Confirm how the authority calculates project value, which taxes and other agencies’ charges may be collected with the permit, and what application milestone determines the applicable schedule. Because those rules differ by jurisdiction, get an itemized estimate and refresh it if your application or permit issuance could cross an effective-date change.
Why a permit-fee budget can change
A building-permit total is not necessarily a single fee or a fixed percentage of a contractor’s quote. Depending on the jurisdiction and work, the amount may be based on floor area, declared or officially determined construction value, or a combination of charges. Plan review, inspections, trade permits, taxes, utility or impact fees, and charges assessed for other agencies may also affect the total. Which items apply—and when they are due—depends on the project and local rules.

Schedules can change on a date set by the local authority, and a published effective date does not, by itself, answer how every pending application, resubmittal, or revision will be treated. A useful budget therefore has two parts: a calculation based on the best current information, and a plan for confirming the amount and schedule that will actually apply to your application.
Start with the authorities that may charge for the project
Identify the building department and any other authority whose review or charge may be triggered by your project. Depending on its location and scope, that can include planning, fire, transportation, water or sewer, a school district, or a special district. Do not assume every charge is collected by the building department—or that a total shown at the permit counter consists only of building-permit fees.

For example, Miami-Dade County says its permit fees can include charges assessed by other service areas or agencies. The City of San Diego’s August 2026 Information Bulletin 501, which is intended to help estimate construction-permit fees, notes that some fees may be required from agencies other than the city; its examples of potential costs include school, water, and sewer charges. These examples show why an itemized estimate matters. They do not establish which charges apply to a project elsewhere—or even to every project in those jurisdictions.
Make a project-specific authority list
- Ask the building department which permits and reviews are expected for your scope of work.
- Ask whether it collects or coordinates fees for other agencies, or whether you must contact those agencies separately.
- For each possible charge, record the agency, what triggers the charge, when it is due, and whether the amount is an estimate, deposit, or final fee.
- Request an itemized current estimate rather than relying only on an unexplained combined total.
Find the current schedule and the date rule
Download the official schedule for the right jurisdiction and permit type. Record its publication or update date, effective date, and any wording that says which date or application stage selects the rates. A schedule’s effective date is not automatically the date that controls your case: the authority may have a rule tied to application, submittal, issuance, or another milestone. Ask the local department to confirm its rule for your application, especially if a change is near.
Local examples illustrate why this check matters. Boulder’s 2026 schedule says the rates in effect at application apply. Miami-Dade County announced a revised fee schedule effective October 1, 2025, and described it as the first increase in more than 17 years; that length-of-time statement is the county’s own description of its change. La Quinta publishes fiscal-year schedules: its 2026/27 building fee schedule is effective for new permit submittals on or after October 3, 2026, alongside the prior fiscal year’s schedule. These policies and dates are examples, not a shared rule for other places.

Questions to ask when a change is approaching
- Which event controls the fee schedule for my project: initial application, a complete submittal, permit issuance, or another date?
- Does that rule change for an incomplete application, resubmittal, revision, or expired permit?
- If the schedule changes while review is underway, can the fee balance be recalculated? Which charges can change?
- Can you confirm the applicable schedule and estimate in writing, including the date the estimate is based on?
The reviewed local examples do not establish a universal treatment for pending applications, resubmittals, or revisions. Do not infer that submitting before a rate change guarantees the old rates, or that issuance after the change automatically means the new ones apply. Get the answer from the authority that will process your application.
Use the jurisdiction’s valuation method—not an informal project guess
Where a fee depends on construction value, the value used for permitting may differ from the amount an owner first has in mind. A jurisdiction may define which work is included, use a valuation table, review an applicant’s figure, or apply a rule that selects the higher of two values. Read the local definition before multiplying a contractor’s estimate by a rate or entering a value on an application.
Portland Permitting & Development says permit-fee valuation is based on the fair market value of all construction work covered by the permit, including finish work, painting, electrical, plumbing, heating, air conditioning, fire-extinguishing systems, other permanent work or equipment, and contractor profit. Its guidance also describes official valuation methods. That scope illustrates why a narrow materials-only figure may not match the department’s valuation; Portland’s definition should not be assumed to govern elsewhere.

Boulder’s 2026 schedule uses the higher of the applicant’s estimated value or the city’s valuation table for the stated permit-fee and estimated construction-use-tax calculation. New York City describes valuation changes and additional fees for revisions. These examples make it important to ask whether the initial value is subject to review and how a later scope or valuation change affects the balance.

Build a defensible valuation estimate
- Use the local authority’s definition of work and value, including required labor, materials, permanent equipment, or other components.
- Match the value to the work in the permit application; do not omit covered work merely because it is handled by a subcontractor or is not part of a preliminary estimate.
- Check whether the authority uses a valuation table, reviews applicant figures, or applies a higher-of-two-values rule.
- Ask what happens if scope, declared value, or the authority’s assessment changes during review or after a revision.
Separate the budget into fee categories
Use separate lines so you can tell which parts of the estimate may change and who controls them. The categories below are a planning framework, not a universal fee form: a jurisdiction may combine items, omit them, or require charges through a separate process.
| Budget line | What to verify |
|---|---|
| Base building permit | Permit type, work category, formula, minimum fee, and valuation or floor-area basis. |
| Plan review and inspections | Whether these are included in the base amount, charged separately, or calculated by area, value, hours, or another published method. |
| Trade permits | Whether electrical, plumbing, mechanical, or other work requires separate permits and fees. |
| Taxes and surcharges | Tax name, taxable basis, project thresholds, exemptions, use or district category, and effective date. |
| Other agencies and utilities | Potential school, water, sewer, fire, transportation, or special-district charges; who assesses and collects each one. |
| Deposits and later adjustments | Whether an amount is refundable, credited, or only an estimate, and what could change the final balance. |
| Contingency | A project-specific reserve for valuation adjustments, schedule changes that apply to the case, and related charges not yet confirmed. |
Keep a source and date beside each line in your own worksheet. For example, record the schedule name and effective date for a permit charge, and the agency and estimate date for a utility or district charge. That makes it easier to update only the affected items rather than treating an old combined total as current.

Check taxes and related charges separately
Some taxes are tied to permit valuation but are not simply part of the base building-permit fee. Confirm the project category, threshold, taxable amount, exemptions, and effective date for each applicable charge. A rate published for one use or district may not apply to another.
Portland’s fee-schedules page lists school construction excise tax rates as of July 1, 2026, varying by district and residential or non-residential use. It also describes an affordable-housing construction excise tax of 1% of permit valuation for qualifying projects valued at $100,000 or more; the page states that this tax has been effective since August 1, 2016. Those details do not establish that either tax applies to every Portland project. Confirm current applicability, exemptions, and project category with Portland before including a figure in your budget.
When another authority assesses or collects a charge, identify it as its own line item even if it appears on the same bill. This helps distinguish a building department’s fee change from a separate tax, utility charge, or agency assessment.

Use local examples as illustrations, not price comparisons
Published figures can help explain the kinds of formulas and schedule details to look for, but they are not interchangeable prices. The examples below cover different places, dates, units, work categories, and fee components; they cannot be used to estimate one another’s projects.
| Jurisdiction and schedule context | Published detail | What it illustrates |
|---|---|---|
| Toronto, 2026 schedule; rates effective January 1, 2026 | Minimum fee: CAD $214.79. Hourly examination/inspection fee: CAD $92.79. For many work categories, the formula is service index multiplied by floor area in square metres. | A published schedule may use floor area for many categories while also listing minimum and hourly charges. Confirm the service index and the applicable category in Toronto’s schedule. |
| Miami-Dade County, revised schedule effective October 1, 2025 | The county described the change as its first increase in more than 17 years and says permit fees include charges assessed by other service areas or agencies. | A schedule update can affect a combined amount, and a county’s description of its own fee history should be attributed to the county. |
| Portland, rates listed as of July 1, 2026 | School construction excise tax rates vary by district and residential/non-residential use. A separate affordable-housing construction excise tax is described as 1% of permit valuation for qualifying projects valued at $100,000 or more. | Tax treatment may depend on more than the construction value. Verify category, thresholds, exemptions, and current applicability locally. |
| Boulder, 2026 schedule | Rates in effect at application apply. For the stated permit-fee and estimated construction-use-tax calculation, the city uses the higher of applicant-estimated value or its valuation table. | The schedule-selection rule and the valuation rule are separate checks to make. |
| La Quinta, 2026/27 building schedule | The schedule is effective for new permit submittals on or after October 3, 2026; the prior fiscal-year schedule is also listed. | Fiscal-year schedules can be published together, so verify which one applies to the project’s submittal date and circumstances. |
| San Diego, Information Bulletin 501 dated August 2026 | The bulletin is intended to help estimate construction-permit fees and notes that some fees may be required from agencies other than the city. | A city estimate may need to be supplemented with charges from other agencies. |
Before comparing two estimates, align the jurisdiction and effective date, permit type and scope, valuation basis and included work, agency charges, and any deposits versus final charges. A lower raw total may simply exclude a tax, utility assessment, plan review, or other item included in the other estimate.
Refresh the estimate at the points when it can change
Permit processes can span a schedule update, and valuation or scope can change during review. Keep the first estimate provisional until the authority confirms what applies to your case. If there is a fixed project cap, decide how much of it to reserve for unresolved charges and possible adjustments; no single contingency percentage is established as an official or universal standard.

Common budgeting mistakes to avoid
- Using another city’s fee as a proxy: Fee formulas differ. Toronto gives a floor-area-based formula for many work types, while Portland and Minneapolis describe valuation-based approaches. Use the local formula and definitions instead.
- Assuming the contractor’s price is the permitting value: The local definition may include additional work, equipment, or profit, and the authority may review or adjust the figure.
- Reading an effective date as a complete pending-case rule: Ask which milestone controls and how the authority treats incomplete applications, resubmittals, and revisions.
- Budgeting only for the building department: Separate charges collected for other agencies, taxes, and utility or district fees where they apply.
- Treating an estimate or deposit as the final total: Ask what remains subject to valuation review, later inspection, revision, or agency assessment.
- Starting work before approvals are in place: Minneapolis warns of doubled fees when work begins before a permit; check the local consequences and required approvals before beginning.
A practical worksheet for a reliable estimate
Keep one row for each charge rather than writing a single projected total. A simple worksheet can use these columns:
- Charge and responsible authority
- Permit or project category
- Calculation basis and source of valuation or area
- Published rate or estimate, with the schedule’s effective date
- Application-stage rule and the date or milestone that may control
- Whether the amount is due at application, issuance, or another stage
- Whether it is a deposit, estimate, or confirmed charge
- Questions, exemptions, or project details still awaiting confirmation
Then total only the confirmed and likely applicable items, keeping unresolved charges visible rather than burying them in the subtotal. Revisit the worksheet before filing and before issuance if the process crosses an effective date or the project’s scope changes. If a fee amount is material to a fixed budget, ask the permitting authority to confirm the treatment in writing for the specific application.
