That revenue supports county services, but its scale also creates a policy trade-off: changes that limit future development could affect a substantial source of public funding. Supervisor Juli Briskman put the tension this way in an August 2026 interview with The New York Times: “We’ve become addicted to the data centers for their tax revenues, but at what cost?”
Why are residents and officials objecting to new development?
County materials list water use, noise, air quality, aesthetics, land values, and energy infrastructure among the concerns residents have raised. For nearby residents, the questions are often local and concrete: how close a large facility would be to homes, what it would look and sound like, what infrastructure it would require, and whether the site fits the surrounding land use. How has Loudoun changed its approval rules?
After a comprehensive zoning rewrite in 2023, the Board of Supervisors began reviewing data-center standards in February 2024. In March 2025, it approved the first phase of amendments, ending general by-right treatment for data centers in areas where they had previously been allowed that way. New proposals in those areas generally require special-exception approval. A special exception involves Board review rather than automatic permission under a by-right use.
Some older applications may be grandfathered: the county says certain applications accepted before February 12, 2025, may proceed under earlier rules. The applicable pathway depends on the project’s application and the controlling ordinance, so the newer general requirement does not by itself settle every pending proposal. The county’s Phase 2 review, underway in 2026, is considering additional policy guidance and use-specific standards for data centers and electrical substations.

Amazon said the university could continue operating for up to five years and that construction would not begin until campus operations ended. The company described the concept site plan as the first formal step in a lengthy review. Supervisor Briskman criticized the proposal’s potential pathway under older zoning; however, the project’s outcome and precise legal pathway should not be inferred without its project record and applicable rules.
