Newlyn, Cornwall, is testing habitat-forming coastal eco-blocks made with low-carbon concrete mixes and industrial by-products—not all-plastic replacements for concrete. Separate studies of plastic-containing blocks report results for housing-oriented construction and paving, but do not establish that such blocks can serve as coastal armor or seawalls.
Can recycled plastic blocks replace concrete in coastal projects?
There is no published evidence in the sources reviewed that recycled-plastic blocks have replaced concrete coastal defenses or are ready to do so. The Newlyn project is a monitored pilot alongside an existing rock-armour breakwater, while the cited plastic-block studies concern other applications. Those are different materials and different engineering questions.
For a coastal defense, a block must be assessed as part of a site-specific system: its shape, mass, placement and interaction with neighboring units all matter under local wave conditions. A compressive-strength result for a building block or paver cannot, by itself, show that a unit will remain stable or protect a shoreline.
What are the Newlyn eco-blocks made of?
The Environment Agency says the Newlyn units use low-carbon concrete mixes incorporating waste products from industrial processes, including quarrying and steel production. Project partner SARCC describes the full-scale blocks as made with recycled and low-carbon materials. Neither account describes them as all-plastic blocks.

The Environment Agency reports that 88 eco-blocks, each about 1.3 cubic metres, were installed around the existing breakwater. The blocks are additions to that structure, not a plastic replacement for it.
What is the Newlyn pilot testing?
The Environment Agency set up the project to study block performance and biodiversity in a high-wave-energy intertidal location. Its monitoring includes ecological surveys every six months and examination of block size and orientation. Design features include rough surfaces, crevices and pools intended to create habitat; the blocks’ surface pH was also adjusted. Early project accounts describe algae and marine fauna using the blocks, but do not quantify a long-term ecological gain.

The agency states: “We are not aiming to directly reduce flood or coastal erosion risk through this research project.” The project is therefore evidence about a monitored habitat-forming pilot, not proof of flood protection, reduced erosion or long-term coastal-defense performance. The Environment Agency’s project page was updated on 5 October 2023.

The 2026 figures are from the publisher’s abstract; the study’s full text was not available for review here. Neither study is a direct coastal-defense test.

A credible comparison with conventional armor would need evidence that covers the intended site and the complete service life, not just a material strength result. Useful questions for a project owner or engineer include:

- Composition: What is the block actually made of, and how much recycled material does it contain?
- Structural and hydraulic performance: How does the proposed unit perform under the site’s wave exposure and placement conditions?
- Durability and maintenance: How does it withstand saltwater, UV exposure, weathering and impact, and what inspection or repair is required?
- Habitat outcomes: Are colonisation and ecological effects measured over time against a clear comparison?
- Whole-life impacts: What are the embodied carbon, transport impacts and lifecycle costs compared with the alternative?
The public Newlyn information does not provide completed long-term coastal structural results, a service-life estimate, or a like-for-like cost and lifecycle comparison. It also does not establish that any named project supplier sells all-plastic replacement units for coastal defenses. Those results would be needed before making a defensible claim that recycled-plastic blocks can replace concrete in a particular coastal project.
