As of 4 October 2026, the Independent Committee investigating the fire had not issued its final report: the Government’s 2026 Policy Address said it was reviewing evidence and would report by the end of October. The Committee’s questions, the Government’s announced reforms and enforcement charges are separate matters; none should be treated as a final finding about the fire’s cause or anyone’s legal responsibility.
Why did the Hong Kong fire spread so quickly?
That is one of the questions the Independent Committee is examining, not a conclusion already established. The Government appointed the Committee on 12 December 2025, with Mr Justice David Lok as chair and Chan Kin-por and Dr Rex Auyeung Pak-kuen as members. Its remit covers the causes and circumstances of the fire, its rapid spread, casualties and property damage, as well as the operation of fire-service installations and the adequacy of renovation safety arrangements.
The Committee is also examining whether approved-material lists and systems for verification and testing were adequate; how public and private parties supervised the work; and whether major-maintenance tenders involved connected interests, conflicts of roles, collusion, bid-rigging, corruption or other irregularities. It is asked to assess whether the relevant laws and penalties are adequate and to make recommendations.
The remit is not a verdict. The Government’s 12 December 2025 notice said legal liabilities for people involved in the fire were matters for law-enforcement agencies, not the Committee. Until the final report and any relevant legal proceedings, it would be premature to state a definitive cause or assign responsibility.

What does the fire reveal about older Hong Kong buildings?
Hong Kong’s Fire Safety (Buildings) Ordinance applies to specified composite and domestic buildings constructed on or before 1 March 1987, or whose building plans were first submitted for approval on or before that date. This is a legal coverage threshold; it does not mean every building meeting it has the same hazards, condition or required upgrades.
The Buildings Department explains that a fire-safety direction requires owners to improve a particular premises or building in line with specified fire-safety construction measures within a stated period. Owners need to follow the direction that applies to their own building and seek advice from relevant authorities or qualified professionals. A general description of the law cannot establish whether a particular building complies or what work it needs.
Citywide fire figures provide context, but they cannot establish what happened at Wang Fuk Court. The Legislative Council Secretariat Research Office reported 5,068 fire incidents in Hong Kong in 2023, 18% below the level a decade earlier. It also reported an average of 6.2 number-three-alarm-or-higher fires a year in 2019–2023, compared with 7.3 a year in 2013–2018. These historical measures describe different aspects of the city’s fire record; neither identifies the cause of this fire.

What fire-safety checks are required during building renovation?
The Committee’s terms of reference put renovation safety directly in scope, including construction safety standards, supervision and day-to-day maintenance during renovation. They also ask whether the approved-material lists, verification and testing arrangements were adequate. Those are the issues under examination, not a checklist of findings already reached.

For owners and project teams, the practical starting point is the building-specific fire-safety direction and applicable requirements, together with the work’s approved specifications and supervision arrangements. The available information does not establish a single renovation checklist that applies to every building or project. Owners should confirm requirements with the relevant authorities and qualified professionals rather than infer them from the Committee’s remit.
The Committee is also considering governance around major maintenance tenders, including possible conflicts, collusion, bid-rigging, corruption and other irregularities. This matters to renovation safety because the inquiry is looking beyond materials alone to how work is procured, supervised and maintained. The inquiry’s inclusion of an issue, however, does not establish that misconduct occurred in a particular tender.

Can low-rise older buildings use IoT fire detection instead?
For a limited class of buildings, Fire Services Department (FSD) Circular Letter No. 3/2026, dated 30 April 2026, set out an alternative arrangement. In qualifying composite and domestic target buildings of six storeys or below, an IoT Fire Detection System together with portable fire extinguishers may satisfy statutory requirements for hose-reel and manual fire-alarm systems. The circular specifies at least two 5 kg powder-type portable extinguishers on each floor.
This is a building-level statutory alternative, not a general recommendation for household protection. The circular says other applicable requirements under the Ordinance remain unchanged. Eligibility and the requirements for a particular building need to be confirmed against the circular and the building’s circumstances.
The circular describes an arrangement with multi-sensor detectors inside units and common areas; gateways with manual call points and alarm sounders; external-network signal transmission; a provider-operated monitoring platform; and transmission to the Fire Services Communications Centre. A Registered Fire Service Installation Contractor is responsible for installation, maintenance, inspection and repair of the fire-service installation components. The circular said the FSD would shortly publish a list of interested providers; check the current official listing rather than relying on an older reference to provider availability.

How does the announced plan for taller buildings differ?
The 2026 Policy Address said the FSD planned to expand IoT fire-detection coverage to older buildings of seven storeys or above by the end of 2026, with owners able to choose the system as an alternative to traditional fire-service installations. That is a separate, broader policy announcement; it does not alter the specific eligibility and requirements in the April circular for buildings of six storeys or below.
When comparing remediation options, owners should establish the building’s statutory eligibility and height, which fire-service functions an option covers, which requirements remain, how monitoring operates, and who is qualified to install and maintain the system. A retail extinguisher listing or the existence of an IoT provider does not by itself demonstrate that a product or arrangement is suitable, approved or compliant for a particular building.
What changes has the Government announced?
The 2026 Policy Address set out a reform agenda following the fire. These are announced directions and preparations, not proof that every proposed legislative change has been enacted.

- Fire-service installations: proposed changes to the Fire Services Ordinance would strengthen regulation of installations, equipment and contractors.
- Major maintenance: the Government proposed expanded statutory control and penalties, as well as changes to Building Management Ordinance voting, proxy and interest-declaration arrangements for large maintenance procurement.
- Tender safeguards: proposed measures included studying whether to criminalise bid-rigging, supporting owners with tender invitation and evaluation, and creating more rigorously vetted pre-qualified consultant and contractor lists. The address said applications for those lists would begin in September 2026 and availability would be phased from the end of 2026.
The announced timelines describe the Government’s intended rollout as stated in the 2026 Policy Address. They should not be read as confirmation that a ban, ordinance amendment, criminal offence or list is already in force.
What is known about charges, and what remains undecided?
The Government’s 2026 Policy Address reported that police and the Independent Commission Against Corruption had laid charges against seven people and two companies. It also said the Buildings Department had filed 259 charges against four individuals and two companies, including suspected use of materials that did not comply with relevant provisions. These are charges and allegations as reported by the Government, not convictions or proof of the Committee’s eventual findings.
As of 4 October 2026, the Policy Address said the Committee was reviewing evidence and would submit its report by the end of October. Its eventual conclusions and recommendations were therefore still pending. Enforcement proceedings, proposed policy changes and the Committee’s investigation answer different questions and should not be conflated.
