The Horsepower Waterproof Power Scrubber 17461 is worth considering if you want a compact, cordless tool for routine scrubbing and can work within its short reach. Consumer Reports confirms it tested the model, but its accessible page does not show the scrubber’s numerical ratings or overall score. Its presence in the test lineup is not a Consumer Reports recommendation.
What Consumer Reports reveals about the Horsepower 17461
Consumer Reports’ model page identifies the Horsepower Waterproof Power Scrubber 17461 as part of its power-scrubber testing program and lists specifications. The numerical scores for cleaning, ease of use, power, and battery life are membership-gated, so there is no public Horsepower-specific score to use when judging its performance.
That distinction matters: being tested does not establish that the product earned a particular rating or that Consumer Reports recommends it.

What its design means for cleaning jobs
Reach and working posture
At 9 inches of usable reach with no extension rod, the 17461 is better suited to areas you can reach comfortably by hand than to jobs requiring a long handle. For shower walls, floors, or high and low corners, compare candidate tools by handle length and whether they extend; extra reach can reduce bending and stretching.
Attachments and access
Five head options give the tool more flexibility than a single-purpose brush, including brush, sponge, and polishing attachments. The fixed head angle is a trade-off: it cannot be tilted to approach awkward corners or surfaces at a different angle.

- Versatile Cleaning Tools: This set includes a variety of scrubbing pads and brushes for tackling different cleaning tasks around the home.
- Durable Materials: The pads are made from sturdy yet flexible materials like scouring pads, sponges, and stiff bristles for effective scrubbing.
- Ergonomic Design: The brushes feature contoured handles for a comfortable grip, allowing you to clean hard-to-reach areas with ease.
- Multi-Surface Use: Suitable for use on various surfaces like sinks, countertops, tiles, and more, helping you maintain a spotless home.
- Compact Storage: The compact size of the set allows for easy storage in cabinets or drawers, keeping your cleaning supplies organized.
Weight and comfort
Consumer Reports lists the scrubber at 13.54 ounces. Grip shape and balance also affect comfort, particularly during longer sessions, so weight alone cannot tell you whether it will feel comfortable in your hand.
How it compares with the broader scrubber test
In its guide updated March 27, 2026, Consumer Reports says it tested eight power scrubbers. It reports that cleaning performance did not vary greatly among the models it tested, while battery life varied substantially: some ran for more than an hour and the shortest-running examples lasted about 10 minutes. Those are lineup-wide findings, not results for the Horsepower 17461.

Consumer Reports’ Dan Kahl, who leads its power-scrubber testing, summarizes the distinction: “All of the power scrubbers can scrub well enough, but you see some of the bigger differences in design and attachments,” Kahl says. The guide also describes testing runtime at the highest speed and recording recharge time. That controlled comparison should not be conflated with Horsepower’s advertised “up to” runtime.

- REACHES DEEP: Bottles are impossible to clean. You can’t possibly fit your hand to clean bottles - Our EZ Reach Bottle Brush reaches deep to clean 40 oz tumblers, bottles, cups, baby bottles, blenders & more
- SILICONE BOTTLE BRUSH: Our EZ Reach Silicone Bottle Brush attachment turns your Horsepower Scrubber into a powerful bottle-cleaning machine. Silicone bristles gently remove dirt and grime from your water bottle, coffee mug, baby bottle, and more
- 360° CLEANER: the silicone bristles wrap a full 360° around the long handle of the attachment, ensuring you never miss a spot and saving you time and labor cleaning
- CONFORMS: the soft silicone bristles conform to enter into even the narrowest bottle openings
- FOR USE WITH HORSEPOWER SCRUBBER: Add the EZ Reach Silicone Bottle Brush to the Horsepower Scrubber to clean up to 350 RPM, blasting through dirt quickly and effectively. Horsepower Scrubber is sold separately
- Reach: Check the handle length and extension option if you regularly clean floors, shower walls, or corners.
- Battery: Look for independently measured runtime and recharge time where available, rather than treating a manufacturer maximum as a typical result.
- Comfort: Compare weight and grip, especially if you expect longer cleaning sessions.
- Head options: Consider whether included attachments and an adjustable head angle fit your surfaces and access needs.
Where the scrubber may fall short
A power scrubber can reduce the manual effort of cleaning, but it is not a substitute for the right cleaning product. Consumer Reports cautions that a scrubber alone is usually insufficient for stubborn dirty grout; an effective cleaning agent may still be needed. Do not assume the Horsepower tool will remove severe grout staining by itself.
Replacement heads, price, and buying checks
Horsepower says the unit and brush heads are hand-wash only. Its FAQ currently identifies a five-pack of replacement scouring sponge heads, but says the other heads are not currently offered as replacement parts. If you expect to rely on a particular brush or polisher over time, confirm its availability before buying.

Prices and offers can change. The maker page displayed $39.99 and a 30-day return offer excluding shipping and handling when checked; Consumer Reports also showed seller listings, including Amazon, at different prices. Treat those as changing listings rather than a stable MSRP, and verify the current price, stock, and return terms with the seller.
