How Building Codes and Permits Apply to Reclaimed Construction Materials

Reclaimed materials may be usable in permitted projects, but existing-building rules do not automatically approve salvaged items installed as new work. Learn what to ask the building department and what evidence may be required.

Yes, reclaimed construction materials can be used in permitted projects, but reuse does not by itself make a component acceptable. The code treatment depends on whether material is staying in its existing building or being installed as new work, what it will do, and which code edition and local amendments govern the project. Ask the local building department what permit, evidence, and inspections it requires before installing the material.

Start with the distinction that changes the code question

“Existing material” and “reclaimed material” are not interchangeable code categories. A beam that remains where it was installed may be reviewed under existing-building rules. The same beam, removed and installed in another building, is part of a new installation and may need to satisfy the requirements applicable to that work. Its age, previous lawful use, or salvage history does not automatically establish suitability for a different location or purpose.

The project’s scope also matters. A component might be retained during a repair, replaced during an alteration, incorporated into an addition, or specified for new construction. The applicable provisions and permit review can differ across those situations. Describe the actual work to the building department rather than asking only whether “reclaimed materials” are allowed.

Material already in place

The 2015 International Existing Building Code (IEBC) says material already in use in a building in compliance with the requirements or approvals in effect when it was installed may remain unless the building official determines that it is unsafe. The provision also permits like materials in repairs and alterations when they do not create a hazard. This is a rule about existing buildings and particular repair or alteration circumstances—not a blanket approval to move salvaged items into another building.

Material salvaged for a new installation

A salvaged item being installed as part of new work can be subject to the requirements for that use. Depending on the adopted code and project, it may be treated as a used material, a replacement, or a proposed alternative to a prescriptive product. A component that performed adequately in its former location may still require documentation or evaluation for its new use, especially if its condition, capacity, or characteristics are uncertain.

What a reviewer may require

There is no single nationwide documentation package for every reclaimed component. The building official considers the material, intended use, project scope, and adopted code. Straightforward products with clear identifying information may be reviewed differently from structural or life-safety components whose properties cannot be established from available records.

Prescriptive compliance

If the proposed material can be shown to meet the requirements that apply to the new work, the review may follow the ordinary compliance route. Depending on the item, useful evidence can include product identification, dimensions, applicable ratings, installation information, records of prior testing or approval, and information about condition. Ask the department which documents it accepts; do not assume that a label, an old permit, or a seller’s description resolves every code question.

Alternate-material approval

When a product or assembly is not directly covered by the code’s prescriptive provisions, an alternate-method or alternate-material pathway may be available. Approval is a decision by the relevant building official, not a right that follows automatically from a material’s reclaimed status. California’s 2022 voluntary residential green-building appendix, for example, says reused products must meet current building standards or be accepted as an alternate method or material. That appendix is specifically identified as voluntary measures; it is not a universal rule for projects elsewhere.

Testing or technical evaluation

The 2024 International Building Code (IBC), Chapter 17, addresses products and materials not provided for in the code or whose suitability is questioned. It describes supplying tests and supporting technical information so the official can assess compliance. Section 1703.4.1 states: “Sufficient technical data shall be submitted to the building official to substantiate the proposed use of any product, material or assembly.” If satisfactory evidence supports the use, the approval is written and includes its conditions and limitations. The code also assigns required costs, reports, and investigations to the owner or authorized agent.

That process does not mean every reused item requires laboratory testing. The appropriate evidence depends on the material and its intended function. A reviewer could seek records, inspection findings, engineering analysis, tests, or a combination, as applicable. Confirm the expected submittal before paying for a test or evaluation; a technically sound report may still fail to address the question the official needs answered.

How the main approval routes differ

Situation Potential code route What to establish
Material remains in an existing building Existing-building provisions may allow compliant material to remain, subject to safety determinations and the adopted code. Whether the work is retention, repair, or alteration, and whether the official considers the material unsafe.
Salvaged item is installed in new work Requirements for new or used materials may apply; an alternate-material route may be considered where appropriate. Applicable standard, intended use, condition, and evidence accepted by the department.
Suitability is not established by prescriptive provisions The 2024 IBC describes review using technical data, tests, and written approval where applicable. What evidence is necessary and any conditions or limitations attached to approval.
Existing building or alteration evaluated by an alternative method Some codes provide performance-compliance or equivalency provisions, subject to official approval. Whether that provision is adopted and appropriate to the project and the proposed method.

The table describes examples from named model-code editions, not one route guaranteed in every jurisdiction. The locally adopted code and amendments determine what applies.

What jurisdiction examples do—and do not—establish

Code language differs by edition and location. These examples illustrate possible approaches, but they do not establish which rules apply to a particular address. Adoption dates, local amendments, occupancy, work type, and the component’s function can all affect the result.

  • California, 2022 voluntary residential appendix: Reused products must comply with current building standards or be accepted as an alternate method or material. The appendix is labeled as voluntary measures.
  • California, 2025 Existing Building Code: The cited provision allows local ordinances, in specified circumstances, to permit replacement, retention, extension, and use of original materials and methods. It conditions that allowance on the building having met the provisions in effect when originally constructed and not becoming or continuing as a substandard building. The chapter treats existing materials separately from new or replacement materials.
  • Florida, 2023 Building Code: Used materials may be used if they meet the requirements for new materials. Used equipment and devices may not be reused unless approved by the building official.
  • 2021 International Residential Code (IRC), Appendix AJ: Alternatives may be used when the building official deems them equivalent and authorizes them. Depending on the case, evaluation may draw on records, field surveys, tests, or laboratory analysis.
  • 2020 Florida Mechanical Code: An alternative may be approved when the official finds it satisfactory, consistent with the code’s intent, and not less than equivalent for the intended purpose.

The 2024 IEBC, Chapter 13, describes a performance-compliance method for existing buildings and alterations. Its stated purpose is to maintain or increase safety while allowing certain work without full compliance with new-construction chapters. This is a conditional route in that code edition, not a general exemption from review or a promise of approval.

Permits: confirm the project scope locally

Whether a permit is required cannot be determined from the word “reclaimed.” Permit and inspection obligations depend on the jurisdiction and the actual work. Installing a salvaged structural member, for example, raises a different scope question from retaining an existing finish during a repair. The relevant building department can identify the locally adopted code, permit triggers, required submittals, and inspection stages for the address and scope.

The 2023 Florida Residential Code includes an option for a prospective applicant to request a preliminary meeting when a permit is required. The meeting can discuss the proposed work and applicability of existing-building provisions. That is a Florida code example, not a general entitlement to a meeting in every jurisdiction.

Prepare a focused question for the building department

Contact the department before purchasing or installing the material, particularly if the approval could affect design, cost, or construction sequencing. Give staff enough detail to identify the applicable review rather than asking for a general yes or no.

  1. Identify the address and governing rules. Ask which code edition and local amendments apply to that location and work type.
  2. Describe the permit scope. State whether the project is a repair, alteration, addition, change of occupancy, or new construction, as applicable.
  3. Explain the material’s history and destination. Say whether it remains in place, is moved from another building, or is being installed as salvaged material. Identify its intended function and location.
  4. Ask what evidence will be accepted. Find out whether the department expects product information, records, inspection, testing, engineering evaluation, or an alternate-method submittal.
  5. Ask how approval will be limited. Confirm whether any conditions apply to location, occupancy, quantity, installation details, or inspection stages.
  6. Confirm permit and inspection steps. Ask what permits are required for the described scope and which inspections must occur before work is covered or completed.

Keep the response and any approved documents with the project records. If the proposed material, its location, or the work scope changes, ask whether the review or approval must be revisited.

Common assumptions that can derail approval

  • “It was code-compliant in the old building.” Prior approval can be relevant evidence, but does not by itself prove suitability for a different installation or use.
  • “Existing-building rules cover anything salvaged.” Rules allowing material to remain in place are distinct from rules for material newly installed elsewhere.
  • “Reused means exempt from current performance standards.” The California and Florida examples show that reused or used products can still have to meet requirements for their intended use.
  • “Every reclaimed component needs a lab test.” The 2024 IBC describes testing and technical evidence for questioned suitability, but the evidence needed depends on the case.
  • “A model-code example is the rule at my address.” Model-code provisions and jurisdiction examples do not prove local adoption. Verify the edition and amendments with the authority responsible for the project.
