Your estimate has to come from the authorities that will review your specific project, and it should separate permit fees from other approval costs and review time from the full path to issuance. Build a cost range from the current local fee schedule and a schedule range from local queue data, project complexity, likely correction cycles, and your team’s response time.
Start with a project-specific estimate, not a national average
A permit estimate is only useful when it describes a particular project in a particular jurisdiction. Fees and processing times can vary with project scope, valuation, permit type, review effort, application completeness, and the number of agencies involved. The examples below—from Seattle, San Diego, Pinole, and Honolulu—show how to assemble an estimate; they are not a representative national sample and should not be transferred directly to another city.

Before requesting an estimate, write down the project location, proposed work, approximate size and value, whether the land is already owned, and any known site conditions or utility work. Those inputs let the building department and other reviewing authorities identify which approvals, fee components, and review stages apply. If the location or scope is not settled, treat any total as provisional.
Which approvals and fees should you count?
Map the authorities and permits first
Ask the local building department which office issues the main building permit and whether other approvals are separate. Depending on the site and design, the approval path may also involve planning or land use, grading, utilities, fire, stormwater, environmental review, or other agencies. Do not assume that a building permit includes every trade or site approval.

Seattle’s guidance for new single-family homes says specialty electrical, HVAC, plumbing, and side-sewer work is not covered by its new single-family construction permit. San Diego’s published fee material separates discipline and utility-related fees and identifies some costs collected for other departments. These examples illustrate why a single headline permit charge can understate the amount a project must budget.
Build a fee inventory
Use the current fee estimator and fee schedule for each relevant authority. Record the jurisdiction, document name, effective or access date, and whether a fee is fixed, valuation-based, hourly, or conditional. Do not substitute a neighboring city’s schedule: even nearby jurisdictions can use different fee categories, valuation methods, and payment timing.
Potential line items to check include:
- Main permit and inspection fees.
- Plan-check or plan-review charges, including additional or hourly review if listed.
- Trade and specialty permits, such as electrical, plumbing, HVAC, or sewer work.
- Technology, general-plan maintenance, seismic instrumentation, or state building-standards fees where the local schedule lists them.
- Grading, utility connection or capacity, stormwater, fire, environmental, or other agency charges.
- Development impact fees, revisions, rechecks, additional inspections, or re-inspections.
- Optional expedited review, project management, or coordination services.
Pinole’s listed components, for example, include permit and inspection, plan check, general plan maintenance, technology, seismic instrumentation, and a state building-standards fee; development impact fees may also apply. San Diego’s August 2026 bulletin illustrates that some project-management and review-related services can be separate. None of these items should be assumed to apply everywhere—or to every project in the same city.

How to calculate a defensible permit-cost range
Confirm how the jurisdiction values the work
Many fee schedules depend in part on project valuation. Ask the authority how it defines valuation and whether it uses a published table or cost index. Find out whether labor, overhead, materials, and equipment are included, how applicant-provided figures are checked, and what documentation is required.
Pinole describes valuation as including labor and overhead plus materials and equipment. It also describes comparing the applicant’s valuation with a current International Code Council building valuation and an adjusted R. S. Means cost-data basis. That is one jurisdiction’s method, not a general rule. Use the method required by the authority that will review your plans rather than assuming your contractor’s bid or a generic cost-per-square-foot figure will control.

Separate confirmed, conditional, and unknown charges
For each line item, note its basis and status. A fee tied to a published schedule may be calculable now; a charge triggered by a site condition, a particular review discipline, or additional review may remain conditional. Ask when each fee is due—at application, review, permit issuance, or another stage—because payment timing affects cash flow even when it does not change the total.
A useful working table is:
| Estimate category | What to record | How to handle uncertainty |
|---|---|---|
| Known local fees | Fee name, schedule basis, amount, authority, and payment stage | Use the current local schedule and retain the access or effective date |
| Valuation-based charges | Required valuation method and the project value accepted for fee calculation | Ask the authority how it will verify the submitted valuation |
| Conditional fees | Trigger, responsible agency, and whether the fee is fixed, hourly, or calculated later | Keep separate from the confirmed subtotal until applicability is known |
| Unconfirmed items | Question to resolve and the office responsible for answering it | Do not silently treat an unknown as zero |
Calculate the confirmed subtotal from applicable published charges, then show conditional items separately. If you need a contingency, label it as your own allowance and explain which unresolved risks it covers; do not present it as a fee imposed by the city. Update the estimate when the scope, valuation, or fee schedule changes.

Separate intake, review, corrections, rechecks, and issuance
A published timeline may cover only one part of the process. Ask the authority what its reported clock starts and ends with. Track at least these stages:
- Intake and completeness: submission, administrative screening, and any time spent resolving missing documents before substantive review begins.
- Discipline review: plan review by the relevant building, planning, fire, utility, or other reviewers. More disciplines or complex designs can add coordination and review time.
- Applicant correction time: the time your design team needs to answer comments, revise drawings, obtain information, and resubmit. This is not the same as time spent in the authority’s queue.
- Agency rechecks: review of revised materials and any additional correction cycles.
- Issuance: final administrative steps and permit release after required reviews and conditions are satisfied.
San Diego’s Development Services Department defines intake, review, and issuance as separate stages. Its weekly timeline estimates vary with application volume and document completeness. The department also notes that reviewers may need to complete a review cycle before consolidated corrections can be uploaded, so a team cannot always respond to each discipline’s comment as soon as it arrives.
Use local figures with their exact limits
As of October 9, 2026, Seattle’s Department of Construction and Inspections states an initial-review target of about two weeks for a simple building such as a typical new home. This is a target for initial review, not a promise of total time to approval or permit issuance. Seattle also says: “The time it takes to get your permit depends on how complex your project is, how many corrections you need to make to your plans, and how quickly and completely you respond to plan review comments.”

San Diego’s issuance dashboard snapshot, current October 2, 2026, showed one business day and 10 projects in the building-permit issuance queue. That describes the issuance stage in that snapshot; it does not include intake or plan review, and the queue can change from week to week.

Honolulu figures require a different qualification. A 2025 Hawai‘i Department of Business, Economic Development & Tourism report recorded average processing times of 97 days in 2022 and 104 days in 2023 for the study’s private-sector permits. The report cautions that these included many same-day solar photovoltaic permits, so they are not a typical new-home timeline. Its public-sector averages were 553 days in 2022 and 573 days in 2023; those public-project results are not a proxy for a private home. The same report used 180 days as a “normal” processing period in its Honolulu delay-cost model, explicitly as a study proxy rather than a national fact.
Create best, expected, and slower scenarios
Use the local dashboard or published targets as evidence for particular stages, then adapt the range to your project. Avoid adding a short initial-review target to an issuance queue figure as if the two numbers covered the same population, stages, or period. Instead, estimate each stage separately and note the source and date behind every locally reported figure.
| Scenario | Basis for the estimate | What to document |
|---|---|---|
| Best case | Complete submittal, straightforward scope, few review disciplines, prompt responses, and a relatively short local queue | Which assumptions must hold and which stages have published local data |
| Expected case | Likely review disciplines, current queue information, a realistic correction cycle, and the design team’s expected response time | Expected review and applicant-response time for each stage |
| Slower case | More complex review, incomplete or revised plans, additional agency coordination, longer queues, or multiple correction cycles | The delay triggers and the schedule or cash-flow consequence of each |
These are planning cases, not statistical confidence intervals unless the jurisdiction publishes data that supports that interpretation. Keep authority queue time and your own response time distinct; that makes it easier to see whether a delay is driven by the agency, the design, or both.
Reduce avoidable rework without assuming a guaranteed date
Completeness and coordination matter because they can prevent avoidable pauses and repeated review. Before submission, confirm the required application documents and plans with the authority, make sure the relevant disciplines are included, and coordinate drawings so that revisions in one area do not conflict with another. Assign one person to track comments, responsible designers, response deadlines, and resubmission status.

When corrections arrive, clarify whether comments are consolidated, whether every reviewer must finish the current cycle before upload, and how the authority wants revised documents identified. Resolve unclear comments with the appropriate reviewer rather than making an unsupported assumption. A complete application and coordinated response can reduce preventable loops, but they do not guarantee a specific approval date.
If the authority offers expedited plan check or project management, ask what the service covers, what it costs, whether eligibility is limited, and whether the department states a schedule commitment. San Diego’s August 2026 bulletin describes complex-project management as a way to coordinate submittal requirements, fees, reviewer coordination, and schedule management. Do not treat coordination support or an express review option as a guaranteed permit date unless the authority expressly says so.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Estimate the cost of delay separately
Permit fees and delay exposure are different budgets. Include only costs that actually accrue while the project waits, such as financing expense, temporary housing or storage, labor or material escalation, and other carrying costs that apply to your situation. Do not count land-cost inflation if you already own the land and it does not create a new cash cost during the delay.
The 2025 Hawai‘i DBEDT report offers a location-specific historical method: estimate construction cost after a baseline processing period, then compound a construction-cost index for additional delay days. Its Honolulu model assumes 180 days as a normal processing period and excludes land-cost inflation because it assumes the project already owns the land. Those are study assumptions, not a standard allowance to apply to another location.

Run the calculation for the best, expected, and slower schedule cases so the financial effect remains tied to the schedule range.

What to ask the local building department
Use a concise, project-specific inquiry. Include the address or parcel location, project type and scope, approximate size and valuation, and any known site or utility work. Ask:
- Which permits and other agency approvals are likely to apply, including trade permits?
- Which current fee estimator, fee schedule, and valuation method should be used?
- Which listed charges are conditional, hourly, collected for another agency, or due at a later stage?
- What are the current intake, review, correction/recheck, and issuance timelines, and what dates or period do those figures reflect?
- How does the authority define a complete application, and when does its review clock begin?
- Are expedited review or project-management services available, what are their fees, and is any schedule commitment stated?
Save the response and the fee documents alongside the estimate. Fees, queue conditions, code requirements, and optional services can change; date-stamping your inputs makes later revisions understandable rather than mysterious.
Compare locations or approval approaches consistently
If you are evaluating more than one location or route, compare the same categories for each option rather than comparing one city’s total fee with another city’s partial permit charge. Record which agencies and approvals apply, total fee components and payment timing, each timeline stage, the disciplines likely to review the project, correction requirements, and any optional services with their costs and stated schedule terms. A lower initial fee or shorter issuance queue may not mean a lower overall cost or a faster path if other approvals or review stages differ.
Limits of the available local examples
The cited examples cover Seattle, San Diego, Pinole, and Honolulu; they do not establish a national average for the cost of a new single-family home permit or total approval time. The relevant current figure for an individual project is the one published or confirmed by the authority serving that project, applied to its actual scope and valuation. If you need a personalized estimate, the indispensable inputs are the project location, scope, valuation, and whether you already own the land.
