Penn Vet and Pennsylvania officials broke ground October 2, 2026, on a $94 million Veterinary Diagnostic Laboratory at New Bolton Center in Chester County. The planned 63,000-square-foot facility will bring the center’s animal diagnostic laboratory and the Pennsylvania Equine Toxicology Research Laboratory together. Penn Vet projects construction completion in 2028 and the laboratories’ move in 2029; it has not announced an exact opening date.
What is being built at New Bolton Center?
The project is a 63,000-square-foot Veterinary Diagnostic Laboratory (VDL) on Penn Vet’s New Bolton Center campus in Chester County, Pennsylvania. Penn Vet and the Pennsylvania Department of Agriculture report an overall project cost of $94 million. Penn Facilities and Real Estate Services describes the planned scope as wet research laboratories and offices, a necropsy suite, and BSL-3 laboratory space. Those are the published facility elements; the project announcements do not specify additional equipment or capabilities.
Penn Vet names SMP Architects as project architect. The groundbreaking took place on October 2, 2026, with construction completion projected for 2028 and the two laboratories expected to move into the building in 2029. Those are projections, not a confirmed opening date.

The reported figures describe different programs and scopes, so they should not be added together or treated as like-for-like measures. PADLS laboratories across Pennsylvania reported 669,788 animal specimens tested during state fiscal year July 1, 2025–June 30, 2026; that is a system-wide figure, not a count for New Bolton Center alone. Why are the programs being brought together?
The existing work is distributed across multiple locations: New Bolton Center’s diagnostic laboratory occupies buildings on the campus’s upper and lower areas, while PETRL operates from leased university space and New Bolton Center research space. Penn Vet says the new building is intended to provide purpose-designed analytical and research laboratories, bring the teams together to support collaboration, and allow room for expansion.
“The Veterinary Diagnostic Laboratory will put them side by side in modern facilities, where collaboration is part of the daily workflow,” said Andrew M. Hoffman, Penn Vet’s Gilbert S. Kahn Dean of Veterinary Medicine. That describes the project’s rationale; the announcement does not report measured improvements in turnaround time or diagnostic outcomes.

What is known about the project funding?
The overall project is reported at $94 million and is sponsored or supported by the Pennsylvania Department of Agriculture. Separately, the Commonwealth’s 2026–27 proposed capital itemization includes a $25 million allocation for construction of the Pennsylvania Equine Toxicology and Research Laboratory at New Bolton Campus. The published sources do not reconcile that line item with all funding behind the $94 million project total, so the $25 million should not be read as the complete project budget. The combined facility is planned to support animal-health diagnostics and equine toxicology work for agricultural producers, public-health officials, veterinarians, regulators, and horse-racing officials across Pennsylvania. The state describes agriculture as a sector with more than 48,800 farms, over $132 billion a year in economic contribution, and nearly 600,000 jobs; those figures are statewide context, not estimates of the laboratory’s economic impact.
