There is no universally cheapest way to pay for a renovation. The right choice depends on the project’s total and timing, the written terms you can actually get, how much savings you can use without leaving too little liquid cash, and whether you are willing to put your home up as collateral. Compare total repayment cost and risk—not just the monthly payment or an advertised rate.

This guide is for U.S. homeowners. Rates, lender eligibility, contractor terms, and public-program availability vary by borrower, project, and location. The federal guidance discussed here does not establish a rate or approval for any individual homeowner.

Start with the project, not the loan

Before choosing financing, work out how much money the project is likely to require and when it will be due. A fixed, one-time expense may call for a different borrowing structure than work completed in stages, where invoices arrive over several months. A financing offer that looks manageable at the start can become harder to handle if the scope changes, costs rise, or payments increase later.

Build a realistic cash-flow picture

  • List the written project estimate, expected payment milestones, and any costs the estimate excludes. Ask the contractor to explain what could change the price and how changes will be approved.
  • Separate the amount due before work begins from later payments. Do not assume that all financing products release money on the same schedule.
  • Decide how much savings you could put toward the project and how much liquid savings would remain for other expenses. Federal consumer guidance does not establish a universal emergency-reserve amount, so avoid treating any single number as a rule for every household.
  • Consider whether the project can be staged without compromising safety or creating extra cost. If you borrow only what is needed for each stage, make sure the financing product permits that timing.

Cash avoids loan interest, but spending it reduces the funds available for emergencies and other needs. Borrowing preserves cash but adds repayment obligations, fees, and possibly collateral risk. Neither side of that trade-off is costless: compare the cash you would spend and retain with the written cost and repayment schedule of the offers available to you.

Compare the options at a glance

The table summarizes the structures described in U.S. consumer guidance. Actual rates, fees, eligibility, and terms depend on specific written offers; the cited federal guidance does not establish current market rates or an individual borrower’s approval.

Option How funds are accessed Rate and payment considerations Does the home secure the debt? Useful question to ask
Cash savings Use available funds; no loan draw. Avoids loan interest, but reduces liquid savings. Opportunity cost is household-specific and not quantified in the federal sources cited here. No loan lien is created by using savings. How much liquid cash remains for other needs after the planned contribution?
Personal line of credit Credit is based on the borrower rather than the home; confirm the actual access and repayment terms in the offer. APR or equivalent cost, fees, limit, term, and payment rules are offer-specific. Current rates and approval criteria are not established by the cited CFPB material. CFPB identifies this as an alternative to a HELOC that does not use the home as collateral. What is the total repayment amount, and can I draw funds when invoices are due?
Home equity loan Generally provides a lump sum against home equity. Rate may be fixed or adjustable; upfront fees and costs may apply. A fixed rate can make payments more predictable, but does not guarantee lower overall cost. Yes. Failure to repay can put the home at risk, including foreclosure. What are the upfront costs, rate type, term, payment, and total amount repaid?
HELOC Open-end credit secured by home equity; permits repeated draws up to a limit during a draw period. Usually variable-rate; payments may change. Payments can rise substantially when the draw period ends and repayment begins. Yes. The home is collateral. When does the draw period end, what happens to payments afterward, and can further draws be restricted?
Cash-out refinance Replaces the existing mortgage with a larger mortgage; the difference is paid out in cash. Closing costs may apply. Compare the new mortgage’s total cost with keeping the current mortgage and using a separate loan. Yes. The replacement mortgage is secured by the home. How do the new loan’s full terms and costs compare with my current mortgage plus another financing option?
Contractor-arranged financing or payment plan Depends on the contractor’s offer and the lender or arrangement involved. Terms are not universal. Review fees, promotional conditions, later interest, payment timing, and early payoff treatment in writing. Depends on the actual financing agreement; do not assume a payment plan is unsecured. Who is the creditor, what are all the written terms, and how does this compare with outside offers?
PACE financing A financing option a salesperson or contractor may offer for home repairs or energy-efficient improvements. Terms and availability depend on the actual offer and location; no universal rate or cost is established here. Understand the effect on available home equity and the specific agreement before signing. Is it available locally, what obligations does it create, and what alternatives have I compared?
FHA Title I improvement loan A HUD-identified avenue to investigate, including for homeowners with limited equity. Individual eligibility, lender availability, and terms are not established by the cited HUD material. Confirm the structure of the specific loan rather than assuming its collateral terms. Is there a participating lender serving my area, and do I meet its current requirements?

What is the difference between a home equity loan and a HELOC?

Both use home equity to support borrowing, so both put the home at risk if you cannot repay. The practical distinction is how you access the money and how payments may behave. The Consumer Financial Protection Bureau (CFPB) describes a home equity loan as money received in a lump sum, with a rate that may be fixed or adjustable. A HELOC is open-end credit: you can draw repeatedly up to a credit limit during its draw period, and its rate is usually variable.

When a lump sum may fit

A home equity loan may be easier to plan around when you know the amount needed for a one-time project and can use the proceeds as a single payment. A fixed rate, if the offer has one, can make the interest rate more predictable. But an offer still needs to be assessed for fees, repayment term, payment amount, and total dollars repaid. CFPB cautions shoppers not to compare home equity loans by monthly payment alone. A longer term or lower payment does not, by itself, establish that a loan costs less overall.

What to understand before using a HELOC

A HELOC can allow access to funds as renovation invoices arrive, rather than requiring the borrower to take a single lump sum at the outset. That flexibility comes with moving parts. Because the rate is usually variable, payments can change as rates change. When the draw period ends, the account enters repayment; payments may rise substantially, and in some cases a borrower may have to repay the entire amount at once.

Do not build a budget around the initial payment alone. Read the agreement for the draw-period end date, the repayment schedule, how the rate is determined, and what payment changes are possible. A lender may restrict additional borrowing if the home’s value falls significantly or the borrower’s financial circumstances change. That matters if the project is unfinished and you expect to rely on future draws. CFPB advises considering a HELOC only if you are confident you can keep up with the payments.

How do savings and unsecured borrowing compare?

Using savings

Using savings avoids taking out a loan and paying loan interest, but it also converts liquid funds into renovation spending. The relevant comparison is not “cash is free” versus “borrowing is expensive”; it is the value of keeping that cash available against the actual cost and risks of borrowing. The federal guidance cited here does not quantify the opportunity cost of using savings or prescribe a reserve balance. Make the decision against your household’s other expected expenses rather than applying a universal reserve rule.

Personal credit

The CFPB identifies a personal line of credit as an alternative to a HELOC that is based on credit rather than using the home as collateral. That may be worth investigating if you have limited equity or do not want to add home-secured debt. The cited CFPB material does not establish current rates, limits, or approval criteria, so those must come from your own written offer.

For any personal credit offer, compare the annual percentage rate (APR) or equivalent disclosed cost, origination fees, repayment term, required monthly payment, prepayment rules, and total repayment amount. Confirm whether the credit is available when each contractor invoice is due. An unsecured structure avoids a lien on the home, but it does not remove the duty to repay or make an offer affordable by itself.

When might a cash-out refinance make sense to investigate?

A cash-out refinance replaces your current mortgage with a larger one and gives you the difference in cash. CFPB notes that closing costs may apply. Since the transaction changes the mortgage itself, compare the full terms and total costs of the new loan with the alternative of keeping your current mortgage and adding a separate loan. Do not judge it only by the cash received, the new monthly payment, or a headline rate.

Whether refinancing is economically sensible depends on your existing mortgage and the specific offers available to you. The federal information cited here cannot determine that outcome for an individual homeowner. If you are having trouble paying an existing mortgage, CFPB advises speaking with a housing counselor before adding home-secured debt.

Should you get a home improvement loan from your contractor?

A contractor may offer or arrange financing, but that does not make the financing automatically suitable or the project automatically sound. The Federal Trade Commission (FTC) advises: “Never agree to financing through your contractor without shopping around and comparing loan terms.” Treat the arrangement as a financing offer to evaluate, not as a reason to skip comparisons.

Get the full terms in writing

Ask who is providing the credit and obtain the complete agreement before signing. If there is a promotional period, determine exactly what happens when it ends, whether interest changes or is applied under specified conditions, and what fees apply. Confirm the required payment schedule, the total repayment amount, and how early payoff is handled. These terms vary; a label such as “payment plan” does not tell you whether the arrangement is a loan, what it costs, or what happens if you miss a payment.

Evaluate the contractor separately

Financing and construction quality are separate decisions. Review the written scope, schedule, payment milestones, change-order process, and relevant licensing requirements in your area. FTC flags demands for all money up front or cash-only payment as scam warnings; some states cap down payments. Check the rules that apply where the work will be done and avoid letting an attractive payment schedule substitute for verifying the contractor and the work.

Could PACE or an FHA Title I loan fit?

PACE

PACE may be presented by a salesperson or contractor as financing for home repairs or energy-efficient improvements. CFPB advises homeowners to understand both benefits and risks, consider the effect on available home equity, and shop around for contractors and loan options. Do not assume that a PACE offer is available in every location, that it is preferable because it may require no down payment, or that a particular offer is affordable. Confirm local availability and review the actual obligations and costs before signing.

FHA Title I

HUD identifies an FHA Title I Property Improvement Loan as an option to investigate when a homeowner has limited equity. Improvements may be handled on a do-it-yourself basis or through a contractor or dealer, according to HUD. That does not establish that a particular homeowner qualifies or that a participating lender is available locally. Verify current program and lender availability and eligibility through HUD or participating sources before relying on it.

A step-by-step way to compare written offers

  1. Set the amount and schedule. Use the best available project estimate and payment milestones to identify how much funding is needed, when it is needed, and whether costs will arrive all at once or over time.
  2. Choose a cash contribution deliberately. Decide what amount of savings could go toward the work and calculate what liquid savings would remain. Do not treat a general reserve figure as a sourced requirement.
  3. Gather actual offers. Request written terms from lenders and, if offered, the contractor’s financing provider. Check local availability before counting on PACE or an FHA Title I loan.
  4. Compare total cost and timing. For each offer, record APR or equivalent disclosed cost, fees, repayment term, required payments, and total repayment. For a HELOC, include the rate-change terms, draw-period end, repayment transition, and rules that may limit further draws. For a cash-out refinance, include closing costs and compare with keeping the current mortgage.
  5. Identify the collateral and consequences. Mark whether the home secures the debt and understand what nonpayment could mean. For home equity borrowing, failure to repay can put the home at risk.
  6. Stress-test affordability. Consider whether the payments remain manageable if the project takes longer, the cost changes, or—where applicable—the rate rises or the HELOC draw period ends. Do not rely solely on the first or advertised payment.
  7. Check the construction agreement independently. Compare the scope, milestones, and change process, and vet the contractor separately from the financing offer.
  8. Decide only after the comparisons are complete. Keep copies of the estimate, financing documents, and contractor agreement so the amount borrowed and payment obligations can be checked against the planned work.

Common comparison mistakes to avoid

  • Choosing by monthly payment alone. A payment figure does not show all fees, total repayment, rate variability, or the length of the obligation.
  • Assuming a home-secured loan is low-risk because the project improves the house. The collateral is still the home; the renovation does not remove the repayment obligation.
  • Budgeting for a HELOC only during its draw period. The repayment phase can change the payment substantially, so assess the full timeline before drawing.
  • Assuming a contractor plan is standardized. Payment plans and contractor-arranged financing have no universal terms in the available guidance. Read the actual agreement.
  • Relying on a program before checking local availability. PACE and FHA Title I are options to investigate, not guaranteed offers for every project or location.
  • Treating national housing statistics as personal borrowing capacity. A CFPB report published in 2025 says two-thirds of U.S. households owned a home in 2022 and median home equity exceeded $200,000. Those are national aggregate figures, not estimates of any reader’s equity, loan eligibility, or safe borrowing amount.

Rates, fees, program availability, tax treatment, and personal eligibility are not established by the federal guidance summarized here. Use the actual documents and current local information when making a decision, and seek qualified housing or financial guidance if your circumstances call for it.
