Rosemary can survive winter in the right conditions, but no single temperature guarantees it. Your best chance is to match the plant to your local climate, keep its roots well drained, and protect or move it when cold, wet weather threatens. The right approach depends on whether rosemary is planted in the ground or growing in a pot.
Start with your climate and rosemary variety
Rosemary’s cold tolerance varies with cultivar, exposure, establishment and winter conditions. Penn State Extension describes rosemary generally as suited to USDA hardiness zones 8–10. It identifies ‘Arp’, ‘Athens Blue Spire’, ‘Madalene Hill’ and ‘Miss Jessop’s Upright’ as hardier choices, potentially suitable to zone 7 or 6b with protection. Those are regional guidelines, not a guarantee that a plant will survive every winter in those zones. For a UK reference, the RHS says established rosemary plants can survive temperatures as low as -8°C (18°F) in much of the UK, while harsh frost and cold winds can still cause damage. This figure is specific to the RHS’s regional guidance and should not be treated as a universal hardiness limit. The RHS rosemary growing guide provides its regional advice.
If you are choosing a plant for a colder garden, consider one of the hardier cultivars, but still account for your local winter, the site’s exposure and drainage. A more cold-tolerant variety does not eliminate the risk from prolonged cold or saturated soil.

Protect an in-ground rosemary plant
Give it sun and free-draining soil
Rosemary prefers light, well-drained soil. Winter waterlogging can cause root rot, so drainage matters as much as cold protection. If your garden soil is heavy or stays wet, consider planting in a raised bed or a container instead. The RHS advises against leaving potted rosemary in persistent winter rain and recommends choosing a better-drained position. See the RHS’s guidance on growing rosemary.
Cover during a severe cold spell
When very cold weather is forecast, temporarily cover an in-ground plant with horticultural fleece, hessian or an old bedsheet, following the RHS’s advice. Remove temporary cover when the severe spell has passed. Covering can reduce exposure to harsh conditions, but it cannot fix waterlogged soil or guarantee survival. Overwinter rosemary in a pot outdoors
A pot exposes roots to prolonged cold more than garden soil does. If your rosemary can remain outside in your climate, reduce that exposure by grouping pots together, insulating the pot, and moving it to a sheltered spot such as the lee of a wall. Keep it out of persistent winter rain; a rain-shadowed position can help in wet conditions. These measures reduce exposure but do not make an unsuitable climate safe. The RHS recommends sheltering containers and keeping them protected from winter rain in its winter-protection advice.

If rosemary is not hardy in your area, move the pot indoors before frost. Penn State Extension recommends bringing it inside 2–3 weeks before the first frost date. Choose the brightest suitable place, ideally a south-facing window with full sun; use supplemental lighting if needed, and provide good air circulation.

Indoor overwintering can be difficult because of low light and watering errors. Check the soil rather than relying on a summer watering schedule: too much or too little water can both cause problems. Penn State Extension notes that “Overwintering rosemary indoors may be difficult due to low-light conditions and too little or too much water.” Its recommendations are in Penn State Extension’s indoor overwintering guide.

Choose the approach that fits your plant
- In-ground, in a locally suitable climate: Prioritize sun and free-draining soil, and use a temporary cover during a severe cold spell if needed.
- In-ground, in a colder location: A hardier cultivar may improve your chances, but assess local exposure and drainage rather than relying on the variety alone.
- In a pot that can stay outside: Insulate or group the pot, shelter it from cold and persistent rain, and avoid leaving it in a rain-soaked position.
- In a pot where rosemary is not hardy: Bring it inside before frost, provide the brightest available light and good airflow, and monitor soil moisture.
