First confirm that your local authority will allow the container to be occupied as an office. A storage container’s exemption or simplified approval does not automatically cover office use. Identify the intended occupancy before ordering or modifying a unit, then confirm the permits, trade approvals, safety provisions and removal date that apply to your site.
1. Confirm office use and approvals before ordering
Ask the local building or planning authority how it classifies the proposed unit: for example, as a temporary building, temporary works, modular office or another category. Confirm what applications, drawings, inspections and trade permits are required, and how long the unit may remain on site. Check requirements for fire safety, electrical work, zoning and occupancy as well as the structure itself.

Rules vary by jurisdiction and intended use. Portland illustrates why it is important to ask: its Building Code Guide 96-11: Cargo Containers, revised August 18, 2026, covers storage-only containers and excludes offices, lunchrooms and similar occupancies from its simplified provisions. It directs other uses to applicable building-code requirements. The guide also says mechanical, electrical and plumbing trade permits are required in Portland even where a building permit is not. These are Portland-specific rules, not a general permit checklist for other locations.
Choose an office-ready unit or adapt a cargo container
Compare a purpose-built temporary site office with a cargo container that can lawfully be converted. An office-ready module may arrive with features intended for occupied use; a conversion may call for more authority review, structural design and qualified trade work. Neither option guarantees approval or a lower total project cost.

2. Select a safe position and prepare the ground
Walk the proposed location with the people who will use it and those responsible for site traffic. WorkSafe New Zealand advises keeping containers away from vehicle and plant operations where practicable, preserving visibility for operators and pedestrians, and providing safe entry and exit without opening directly onto a high-traffic route. Choose a well-lit position, particularly if workers will arrive or leave at night.
- Use stable, level ground with good drainage so the unit is less likely to sink or collect water.
- Avoid banks, gully bottoms, waterways, recently disturbed ground and underground services.
- Consider prevailing airflow, strong winds, nearby trees and other weather hazards. Wind can make doors difficult to control; provide a safe way to latch them open when needed.
- If leveling material is required, secure it against accidental displacement.
- Keep the approach route, emergency exit and doors clear, and consider security and lone-worker access.
Do not choose support spacing, foundation depth or tie-down details by rule of thumb. Ground conditions, exposure and unit design affect what is appropriate; use the applicable local requirements and qualified design advice.

- EASY TO ASSEMBLE, SHIPS FLAT & RECYCLABLE: Simple fold-and-tape design allows quick setup at packing stations, warehouses, offices, or home-based businesses. Boxes ship flat for efficient storage, shipping, storage, and moving household items.
3. Plan delivery, lifting and access
Treat delivery and pickup as lifting operations. Before the unit arrives, prepare its landing position, notify affected workers and establish an exclusion zone. Check overhead power lines, trees and other obstacles along the delivery and lifting route.
WorkSafe New Zealand identifies side loaders, truck-mounted cranes and heavy forklifts as examples of plant designed to move containers. Use suitable equipment operated by a trained, competent and qualified operator. Confirm that attachments are maintained and certified where required, and use a spotter if the operation calls for one. If a container must be moved while loaded, secure its contents and open the doors carefully because unsecured items may fall.
Separate the normal pedestrian approach from plant movements where practicable. Ensure access is well lit and does not obstruct the exit. Arrange a safe way to hold doors open while people are inside. Portland’s guide specifies a 3-foot by 6-foot-8-inch minimum egress door for containers within its scope; that is a Portland example for the guide’s covered use, not a universal office-door dimension.

4. Get competent review of supports and modifications
Supports, anchorage and alterations must suit the site, the unit and its intended use. A standard cargo container or a set of improvised blocks cannot be assumed adequate for every soil condition, wind or seismic exposure, opening, stacked arrangement or load-bearing use.

It states: “The law says any temporary structure must be designed, installed and maintained to withstand any foreseeable loads which may be imposed on it and that it be only used for the purposes for which it was designed, installed and maintained.” This is UK guidance and should not be treated as the law in other jurisdictions. The HSE describes appointing a temporary works coordinator as an effective management approach and says all but the simplest cases will need a design with calculations. WorkSafe New Zealand advises seeking a suitably qualified engineer when containers are stacked, carry loads or form part of another structure.
Get the applicable authority and qualified designer to review new doors, windows, service penetrations, joined units, stacking and connections before work starts. These changes can affect structural and fire performance. The applicable code and design—not a storage-container precedent—determine the supports and alterations suitable for an office installation.

5. Fit out for people who will work inside
For extended occupancy, plan effective lighting, ventilation, heating and cooling. Size and select systems for the local climate, number of occupants, duration of use, equipment heat and applicable local requirements. U.S. OSHA’s construction standards index identifies requirements concerning ventilation, temporary heating, electrical installations, fire prevention and exits; check the rules that apply to the project and location.
Electrical work and lighting
Use an appropriately licensed electrical worker where local rules require one, and have the installation meet the applicable electrical regulations and standards. WorkSafe New Zealand cites AS/NZS 3000 and the construction-site standard AS/NZS 3012 as New Zealand examples; they are not universal requirements. Provide effective lighting for normal work and safe access, including after dark if the office will be used then.

Keep the exit clear and plan fire protection for the occupied unit and its actual hazards. WorkSafe New Zealand suggests considering smoke alarms and fire extinguishers; its guidance does not prescribe a universal model or installation requirement. Check local rules and site-specific fire arrangements, and do not operate a barbecue inside the container.
