Modified shipping containers have evolved from cargo units into adaptable modules for retail, hospitality, housing, public services and event spaces. But “modified” can mean anything from adding a door to creating a fully serviced, permitted building. The opportunity is flexibility; the work is making each conversion comfortable, structurally sound and suitable for its intended use.
What makes a shipping container “modified”?
There is no single standard conversion. Some projects add only openings such as doors or windows. Others install insulation, ventilation, electrical outlets, interior finishes or services tailored to a particular use. A container used for storage is not equivalent to one intended for people to live or work in.
Conexwest’s representative told the Royal Institution of Chartered Surveyors (RICS) that used containers are common among its construction clients, while some long-term or custom projects favor new units. The right starting point depends on the design, condition and local requirements; a used unit is not automatically suitable simply because it is available.
What are modified containers used for?
RICS’s 2024 overview describes projects across several sectors. These examples show the range of applications, not that container construction is the best choice for every site.

- Retail, food and hospitality: Street-food venues at Manchester’s MediaCity development and other leisure and entertainment concepts use containers as commercial spaces. Stack property director Paul Wright described the opportunity as creating ecosystems where small businesses can learn to grow.
- Housing: RICS reports that Hilda L. Solis Care First Village in Los Angeles used containers to create 232 housing units, and that Watts Works used 58 containers for studio apartments. These projects demonstrate deployment at scale, but do not establish that every container-home design is comfortable or successful.
- Public services: Conexwest marketing director Kyle Gier told RICS that containerized solutions have been used for hospitals, schools and other infrastructure, for temporary and permanent needs. That is an industry representative’s description, not a quantified account of the market.
- Large events: Doha’s Stadium 974 incorporated 974 containers and was one of seven grounds used for the 2022 FIFA World Cup, according to RICS.
Projects may be small or large, temporary or intended to remain in place. Containers can be combined or stacked, but that modularity does not remove the need to design the structure and its connections for the specific arrangement.
What changes when a container becomes occupied space?
Thermal comfort and moisture
A metal shell can create condensation and thermal-comfort challenges if the envelope is poorly detailed. Insulation and ventilation need to be planned together: insulation affects how much interior area remains, while the ventilation approach affects air movement and moisture management. RICS documents project-specific reports of leaks, mold and uncomfortable temperatures in some container housing. Those cases are evidence of design and execution risks, not proof that all container housing fails.

Usable area and appearance
Interior insulation and finishes reduce the space available inside a container. Exterior insulation and cladding can preserve more interior area, but add cost and may hide the recognizable corrugated container exterior. The choice depends on the brief, climate and detailing—not on a universal conversion recipe.
Structure and services
A container’s performance as a freight unit does not by itself establish that it is safe as a building component after cuts, openings, stacking or connection to other units. Those changes can affect how loads are carried and must be assessed for the proposed design. Electrical, plumbing and other project-specific services also add scope and may trigger separate trade permits.

Is a modified container cheaper or more sustainable?
Neither conclusion follows from the container shell alone. Paul Wright told RICS that “The cost of the containers is less than a traditional build, which makes them more accessible to independent traders [when renting them].” That is a claim about rented commercial venues, not a general comparison of total building costs. Conversion work, transport, site preparation, services, finishes, approvals and maintenance all affect a project budget.
Reuse can avoid some demand for new structural material, and a container may be reused again or recycled at end of life. The environmental case is weaker when a project buys a new unit rather than repurposing a redundant one, or when the conversion requires substantial additional materials. Regional rules may also restrict the age or condition of reused containers.

For context, two published global container counts are not directly reconciled: the ICC’s 2019 guideline product page says more than 30 million ISO intermodal containers are in use worldwide, while RICS reported around 17 million in circulation globally, attributing that figure to the World Shipping Council. The sources do not establish a shared definition or measurement date, so the numbers should not be combined or treated as a current market-growth measure.

- Intended occupancy: Is the unit for storage, a shop, a workplace, a public facility or a home? Occupied uses bring different comfort, safety and approval considerations.
- Interior area: Account for the space lost to insulation, finishes and services.
- Envelope strategy: Plan insulation, ventilation and moisture control together for the local conditions.
- Structural changes: Have openings, stacking and connections assessed for the proposed configuration.
- Services and life safety: Establish electrical and plumbing scope, as well as applicable fire-safety and egress requirements.
- Site and approvals: Check zoning, building permits, trade permits, transport access and site preparation with local authorities and qualified design professionals.
- Unit condition and history: Evaluate whether a used container’s condition meets the project’s requirements and any applicable local restrictions.
Do modified shipping containers need a building permit?
Requirements depend on location, use and design. Portland’s Building Code Guide 96-11 illustrates why a storage exception should not be mistaken for a general approval pathway: it covers cargo containers used as accessory storage, excludes shops, studios, offices and similar occupied uses, and limits structural modifications, stacking, plumbing and most electrical power. The guide directs containers outside its criteria to applicable building-code requirements and says trade permits are required for mechanical, electrical and plumbing work.
That Portland guide is not a national rule. The International Code Council’s ICC G5-2019 is a guideline intended to help jurisdictions and project participants evaluate ISO containers repurposed as buildings and building components. The ICC says its guidelines are not mandatory; the adopted code and the authority having jurisdiction determine what applies. Contact local building and zoning officials and qualified design professionals before buying or converting a unit.
Where the trend stands
RICS’s 2024 account shows container construction moving well beyond novelty projects, with uses spanning commercial venues, housing, public services and event structures. It also describes concerns about limited space, insulation, ventilation, comfort, detailing and quality control. The pattern is not a universal building shortcut: it is a flexible construction option whose success depends on the design, conversion work and approvals being matched to the actual use.
