I knew I needed to do something to help my mom,” who had diabetes and cancer.
The job brought Weaver into a construction environment early, but it was only the beginning of his path. He attended the University of Missouri–St. Louis, played basketball, and studied marketing and construction management, according to Forbes Europe. He later worked at engineering firms and returned to Clark’s company, Clayco.
Launching Legacy Building Group
Weaver launched Legacy Building Group in 2002 with a $150,000 loan from Clark, Forbes Europe reported. Weaver said he repaid it in six months, joking that Clark “was worse than a friggin bank.” TW Constructors’ official history also dates Legacy’s founding to 2002 and says it later evolved into TW Constructors.

The company’s early mission included creating construction opportunities for underserved communities. Over time, the business expanded into mechanical contracting. Today, TW Constructors describes DGN Enterprise LLC as the holding structure that brings its affiliated companies together. Clark described Weaver as a “full and equal” family member, while also saying, “I don’t believe in generational wealth.” Both remarks were reported by Forbes Europe.
The 2008 recession nearly brought the business down
Weaver’s growth was not a straight line. Forbes Europe reported that the company came close to bankruptcy during the 2008 recession and that Weaver faced $2.5 million in debt. According to that account, he cut costs and used business relationships to secure support, including a financing arrangement involving Dave Steward and loans from 11 individuals. These details are reported by Forbes Europe; TW Constructors’ official pages do not independently document the financing or debt figures.

Data-center work helped expand the business
Forbes Europe reported that the company served clients including Google, Microsoft, Apple, and Eli Lilly, and identified data-center servicing and upgrades as growth drivers. TW Constructors’ own data-center page describes work on new facilities and upgrades, including power and cooling systems, secure climate-controlled space, and facility improvements.
Those services address demanding infrastructure needs: data centers depend on reliable power, cooling, and controlled environments to operate. The company’s page describes its service areas, but does not establish independent performance results or disclose how much revenue came from data-center projects.

What the revenue figures do—and do not—show
Forbes Europe reported nearly $400 million in group revenue for 2025 and estimated revenue could reach nearly $1 billion by the end of 2026. The 2025 figure is reported historical revenue; the 2026 figure is an estimate, not an audited or confirmed year-end result. TW Constructors’ official company pages corroborate the business history, affiliate structure, and data-center focus, but do not publish those financial figures.
The reported trajectory reflects several parts of Weaver’s career: an early introduction to construction, relevant education and industry work, the creation of Legacy, cost-cutting and relationship-building during a severe downturn, and later expansion into complex infrastructure projects. The available accounts support that sequence, but they do not isolate the contribution of any single factor to the company’s growth.
