How to Estimate Local Building Permit and Development Fees Before You Build

Building and development fees vary by jurisdiction and project. Learn how to find the right authority, use its current fee schedules and calculators, and build a line-item estimate that accounts for charges beyond the building permit.

There is no reliable national price for a building permit. To estimate what your project will owe, first identify the authority that permits the property, then match your project to that authority’s current fee schedules and calculate each applicable public charge—not just the building-permit line. A local estimate may also need to account for plan review, trade permits, planning approvals, impact fees, utilities, fire review, grading, and other agency charges.

The result is a planning estimate, not necessarily a final invoice. Local fee rules differ, and reviewers may calculate or add charges after examining the project. The method below helps you build a traceable estimate and find the uncertainties to resolve before you commit the budget.

Why a building-permit estimate is not the same as an all-in fee estimate

“How much are building permit fees in my city?” cannot be answered from a national average. The amount depends on the local authority, the project’s scope and characteristics, the fee basis in that authority’s schedule, and which separate charges apply. A building-permit estimate can therefore be accurate for its stated scope and still fall short of the public fees due for the project as a whole.

San Diego’s Development Services Department says, “Fees vary depending on the size and complexity of your project.” That is a useful reminder that even within one jurisdiction, a project’s details matter. The City of Concord makes a different but equally important qualification: “Please note these are estimates and include Building Division fees only. Other fees may apply.” A headline estimate should be read according to what it includes, not as an all-agency total by default.

For budgeting, treat the estimate as a set of line items with sources, dates, and assumptions. Separate charges confirmed by an official schedule or project-specific worksheet from items you still need the authority to confirm. This approach is more useful than attaching a single unsupported number to a project before its permit path is known.

Step 1: Find the authority that handles the property and work

Start with the parcel, not the postal address. A property’s mailing city does not necessarily identify the city or county that issues its permits. The authority may also differ by work type: building, planning, fire, utility, or other reviews can involve distinct departments or agencies. Confirm which authority handles the property and the proposed project before using any calculator or fee schedule.

  1. Write down the property address and, if available, the parcel identifier.
  2. Check the local government’s permit or planning information for the responsible jurisdiction.
  3. If the authority is unclear, contact the permit or planning counter and ask which agencies will review the proposed scope.
  4. Record the agency names and the date you confirmed them. Keep separate contacts where different departments collect different fees.

Do not use a nearby city’s estimator merely because it is easier to find. A fee schedule is meaningful only for the jurisdiction and project types it covers.

Step 2: Describe the project in the terms the fee schedule uses

Before looking up charges, assemble a consistent project description. Schedules and calculators may ask for different inputs, so gather the information likely to distinguish the work and then enter only the details the official tool requests. The authority’s schedule—not a generic checklist—determines which inputs are relevant.

  • Property and jurisdiction: address, parcel details if available, and the confirmed permitting authority.
  • Use and dwelling count: residential or commercial use and the number of dwellings or other units, as applicable.
  • Type of work: new construction, addition, remodel, or another defined project category.
  • Size and valuation: proposed floor area and construction valuation if the local schedule or estimator requests them.
  • Site scope: grading, right-of-way work, or other site work that may require its own permit or review.
  • Building systems: proposed mechanical, electrical, plumbing, or gas work and whether separate trade permits are expected.
  • Connections and approvals: proposed water or sewer connections and any known planning, zoning, fire, or discretionary review.

Keep the description consistent across the building, planning, trade, and utility inquiries. If one estimator uses floor area while another asks for valuation, do not substitute one measure for the other. Note what each calculation assumes.

  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

Step 3: Locate current official schedules and calculators

Use the permitting authority’s official materials. Depending on the project, you may need more than one schedule or tool. Search the authority’s site for the adopted fee schedule, building valuation table, plan-review charges, fee estimator, planning or development fee schedule, impact-fee schedule, utility schedule, and bulletins for trade, fire, grading, or right-of-way permits.

For every document or calculator, record its title, issuing department, effective date (if shown), and the date you checked it. Also note whether the page identifies the schedule as adopted, proposed, informational, or superseded. A fee table without a date is not enough to establish that its figures are current.

Local sites illustrate why more than one official source may be needed. Concord provides Building Division estimators and points users to a separate total-development-fee tool. Phoenix publishes development, zoning, impact, fire, and water/sewer schedules, as well as a valuation table. San Diego’s fee information points to distinct categories including structures, mechanical/electrical/plumbing work, grading and right-of-way, discretionary approvals, fire, school, impact, water, and sewer. These are examples of local organization, not a list of charges every project nationwide will face.

When a fee page is difficult to interpret, ask the relevant department which current schedule governs your scope. Do not infer a price from a search result, an undated copy, or another project’s fee worksheet.

Step 4: Identify the fee basis before doing the arithmetic

Local authorities do not all calculate building fees the same way. A schedule may use valuation, floor area, a fixed category, or a combination. Some project-specific amounts are determined during review rather than by a simple public formula. Identify the basis for each line item before calculating it.

Official example What the source says about the basis or calculation What that means for your estimate
Corpus Christi The city says residential projects and permits are priced on square footage, while commercial projects are priced on valuation. Confirm whether your project is classified as residential or commercial and use the corresponding local basis. Do not apply the commercial valuation method to residential work by assumption.
La Quinta The city says fees are calculated during plan review based on project details. A public schedule may not yield a final project-specific amount before review. Ask what inputs are considered and whether an estimate or worksheet is available.
Other local schedules Fee bases and combinations are set by the applicable authority; there is no single national formula established by these examples. Read each line item’s own rule. Do not assume that one calculation method applies to every department or fee.

If a fee depends on valuation, use the valuation definition and table provided by the authority rather than substituting an informal construction budget. If it depends on area, verify which area the schedule asks for. If the schedule sets a fixed category charge or calculates the fee during review, record that method instead of inventing a formula.

Step 5: Build a line-item estimate across the project

Start with the building permit and plan review, then check each other fee category that could plausibly apply to the scope. Do not assume that a building-permit calculator includes another department’s fees. Mark an item as “not applicable” only when the authority or an applicable schedule supports that conclusion; otherwise, mark it “to confirm.”

Fee category to investigate Questions for the estimate
Building permit and plan review What project category and fee basis apply? Does the estimate include plan review, or is it a separate charge?
Trade permits Are mechanical, electrical, plumbing, or gas permits required for the proposed work? Are their fees included in the building estimate or calculated separately?
Planning, zoning, or discretionary approval Does the scope require zoning review, a discretionary approval, or another planning application with its own fee?
Grading and right-of-way Does site work or work affecting the right-of-way require a separate permit or review?
Fire and other agency review Does the project trigger a fire review or a charge collected by another agency?
Impact, school, or mitigation fees Does the local schedule identify development-impact, school, or mitigation fees for this project type or location?
Water, sewer, or other utility charges Are connection, capacity, or other utility fees separate from building-permit charges? Which utility authority provides the applicable schedule?
Environmental, tree, transportation, or habitat charges Does a local schedule or project review identify any of these charges for the property and scope?
Review deposits or hourly charges Can the authority add a deposit or variable review charge? When is it calculated, and how is it reconciled?

The categories above are prompts for investigation, not a universal bill. San Diego, Phoenix, and Miami-Dade publish examples of distinct fee buckets, but the list and triggers differ by location. Miami-Dade’s fee materials, for example, include separately collected agency and impact-fee categories. Whether a charge applies to a particular project must be confirmed with the relevant authority.

Use a worksheet with one row per fee, rather than combining unknown charges into a vague contingency line:

  • Fee and collecting agency: name the charge and the department or agency responsible for it.
  • Basis and project input: record the valuation, area, category, or review method used.
  • Estimate and status: enter the amount from the official schedule or calculator, or mark it “to confirm” if no supported amount is available.
  • Source and date: note the schedule or tool title, its effective date, and when you checked it.
  • Assumption or question: state what scope detail, applicability decision, or agency response is still outstanding.

Add the amounts you can support, but keep the unresolved items visible. A total that omits unknown categories without saying so can look more certain than it is. If you use a contingency or uncertainty margin for budgeting, choose it for your own project and keep it separate from fees established by an official schedule; the cited authorities do not establish one universal margin.

Step 6: Use online estimators as checks, not guaranteed invoices

An official calculator can speed up a preliminary estimate, but its scope and disclaimer matter as much as its output. Read the tool’s instructions, select the project category carefully, and save the inputs and result with the date. Then compare the result with the relevant fee schedules and identify charges the tool excludes.

Concord explicitly says its building estimators include Building Division fees only and that other fees may apply; it directs users to a separate tool for total development fees. Raleigh says its calculator is for informational and planning purposes and may not reflect the final cost to obtain plan review, building, and trade permits. The City of Raleigh states that final costs are calculated by Planning and Development. These qualifications are reasons to use an estimator as one part of a worksheet, not to disregard it.

If a calculator and schedule appear to disagree, do not choose the lower number without explanation. Check whether you selected the right project type, valuation or area, and fee schedule; whether the tool covers only one division; and whether one source has a different effective date. Ask the department which source controls for your project and what the calculator leaves out.

Step 7: Ask the authority the questions that affect the total

Once you have a draft worksheet, contact the permit, planning, and utility authorities with a concise project description. The aim is to resolve applicability and timing, not to ask for a generic citywide price. Request a written estimate or project-specific fee worksheet when one is available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which permits and agency reviews are triggered by this exact scope?
  • Does the project have development-impact, utility-capacity, water, sewer, or other separate charges?
  • Which fee schedule applies, and does the authority use the schedule in force at application submittal, permit issuance, or another point?
  • Are plan review, trade permits, fire review, grading, or right-of-way charges included in the calculator result I received?
  • Can review hours, deposits, or other variable charges be added after staff review?
  • What project information is still needed for a project-specific estimate?

Keep the response with the worksheet and note who or which department provided it and when. A written confirmation can clarify the estimate’s scope, but it does not necessarily replace the authority’s final review or fee calculation.

  • Quick dry time with reduced smearing and marking

Step 8: Recheck schedule dates before applying and paying

Fee schedules change, so a saved calculation should carry its date and schedule version. Revisit the official materials close to submittal and again when preparing for payment if the process has taken time. Confirm the local rule for which schedule date governs; do not assume that a figure checked today will remain the amount due later.

The dates published by local governments show why version control matters. Miami-Dade identifies a revised schedule effective October 1, 2025. Phoenix lists a 2026 development schedule and valuation table with January 20, 2026 dates. These dates illustrate schedule changes; they are not national benchmarks or evidence of typical permit prices. Seattle’s permit-cost information also says final fees, including hourly fees, are calculated after review, making a pre-review figure subject to further determination.

Keep an estimate log with the check date, schedule effective date, calculator version or page, inputs, and any agency response. If a schedule has been revised, replace the old figure rather than silently mixing amounts from different versions.

How to judge the confidence of your preliminary total

A useful estimate communicates both a number and what that number covers. Confidence is higher when the jurisdiction is confirmed, the project details match the schedule categories, current official sources cover the relevant line items, and the authority has confirmed applicability. Confidence is lower when a fee is determined during review, a calculator covers only one division, a utility or impact charge remains unconfirmed, or the governing schedule date is unclear.

Label your total accordingly: for example, distinguish “scheduled amounts calculated,” “official calculator estimate,” and “items awaiting agency confirmation.” Do not present an incomplete subtotal as the project’s all-in public-fee cost. If the final amount matters to a financing or construction decision, obtain project-specific confirmation before treating the preliminary calculation as a quote. The permitting authority’s review controls the final amount.

Practical example: turning a project description into a fee worksheet

Suppose a homeowner is planning an addition and knows the property address, proposed floor area, likely trade work, and some site work. Without assuming a particular city’s price, the homeowner can use the method as follows:

  1. Confirm which jurisdiction permits the parcel and which departments handle building, planning, utilities, and any relevant site or fire review.
  2. Describe the addition using the jurisdiction’s project categories and gather the area, valuation, trade scope, and site-work details requested by its tools.
  3. Find the current building and plan-review materials, then check whether the jurisdiction provides separate trade, grading, right-of-way, planning, fire, impact, or utility schedules.
  4. Calculate only the amounts supported by the applicable official basis. Record unresolved fees as questions, not as zero.
  5. Run the official estimator if available, save its inputs and result, and identify the divisions or charges it does not cover.
  6. Ask the relevant departments which separate charges apply, when the governing schedule is selected, and whether later review can add variable fees.
  7. Update the worksheet near submission and keep the schedule dates with the estimate.

This produces a defensible planning budget without pretending that a generic rate or a single calculator can substitute for local review.
